VALENCIA CITY, Bukidnon — Mayor Amie Galario has ordered all city departments to reduce fuel consumption by 10 percent under Memorandum Order No. 154, Series of 2026, in line with a national directive to strengthen energy efficiency in government operations
Galario said the order supports programs of the Department of Energy (DOE) and follows
guidelines set by the Inter-Agency Energy Efficiency and Conservation Committee to improve
cost efficiency and resource management.
“The DOE emphasizes that energy security requires coordinated action from national agencies
and local government units. Residents, especially those affected by rising transport costs, will
benefit from more efficient government operations that help stabilize services,” Galario said.
She said the policy translates national directives into local action and ensures the proper use of
public funds while supporting environmental goals.
The memorandum directs departments to conduct regular vehicle maintenance and adopt the
BLOWBAGETS protocol—Battery, Light, Oil, Water, Brakes, Air, Gas, Engine, Tires, and
Self—to ensure vehicle efficiency and roadworthiness.
It also requires the use of the full-tank method to monitor fuel consumption and prevent misuse.
Galario said offices must plan trips, practice fuel-efficient driving, and consider shifting to
electric or hybrid vehicles in line with the DOE’s modernization program.
She said departments are required to submit monthly fuel consumption reports through the
Government Energy Management Program Online System to ensure accountability and support
operational adjustments.
“Valencia City stands as a key partner in national energy development and sets a model for other
