DA fosters local production of veggie seeds for increased food sufficiency, income in NorMin

CAGAYAN DE ORO CITY — The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) under the leadership of OIC-Regional Executive Director Carlene C. Collado, received an assortment of vegetable (ampalaya, pole sitao, cucumber, okra, upo) seeds from the Institute of Plant Breeding (IPB) last March 31, 2023, at the agency compound, in this city

The said provisions were handed over by IPB Director Dr. Fe M. dela Cueva and received by DA-10 consultant Joel S. Rudinas on behalf of RED Collado.

The Bureau of Plant Industry Region 10 (BPI-10) OIC-Manager Arnold dela Cruz also supported the said activity.

According to Rudinas, the seeds are in support of the agency’s bid to stimulate local production of vegetable seeds, concomitant with its goal to ensure food security and sufficiency, high-quality yield, and increased income of farmers in the region.

“The sample seeds we received from IPB will be thoroughly studied in our [research] stations for us to determine its performance,” Rudinas said.

With feedback from local farmers here and through the close coordination of DA and IPB, Rudinas is optimistic about breeder seeds with properties that are resistant to challenges in climate and tailor-fit to the agricultural conditions of Region 10.

The breeder seeds, Rudinas said, will be reproduced and distributed by DA to barangays and sitios that are part of 4th, 5th, and 6th class municipalities.

“We want to have a network of seed production and local seed availability. It is our hope that eventually, these communities we provide seeds will develop their own seed systems, securing their own source of seeds, food, and income,” he added.

For her part, IPB Director dela Cueva said they are eager to support DA-10 for the success of this endeavor, including hosting capability-building training for seed reproduction. (DA-10)

Army vows strengthened ties with IP communities

CAGAYAN DE ORO CITY — The 4th Infantry Division (4ID) of the Philippine Army on April 5, 2023, vowed to continue strengthening relations with the indigenous peoples (IP) communities in the Northern Mindanao and Caraga regions

In a statement, MGen. Jose Maria Cuerpo II, 4ID Commander, said part of his leadership includes working closely with IPs to facilitate peace and development in the indigenous cultural communities so they would not get recruited by communist rebels, and prevent their villages from becoming rebel mass bases.

“Let’s re-establish our warm and strong relationship. We are committed to supporting and assisting our IPs in providing lasting solutions to the issues we have discussed,” he said.

With the help of other local government units and line government agencies under the Task Force to End Local Communist Armed Conflict (TF-ELCAC), Cuerpo said the issues and concerns of IP will be discussed and eventually resolved.

On April 5, the 4ID addressed concerns from more than 100 IP leaders from the two regions who paid a visit to its headquarters here, which was also facilitated by the National Commission on Indigenous People.

Cuerpo and other 4ID officials held discussions on IPs being enlisted in the Army, the support for the institutionalization of the Indigenous Defense System, additional military detachments in ancestral domains, military reservations, and ancestral land security.

Datu Jimmy Guinsod, the Provincial Indigenous People’s Mandatory Representative of Surigao del Sur province, said the 4ID’s gesture of showing importance to them and giving protection to their ancestral domains were highly commendable.

Bae Anna Jessa Mae Crisostomo, the spokesperson for the Mindanao Indigenous People’s Youth Organization and the National TF-ELCAC Focal Person for IP Concerns, said that by partnering with the 4ID and IP communities, everyone can contribute to ensuring peace and development in ancestral domains.

During the dialogue, Cuerpo was conferred with the title “Datu Uma-angkag,” which means a brave and charismatic warrior, for participating in the event. (Nef Luczon/PNA)

CAGAYAN DE ORO CITY – Department of Agriculture – Northern Mindanao (DA-10) OIC-Regional Executive Director Carlene C. Collado convened with officials from the Regional Mobile Force Battalion (RMFB) 10 and National Police Commission (NAPOLCOM) 10 on March 28, 2023, at the agency compound

In PLTCOL Isralene Z. Lauren of RMFB 10 and NAPOLCOM 10 assistant regional director Atty. Ramon E. Dela Cruz’s courtesy visit to the department, PTCOL Lauren shared their intent to introduce former rebels (FRs) into farming.

