CGSO holds 2nd public auction of unserviceable items, equipment

The City General Services Office (CGSO), headed by Ms. Dioscora R. Niere, conducted the second Public Auction of Unserviceable Items and Equipment on July 28, 2023, at the City Engineer’s Compound

Previously, a Public Auction of the same properties was also held but deemed a failure since bidders raised no bids for the whole lot, which had a clustered minimum floor price of P1,490,220.64. The members of the Appraisal & Disposal Committees, Technical Working Group, staff, and guests took part in this significant event.

The Auction Sale was carried out on a per-lot basis, featuring six (6) lots of unserviceable equipment and properties, and was conducted through “Viva Voce.” The items auctioned include 1 lot of motorcycles worth P139,731.86; 1 lot of vehicles worth P1,105,078.78; 1 lot of various batteries worth P73,960.00; 1 lot of scrap iron worth P116,450.00; 1 lot of scrap plastic worth P30,000.00; and 1 lot of assorted tires worth P25,000.00.

Seven (7) bidders formally registered for the auction: Garcia Junk Shop, Matulla Vulcanizing, 3J Surplus, J.C. Scrap, Cez Junk Shop, U2, and RT. Unfortunately, 3J Surplus from Valencia City conceded before the auction started.

The first lot auctioned consisted of motorcycles, but no bids were raised for the floor price. The same happened with the second lot consisting of vehicles. Lot three (3), various batteries, was successfully sold to bidder number 1, Garcia Junk Shop of Valencia City, with a final price of P135,000.00. Lot four (4), scrap iron, was successfully sold to bidder number 4, J.C. Scrap of Cagayan de Oro City, for the final price of P164,000.00. Lot five (5), scrap plastic, was successfully sold to bidder number 5, Cez Junk Shop of Malaybalay City, with the final price of P51,000.00.

No bids were raised for the sixth and last lot of assorted tires. The committee proceeded to award the successful bidders immediately. The activity closed with a warm message from Ms. Bella Stephanie B. Saavedra, Assistant City Treasurer and a member of the Appraisal Committee. (LGU Malaybalay)

PH’s 11th ‘Rescue MARCH’ challenge held in Malaybalay

MALAYBALAY CITY, Bukidnon – Marking the 11th Rescue MARCH in the country, 56 rescue teams from all over northern Mindanao converged here on July 31 to cap the National Disaster Resilience Month observance

Rescue MARCH, which stands for Mass Assembly for Rescue and Care for Humanity, is a simulation exercise designed to train the responders to a 7.2 magnitude earthquake that would render access to roads, bridges, and other infrastructure, including communications, impossible.

Over 600 participants marched almost seven kilometers from Mt. Moriah Camp, the staging area, to the Capitol Grounds, the “ground zero” simulation area where their teams did rescue operations. These teams were assessed on their capabilities in responding to specific scenarios, testing their endurance and camaraderie at ground zero.

Office of Civil Defense (OCD)-10 Assistant Regional Director Gilbert Conde reminded the participants that there are no perfect responses to emergencies or disasters, but he hoped such exercises would continue.

“Nakita namo nga naay need nga training nga pagabuhaton. Ang kulang nato is ang venue nga ing-ani nga mag-practice. We will continue training ourselves and our LGUs for us to attain a resilient northern Mindanao [We saw the need to conduct training like this. What we need is a venue like this to practice. We will continue training ourselves and our LGUs for us to attain a resilient Northern Mindanao],” Conde said.

For his part, Martin T. Aguda Jr. of the National Organizing Committee for Rescue MARCH said the Northern Mindanao responders are almost there in terms of being resilient, as he observed that even at the staging area.

“Despite the limited resources, everything was utilized and brought to the simulation area as if they were in a real situation, responding to ground zero,” Aguda said.

On the other hand, Bukidnon Governor Rogelio Neil Roque explained that natural disasters are certain to happen since nobody can control nature. He, however, emphasized that all must prepare for how to act when natural disasters come.

DA-10 exec director apprises IP farmers to avail DA’s programs, projects

CAGAYAN DE ORO CITY – The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) Regional Executive Director Carlene C. Collado convened on July 21, with the Talakag Living Waters Agro-Forestry Farmers Association (TALIWA FA), at the agency’s compound in this city to discuss appropriate agri-assistance to help augment the FA’s farm production

The TALIWA FA is a newly-formed association of 60 farmers, primarily indigenous peoples (IPs) from the Talaandig and Higaonon tribes of Bukidnon.

Dir. Collado discussed with the group the DA programs and projects they can avail through the DA’s Rice, Corn, Livestock, High-Value Crops Development, and Organic Agriculture programs as well as other special projects of the Department.

He also detailed the agency’s SOPs in granting DA interventions to eligible recipients. Mr. Kennek Suarez Lake, Interim President of TALIWA FA, particularly requested from DA the grant of draft animals (horses, cows, water buffalo), livestock (pigs, goats), vegetable and corn seeds, organic fertilizers, agricultural training, irrigation system, storage facility, and mechanical equipment.

