2 MILALITTRA Leaders reconciled

Datu Lilingayon Ryan Daño, overall chieftain and chairman of MILALITTRA, openly accepted the peace offering from Datu Dungkuan Dexter Besto.

Datu Besto assumes the position vacated by his late father, Datu Rio Besto.

Late Datu Besto was appointed as the head claimant of MILALITTRA when they applied for their certificate of Ancestral Domain Title (CADT) covering the four barangays such as Miarayon, Lapok, Lirongan, and San Miguel, in Talakag town.

The tribal leaders, mostly from Besto’s camp, raised an amount of cash needed for the ritual, and they also brought a carabao that was butchered as part of the reconciliation rites.

Atty. Arbie Saway Llesis, known as Datu Bagani, Bukidnon Provincial IPMR (Indigenous People’s Mandatory Representative), tribal leaders and members witnessed as Datu Daño and Datu Besto shook their hands as a sign of their reconciliation.

Datu Llesis, an Ex-Officio board member of the Sangguniang Panlalawigan of Bukidnon, said that he did not attend the scheduled IMPR Summit in Manila because he prioritized witnessing the reconciliation rites being a part of his task as IPMR of the Province.

Atty. Llesis narrated that the misunderstandings started when the town mayor of Talakag and the Mt. Kalatungan Tribal Council publicly mentioned that Datu Dexter Besto is the overall head of MILALITTRA.

He clarified that the involved camps met at the Bukidnon Provincial Office of the National Commission on Indigenous People (NCIP) in Malaybalay City last June 14, 2023, to settle the issue.

He said the reconciliation rites are the next part of the issue settlement held at NCIP.

The Provincial IPMR specified that during the meeting at NCIP, the functions of Datu Daño and Datu Besto were clarified.

During the meeting at NCIP, it was agreed that Datu Daño will remain as the overall chieftain and chairman of MILALITTRA. At the same time, Datu Besto will assume his late father’s vacant position as head claimant, but it is now called Representative of the Ancestral Domain Claim. It will serve as Administrator of the Ancestral Domain Management Office (ADMO) as specified.

Atty. Llesis added that a series of meetings will be done to strengthen the management of MILALITTRA.

Malaybalay City gov’t culminates National Disaster Resilience Month with Kapihan Media Forum

The City Government of Malaybalay, in collaboration with the City Disaster Risk Reduction and Management (DRRM) Council, successfully concluded the National Disaster Resilience Month with a Kapihan media forum held at the Peoples’ Hall, City Hall, on July 28, 2023

City Administrator Anna Marie R. Bergado warmly welcomed the attendees, highlighting the importance of collective efforts and resilience during calamities. She emphasized that such challenging times are moments when people turn to a higher power for strength and guidance, and she expressed her confidence in the collaborative efforts among stakeholders to implement effective disaster risk reduction and management action plans.

City Administrator Bergado expressed gratitude to the media for their pivotal role in disseminating critical information to the public, educating them about potential risks, and rallying efficient and effective responses from both the government and other stakeholders.

Bearing the theme, “Building a Stronger Filipino Well-being towards Disaster Resilience,” the event brought together media personalities from across the province to discuss and showcase the accomplishments and plans of the DRRM thematic areas. The focus areas included disaster preparedness, response and early recovery, prevention, mitigation, and recovery and rehabilitation.

A comprehensive report was also tackled on the recent flooding incident that affected 13 barangays. The incident led to the declaration of a State of Calamity in the city, which enabled the swift coordination between various response clusters and agencies to address the immediate needs of the affected communities.

In his message, Exec. Asst. John Valmores, representing City Mayor Jay Warren R. Pabillaran, underscored the significance of unity during times of disaster. He acknowledged the government’s preparedness and the crucial role played by communities in disaster resilience. Valmores also expressed his gratitude to the media for their invaluable contributions to disaster plans and programs.

The culminating activity also featured an open forum, where media representatives raised various issues and concerns addressed and clarified by the panelists.