Dir. Collado cited various interventions that DA-10 can offer, ranging from production support services, agricultural machinery and equipment, extension support, education and training services, and market development, among others which can be extended to both the uniformed forces and FRs.

“To guide the surrenderees into a progressive lifestyle, the agency can provide seed assistance for urban gardening, which will be a great avenue to start a small business and even help them in food security and sustainability. We can also ask for the services of our agriculturists and the Agricultural Training Institute (ATI) for the conduct of trainings that can introduce them to more opportunities in agriculture,” the agri chief exec said.

Also recognizing the colonel’s plans on implementing agriculture approaches into RMFB’s Revitalized Pulis sa Barangay program, mainly to avert insurgencies, the director further encouraged PLTCOL Lauren to submit project proposals seeking DA-10’s interventions and further assured the department’s support to the goal of transforming arms to farms. 8 guerilla fronts dismantled, 800 rebels ‘neutralized’

MALAYBALAY CITY – In partnership with the Task Force on Ending Local Communist Armed Conflict (TF-ELCAC), the Army’s 4th Infantry Division (4ID) said it has dismantled eight New People’s Army (NPA) guerilla fronts and “neutralized” more than 800 rebels operating in Northern Mindanao and Caraga in the past two years

In a statement on March 29, 2023, Maj. Gen. Jose Maria R. Cuerpo II, commander of the 4ID, said since 2021, an NPA sub-regional committee and an independent rebel platoon were also dismantled.

Among those dismantled were the NPA North Eastern Mindanao Regional Committee and North Central Mindanao Regional Committee (NCMRC).

“The people are fed up and tired of the deception and exploitation of the NPA. People are more interested and focused on the peace and developmental projects, as well as the various services that the government has delivered,” Cuerpo said.

In addition, 362 government-initiated encounters have led to the neutralization of 885 NPA combatants.

In military parlance, “neutralize” includes the capture and surrender of an NPA rebel, as well as the seizure of firearms.

Cuerpo said the 4ID managed to seize 766 firearms and overran 234 NPA hideouts during the period.

The latest in the series of encounters transpired in remote Barangay San Juan, Bayugan City on March 27, which resulted in the death of two more rebels.

“More (NPA) members and even leaders have given up and surrendered,” Cuerpo said.

With the support of residents, the Army official assured that the 4ID would continue its intensified focused military operations against the communist rebels and collaborate with other government agencies under the TF-ELCAC.

DSWD prepositions food packs in N. Mindanao with El Niño threat

CAGAYAN DE ORO CITY – The Department of Social Welfare and Development in Northern Mindanao Region (DSWD-10) prepositioned Friday 34,518 family food packs (FFPs) amounting to PHP23.4 million amid the looming drought-induced El Niño season

In a statement last March 24, the DSWD-10 said the FFPs delivered to local government units (LGUs) in the region as reserved supply in case calamities will occur.

The agency said the FFPs form part of the disaster management protocols for LGUs to provide augmentation to communities and families in need.

The FFPs also serve as an addition to the 400 metric tons or 10,000 bags of milled rice donated by the South Korean government earlier this week.

The donated rice from Korea will be distributed to DSWD offices in the Zamboanga Peninsula, Davao, and Northern Mindanao.

In Northern Mindanao, DSWD-10 Undersecretary for Disaster Response Management Group Marco M. Bautista said the rice supply will be dispensed to the severely affected families by the shear line flooding last year.

“These are not only food donations but donations for life – as they will serve sustenance for families of the victims. Rest assured that this will be given and distributed to the affected families,” he said.

DSWD-10 will distribute the donated rice to 68 of the 112 affected families in Northern Mindanao whose homes were destroyed by the calamity. (Nef Luczon/PNA)