To be eligible DA beneficiaries, Dir. Collado urged the FA to enroll its members in the Registry System for Basic Sectors in Agriculture (RSBSA) and closely coordinate with their Municipal Agriculture Office to guide them toward growing as an association. (DA RFO-10)

Malaybalay City coop acquires P3-M combine harvester from DA-NorMin

MALAYBALAY CITY, BUKIDNON – The Linabo Agrarian Reform Cooperative (LARC), a ninety-active-membered farmers’ group, is eyed to augment their productivity and income after being granted a combine harvester worth P3 million (M) from the Department of Agriculture – Northern Mindanao (DA-10) headed by Regional Executive Director Carlene C. Collado

On July 21, Field Operations Division chief Luz I. Guzman, Ph.D. together with Bukidnon Provincial Operations Center chief Janet D. Lopez, DVM of DA-10, led in conferring the certificate of turnover thru the City Government of Malaybalay, helmed by Mayor Jay Warren R. Pabillaran represented by its Chief Executive Assistant Anthony James Mondia, and finally, to the benefitting coop, LARC led by its Chairperson Aurelio E. Salem.

Pooled from CY 2022 funds under the agency’s Corn program, said unit is a grain crop, labor- and time-saving harvesting machine that combines reaping, threshing, cleaning, and bagging into a single operation.

It is targeted to serve LARC’s existing production area, which is composed of 236.7 hectares for corn, and 196.7 hectares for rice, with a potential area of 200 hectares.

Dr. Guzman urged them to value and maximize the use of said machinery by setting aside funds for its repair and maintenance, which would overall help elevate LARC’s operations.

Meanwhile, Mr. Mondia noted the synergistic efforts – from the national, provincial, city, and down to barangay governments- to acquire a combine harvester unit that would directly benefit the farmers in barangay Linabo.

In response to the messages of support and anchoring on the coop’s mission of uplifting the life of its members and agrarian reform beneficiaries, LARC chairperson Salem is grateful that the government has seen its potential to manage the combined harvester.

Likewise, the coop head committed that under his wing, they will exercise responsibility, accountability, and transparency, in whatever available resources they have for the benefit of their members, fellow farmers, and their community.

Apart from the provided machinery, LARC has also availed other forms of assistance from DA-10, such as agricultural inputs and financial aid.

Now in its silver year, it continues to venture into production, processing, and marketing, with reach not just limiting to the locality but also in the cities of Valencia, Cagayan de Oro, and Iligan, and the towns of Maramag and Cabanglasan in Bukidnon.

Also supporting the cooperative during the turnover ceremony is the City Government of Malaybalay thru its agriculture and engineering offices, the local barangay of Linabo, and the Department of Agrarian Reform. (DA RDO0-10)

Damulog farmers to benefit corn seeds, fertilizers from Agri-10

CAGAYAN DE ORO CITY – Targeted to ease farmers’ brunt on the increasing costs of farm inputs, the Department of Agriculture – Northern Mindanao (DA-10), headed by Regional Executive Director Carlene C. Collado, turned over seeds and fertilizers to 16 farmers’ cooperatives, associations (FCAs), at the Municipal Gymnasium, Poblacion, Damulog, Bukidnon

Funded by the Corn program, the roster of interventions conferred by the agri department is composed of 625 bags of hybrid corn seed (9 kilograms per bag) complemented with 625 bags of complete fertilizer (50 kgs/bag), which are targeted for distribution to select FCA members who are enrolled in the Registry System for Basic Sectors in Agriculture (RSBSA).

Facilitated by the agri office of said municipality, the turnover was graced by DA-10 Provincial Operations Center chief of Bukidnon, Janet D. Lopez, DVM, Mayor Melino L. Burro, Councilor Ronald Virtudazo, committee on agriculture, and Herberto L. Tan, MAO officer-in-charge. (DA RFO-10)

Bigasan livelihood to support 18 solo parent groups in Malaybalay

The project aimed at empowering solo parents and their children, 18 organized groups from various barangays, including Barangay 5, 7, 9, Purok 20 Casisang, Can-ayan, San Jose, Laguitas, Aglayan, Cabangahan, Bangcud, Apo Macote, Singnalan, Violeta, Maligaya, Silae, Kulaman, Sumpong, and Busdi, received bigasan livelihood support

The 2-day activity was held at the White House (Women and Children Family Crisis Center) on July 6-7, 2023.

The City government implemented this initiative with the primary goal of providing opportunities for solo parents and their children to cope with the financial demands of single parenting.

Recognizing the importance of sources of income for these families, a total amount of P 230,000.00 was allocated from the Special Program on Provision of Livelihood to Solo Parents under the Special Purpose Appropriation of the City Social Welfare and Development Office (CSWDO).

Through various self-enhancement sessions conducted by CSWDO, the participants were equipped with essential skills to bolster their economic prospects. Additionally, regular monitoring and mentorship further strengthened the groups’ operations.

Each group received the necessary financial support to augment their daily and group income. The assistance provided is expected to create sustainable livelihood opportunities, significantly improving the quality of life for solo parents and their children.

The project aims to break the cycle of poverty and create a brighter future for solo parents and their families.