As National Disaster Resilience Month came to a close, the City Government of Malaybalay affirmed its commitment to enhancing disaster preparedness and response measures for the safety and well-being of its citizens. (LGU Malaybalay)

41 awarded, recognized by DENR-10

The Department of Environment and Natural Resources (DENR), Region 10 recognizes various stakeholders and partners during the Culmination Program of the Environment Month Celebration on June 30, 2023, held at DENR 10 covered court Puntod, Cagayan de Oro City

DENR officials, employees, and partner stakeholders are welcomed by the Regional Executive Director (RED) Henry A. Adornado. Hon. Rufus B. Rodriquez the 2nd district Representative of Cagayan de Oro City, shared his accomplishments and encouraged the DENR 10 to continue the efforts in protecting the environment and natural resources of the region.

As partners in the protection and conservation of the environment and implementation of various DENR programs, projects, and activities, a total of 41 stakeholders and partners including several national government agencies, civil society organizations/non-governmental organizations, academe, and other individuals were awarded and recognized by the DENR 10, Environmental Management Bureau (EMB) 10 and Mines and Geosciences Bureau (MGB) 10, led by RED Henry A. Adornado, Assistant Regional Director (ARD) for Management Services Ma. Theresa J. Allen, Regional Director (RD) Reynaldo S. Digamo, and RD Felizardo A. Gacad Jr.

A signing of Memorandum of Agreement (MOA) between DENR 10 and Central Mindanao University (CMU), Mindanao State University(MSU) Nawaan, MSU-Marawi, and Xavier University-Ateneo de Cagayan for internship programs was also conducted. Interns from these Universities are allowed to perform their on-the-job training/practicum related to their respective courses to prepare them and expose them for employment. (DENR NorMin)

Construction begins on trading post in Malaybalay City

The construction of a trading post in Purok 2, Barangay 9, Malaybalay City has commenced, marking an important milestone for the city’s economic development. With an allocated budget of Php 5 million, the project aims to enhance the local trading system and promote inclusive food supply chains

The trading post, which is being implemented and funded under the Department of Agriculture’s (DA) Enhanced Kadiwa Inclusive Food Supply Chain Program, will serve as a central hub for farmers, vendors, and consumers to engage in trade.

SOV Builders and Construction Supply Corporation, the contractor responsible for the project, has been awarded a contract amounting to Php 3,937,554.24. The project is expected to be completed within the stipulated timeframe of 135 calendar days.

The Notice to Proceed was issued on June 23, 2023, giving the contractor the green light to initiate construction activities. The trading post is expected to be fully operational by November 4, 2023.

The trading post will not only facilitate transactions between farmers and buyers but also promote direct engagement with consumers. This will enable consumers to have access to fresh, locally sourced produce while supporting the livelihoods of small-scale farmers in the city.

The construction of the trading post aligns with the government’s commitment to promoting sustainable agriculture and inclusive economic development. Through the Enhanced Kadiwa Inclusive Food Supply Chain Program, the DA in coordination with partner agencies aims to empower farmers, improve food security, and enhance market access for agricultural products. OCD-10 provides non-food pack items to flood victims in Malaybalay City

In response to the devastating floods that struck several barangays in the City on June 21, 2023, the Office of Civil Defense Region X (OCD-10) has taken proactive measures by providing home and shelter repair kits to the affected families. The assistance was coordinated through the City Risk Reduction Management Office in collaboration with the City Social Welfare and Development Office

A localized thunderstorm and the Inter-Tropical Convergence Zone (ITCZ) triggered flash floods, impacting a total of at least 112 families in Malaybalay City, as reported initially. To support these number of affected families in their recovery efforts, the OCD-10 generously provided fifty-one (51) Shelter Repair Kits, sixty-one (61) Emergency Shelter Kits, and One Hundred Twelve (112) Family Packs to the City Government of Malaybalay for distribution to the intended beneficiaries.

Mayor Jay Warren R. Pabillaran expressed sincere gratitude to the OCD-10 for their generous assistance extended to the flood victims. The home and shelter repair kits contain essential items and materials necessary for repairing and improving damaged houses. These kits will help families rebuild their lives and regain stability after this unfortunate natural disaster. (LGU Malaybalay)

DSWD 10 turns over livelihood funds to support local projects

The Department of Social Welfare and Development (DSWD) Region 10, through its Sustainable Livelihood Program (SLP), held a turnover ceremony at the City Hall, Malaybalay City on July 11, 2023. During the event, three cheques were handed over to two Sustainable Livelihood Program Association (SLPA) recipients and an individual to serve as seed capital for their proposed livelihood projects

The primary objective of this program is to provide additional capital to Pantawid members, empowering them to become economic partners of the government. Among the beneficiaries is the Managok Rise SLPA, which received a total of P450,000.00 for their egg production project, benefiting 30 individuals with P15,000.00 each.

In line with Executive Order 70, which focuses on vulnerable conflict areas, the Tigbawan Agrisupply Project in Barangay Can-ayan was allocated P300,000.00.

Mrs. Archelie S. Pechora from Mapayag received P105,000.00 as seed capital for her proposed small income-generating project. Her husband, an environmental hero who lost his life while protecting the environment, was honored through this fund. The money will aid Mrs. Pechora’s family in starting a livelihood project and meeting their other needs.

The turnover ceremony was led by Mr. Rhandy L. Ladoroz, the Regional Program Coordinator, and Ms. April Trishia Cebilla, the Special Projects Coordinator of DSWD 10. Key focal persons were present, including Mr. Glenn C. Innovero, the Provincial Coordinator, Mr. Rey P. Valdez representing the City Social Welfare and Development Office (CSWDO), Mr. John Valmores representing Mayor Jay Warren R. Pabillaran, and counterparts from DSWD PDO, Ms. Alaiza Sumampong and Ms. Irene Acosta.

The DSWD 10’s Livelihood Fund Turnover ceremony aims to promote sustainable economic development and empower individuals and communities to become self-reliant. DOT-10 conducts orientation on online accreditation for tourism-related enterprises

On July 14, 2023, the City of Malaybalay, under the leadership of City Mayor Jay Warren R. Pabillaran and through the City Tourism Office spearheaded by Ms. Honolu Marie C. Cruzin, partnered with the Department of Tourism Region 10 to conduct an orientation for Accreditation

This certification, issued by the Department, officially recognizes tourism enterprises that have complied with the minimum standards for the operation of tourism facilities and services under RA 9593, also known as the Tourism Act of 2009.

RA 9593 Section 14 c) mandates the enforcement of Mandatory Accreditation for primary tourism enterprises and voluntary accreditation for secondary tourism enterprises, in accordance with prescribed guidelines and standards. Section 14 d) aims to establish a system of registration, information, linkage, and mutual assistance among accredited tourism enterprises to enhance the value of accreditation and improve the quality of service rendered by such enterprises.

According to RA 9593 Section 17 a), Regional Offices are responsible for implementing laws, policies, plans, programs, rules, and regulations of the Department, particularly those relating to compliance and the accreditation of tourism enterprises promulgated by the Department.

In line with this, Memorandum Circular 2019-17 issued by the Department of the Interior and Local Government (DILG) reiterates the Implementing Rules and Regulations of Republic Act No. 9593 or the Tourism Act of 2009. The circular indicates that primary tourism enterprises, including hotels, resorts, inns, and other accommodation establishments, are required to secure accreditation from the DOT to obtain a license or permit to operate.

Mr. Ariel Gabriel Estrada, the Standards and Accreditations Officer of DOT-10, facilitated the orientation and highlighted the benefits and importance of Accreditation by DOT to the participants. In the afternoon session, he assisted the participants in submitting their requirements for the Online Accreditation Application.

The newly introduced Online Accreditation System offers a contactless transaction and hazard-free government service, aiming to expedite accreditation requests from local tourism establishments.

Through this streamlined system, local businesses, including micro, small, and medium enterprises (MSMEs), which collectively form the backbone of the tourism industry, will experience improved ease of doing business.

The orientation was well-attended, with a total of 80 participants. Councilor Royland M. Orquia, Committee Chairman on Tourism, warmly welcomed and expressed gratitude to everyone present during the orientation. (LGU Malaybalay)

Mindanao IPs join growing PH bamboo industry

CAGAYAN DE ORO CITY – A bamboo processing firm based in this city has partnered with the Indigenous Peoples (IPs) in Mindanao to help with their livelihood

During the National Schools Press Conference (NSPC) on Tuesday, Russel Smith, president and chief executive officer of Rizome Bamboo, said the company has so far signed a memorandum of understanding (MOU) with 15 IP organizations in Mindanao since 2021.

In the MOU, IP communities are tasked with growing giant bamboo species, with Rizome as the exclusive buyer of the harvested trunks.

Smith said most of their partner IP communities are located in Bukidnon.