RDRRMC-10 holds DRRM workshop for media, bloggers

CAGAYAN DE ORO CITY – Highlighting the significance of the media in calamity reporting, the Regional Disaster Risk Reduction and Mitigation Council (RDRRMC)-10, spearheaded by the Office of Civil Defense (OCD), held its one-day training on Disaster Risk Reduction and Mitigation (DRRM) reporting for media and bloggers at the De Luxe Hotel, July 21

Attended by various media outlets in print, radio, and online, the workshop tackled topics in Weather reporting, the basics of Earthquakes and Landslides, and Health protocols discussed by representatives of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the National Meteorological and Hydrological Services Agency, the Mines and Geosciences Bureau (MGB)-10, and the Department of Health (DOH)-10, respectively.

Office of Civil Defense (OCD)-10 Regional Director Antonio B. Sugarol rallied the media to work together to bring disaster resilience to the general public as part of efforts to bridge the gap among stakeholders towards disaster mitigation and response.

“We have this type of activity to maximize our friends in the broadcast and print media as the mouthpiece in bringing to the masses what we are doing regarding DRRM; it requires the participation of our communities in the whole of nation approach towards disaster resilience,” he said.

Solon distributes P1-B agri projects in N. Mindanao

CAGAYAN DE ORO CITY – Senator Imee Marcos led on July 20, 2023, the distribution and launch of Php1 billion worth of agriculture projects for farmers in the Northern Mindanao Region

During her visit, Marcos said Misamis Oriental will receive PHP522.8 million worth of projects, and an initial PHP82.7 million for the local government here, as part of the “OneDA” program under the Department of Agriculture (DA).

“I am hopeful that these different projects involve the interventions of additional planting materials, semen straws, and chicken multiplier farms,” she said.

Marcos said the funding could be used in swine clustering, forage seeds, rabbits, provision of chicken supplies, and the putting up small village-type feed mills.

The National Irrigation Authority in Northern Mindanao (NIA-10) will get PHP478 million, of which PHP133 million will go to irrigation development projects.

The funding will also be an allotment for repairing and restoring communal and national irrigation systems and service roads toward national irrigation systems.

DA-10 Executive Director Carlene Collado said the city would have as much as PHP118.3 million on top of what Marcos had earlier committed.

“We will be handling the certificate of turnovers for our current budget for this year,” he said, adding the projects will be given to the different farmer cooperatives and associations.

Lilian Antigua, a OneDA beneficiary, said the programs improve their living conditions and the distribution of their produce to a broader market.

“We can now have a place to place our produce and sell them through ‘Kadiwa’ (program), and through that, we were able to sell it in many places,” she said in the vernacular.

Marcos also attended several turnover projects and a graduation ceremony for senior high school graduates of the Asian Business Cabletow Cooperative Academy. (PNA)

Valencia City Mayor Azucena P. Huervas expressed her profound honor and gratitude as the city was chosen as a venue for this year’s AFBCP Biennial Conference. City ENRO Marks 14th Anniversary

On July 20, 2023, the City ENRO marks another milestone as it celebrates its 14th anniversary. Fourteen years of committed and dedicated delivery of environmental protection, preservation, and conservation services for the people of Malaybalay City

To commemorate the celebration, the office conducted a clean-up drive activity on the morning of July 21, 2023, led by the City ENR Officer, Ms. Maria Anita L. Fernandez.

The activity started at 6 o’clock in the morning and was participated by the Office Personnel, Technical Personnel, Forest Patrollers, and Barangay Environmental Management Extension Workers.

The area of assignment covers the stretch from Sumpong Bridge to City Nursery and from San Jose- Magsaysay Intersection to Drug Rehabilitation Center.

Per estimates, more than 1,000 kilograms of waste were collected, composed mostly of plastic wrappers, cellophane, diapers, and plastic bottles.

The clean-up was one of the highlights of the celebration, purposely conducted to encourage public participation in proper waste management and the protection of the environment.

The celebration continues in the afternoon with the Thanksgiving mass and a short program. Officiated by Rev. Fr. John Paul Tubale, the majority of the City ENRO Personnel participated in the mass. The program became more meaningful with the presence of City Mayor Jay Warren R. Pabillaran, who emphasized the vital role of the City ENRO in attaining sustainable development in the city.

He encouraged all employees to do their roles with dedication by concentrating not on the bigger picture of addressing the environmental problem but dealing with it piece by piece. Ms. Maria Anita Fernandez, in her message, also urged everyone to keep the fire burning for a sustained desire to continue living the very purpose of the office, which is to make a cleaner, greener, and better Malaybalay.

The City Environment and Natural Resources Office (City ENRO) was officially created under City Ordinance No. 624, Series of 2008, An Ordinance Creating the Organizational Structure and Staffing Pattern of the City of Malaybalay.

The Ordinance created the new organizational structure and staffing of the City Government of Malaybalay, including the creation of three (3) new departments, namely the City Human Resources Management Office, the City Legal Office, and the City Environment and Natural Resources Office. The office started its operation on July 20, 2009, with the appointment of key supervisory and technical positions, including the designation of the Officer-in-Charge of the Office in the person of Ms. Maria Anita L.