“We went to get a Free, Prior, and Informed Consent (FPIC) with these IPs, for them to decide what kind of business they would do together with Rizome,” he said.

FPIC is a specific right granted to IPs recognized in the United Declaration on the Rights of Indigenous Peoples, which aligns with their universal right to self-determination. This was adopted in the Philippines under the Republic Act 8371 or the Indigenous Peoples Rights Act of 1997.

Smith said they are planning to plant an additional 1.5 million “bamboo stands” throughout Mindanao, which they will also buy back from farmers and growers to meet the production demands.

Rizome has been providing bamboo supplies to clients across the country since 2021. The bamboo trunks it gets from IP communities are processed to become construction materials as an alternative to wood by-products.

Russel said he supports the passage of House Bill 7941, which aims to promote the development of bamboo industry in the country. The bill was unanimously approved on the third and final reading in May this year.

Once signed into law, the country’s bamboo industry is positioned to become competitive in foreign markets, enabling it to become a major revenue and employment generator by strengthening the Philippine Bamboo Industry Development Council. (PNA)

NorMin PUV groups nix’ consolidation’ extension

CAGAYAN DE ORO CITY – Most public utility vehicle (PUV) groups in the Northern Mindanao Region do not want another deadline extension for consolidating operators as a single cooperative

In an interview on Friday, Land Transportation Franchising and Regulatory Board-Northern Mindanao (LTFRB-10) Director Amenodin Guro said the feedback resulted from their series of consultative meetings with 15 existing PUV transport cooperatives this week.

“The transport players don’t want an extension again for the consolidation of jeepney operators into cooperative or corporation, whose deadline is set on December 31 this year,” he said.

During the meetings, Guro noted that only Manolo Fortich town in Bukidnon and the local government unit (LGU) here had submitted the required Local Public Transport Route Plan (LTPRP) needed for the government’s PUV modernization program.

“There’s a minimal oversight on overlapping issues that the LTFRB should undertake, but it can be done in a proper time,” he said.

Guro said LTFRB-10 is currently focused on consolidating and submitting LTPRP from different LGUs in the region.

If the LGUs cannot cooperate on the LTPRP requirement, he said transport groups can file an administrative case due to dereliction of duty.

Currently, almost 2,000 modernized PUVs are operating in Region 10 with 78 routes, the majority of which are from this city and Misamis Oriental province. (PNA)

DOH-10 inaugurates Normin regional blood center

CAGAYAN DE ORO CITY (PIA)–The Department of Health Center for Health Development Northern Mindanao (DOH-CHDNM) inaugurates its Northern Mindanao Regional Blood Center (NMRBC) on June 30

The NMRBC is a project under the Health Facility Enhancement Program (HFEP) of the Department of Health that

aims to improve access to quality healthcare facilities and services in the region. The construction of the building started in 2018 under the leadership of then-DOH-10 Regional Director Dr. Nimfa Torrizo, which Regional Director Dr. Jose Llacuna, Jr later carried over.

The blood center is designed to be the central storage facility for donated blood in the region. Since the center is still in its infancy, the DOH-CHDNM will work alongside the Philippine Red Cross until the facilities are fully operational.

Meanwhile, the health department hopes the public will understand and realize the importance of voluntary blood donation to save lives.

“Ang pag-construct ng mga ganitong gusali or facilities, hindi ito guarantee na consistent ang availability ng blood. Kahit meron tayong ganito kung di natin bibigyan ng tamang paraan upang magkaroon ng voluntary blood donors at magkaroon nang-stock dito wala tong kwenta ang building na ito. We need to give extra effort to make the program responsive to the needs of the people,” DOH Undersecretary for Field Implementation and Coordination Team-Mindanao, Abdullah Dumama, Jr., said. Even if we have something like this, if we provide the right way to have voluntary blood donors and have stock here, this building will be valuable. Admittedly, the health department acknowledges the need to improve the safe blood collection and distribution system; hence, they are working with partners and stakeholders to establish a more responsive blood donation program.

“All of these accomplishments have been able to be achieved because of the cooperation of all stakeholders, and we hope that in the coming years, with the blessing from God above, we will be able to serve our Filipino people, especially those who have less in life, for they deserve more from us,” DOH-10 Regional Director Jose Llacuna said.
