DA-AMAD 10 agribiz planning workshop refines services delivery in Bukidnon

MALAYBALAY CITY, BUKIDNON — Pushing for synergistic delivery of services in the province, the Department of Agriculture – Regional Field Office 10 (DA-10) through its Agribusiness and Marketing Assistance Division (AMAD) staged a planning and coordination workshop for agribusiness coordinators and municipal agriculturists in Bukidnon on October 26 to 27

Representatives from the agriculture offices of 17 towns and two cities in Bukidnon, as well as its provincial agriculture office, were apprised of the agency’s programs, projects, and activities (PPAs) for market information, market linkage and product promotion, agribusiness promotion, and agribusiness development services.

Said offices also presented their respective updates of activities and operational status of agri inputs and infrastructures (food terminals) provided by DA.

According to DA-10 Regional Executive Director Carlene C. Collado, the planning workshop aims to foster a more efficient coordination with these agriculture offices to better implement the agency’s PPAs at the local level, as well as to provide the necessary support.

In accordance with the said objective, the workshop’s output is a work plan for CY 2024 that guides the localized conduct of PPAs to effectively address the province’s needs and concerns in agribusiness and marketing.

AMAD Assistant Division chief Ferdinand F. Caraballe said that it also puts a premium on the Enhanced Kadiwa Financial Grant Assistance Program, to which he enjoined the participating offices to link with qualified farmers’ cooperatives, associations (FCAs) in their areas and apply for funding assistance.

Likewise, the division urged the agribiz coordinators to relay the knowledge and information shared during the two-day session to their respective local government units, citing its importance in streamlining project implementation, impact assessment and monitoring, and concerns resolution.

Leptospirosis cases up 40% in Northern Mindanao

The Department of Health-Region 10 urged the public to remain vigilant as the number of leptospirosis cases in the Northern Mindanao region has significantly increased this year

According to the DOH-10 Regional Epidemiology Surveillance and Disaster Response Unit, 97 cases have been recorded in the region as of October 7, 40.58 percent higher than last year.

Misamis Occidental has the highest number of cases, with 41, followed by Cagayan de Oro City (27), Bukidnon (14), Misamis Oriental (13), and Iligan City and Camiguin with one case each. Lanao del Norte has no reported so far.

Emman Valentin, health program officer of the DOH-10 Regional Epidemiology Surveillance and Disaster Response Unit, said one of the factors in the rise of cases was the series of flooding, such as in Misamis Occidental, where a huge increase from only three cases in the same period last year was recorded.

The much-relaxed Covid-19 restrictions this year, Valentin said, may also have contributed to the increase in cases compared to last year when people stayed in their homes.

“So now, in 2023, although the Covid has not been lifted, we are more relaxed. So, the movement of the people has now been going out,” Valentin said on Friday, October 13.

Leptospirosis is an infection caused by the Leptospira genus of bacteria and can be transmitted through the urine of infected animals, such as mice, rats, pigs, dogs, horses, and cattle.

It can also be contracted by humans wading in floodwater tainted with animal urine. If there are cuts or abrasions, this disease may enter the body through damaged skin, as well as through the eyes, nose, or mouth.

An infected person may experience fever, chills, headache, muscle pain (myalgia), skin rashes, diarrhea, redness of the eyes (conjunctival suffusion), and jaundice or yellowish discoloration of the skin.

Valentin said every province, city, and municipality has a surveillance officer who has been conducting information, education, and communication (IEC) campaigns against leptospirosis. They were instructed to advise people who have been exposed to floodwater to take prophylaxis, which can be had for free from the local government units.

The public has been reminded to maintain the cleanliness of their surroundings and avoid wading and swimming in floodwater to keep away from the disease. Going to the nearest health center or consulting a physician has been advised, especially for individuals with suspected leptospirosis.

“Untreated leptospirosis may lead to severe complications that can cause liver or kidney failure, jaundice, damage to other major organs, or even death,” DOH-10 OIC Director Dr. Ellenietta Gamolo said.

According to the DOH, keeping the environment clean, disposing of garbage properly to avoid rat infestations, and using pest control measures are some of the best practices to prevent leptospirosis.

Health authorities advised the public always to wear boots when crossing floodwaters and wash their feet after wading in the flood. Open wounds also need to be covered by plasters and keep their eyes, ears, and mouth from floodwater to avoid bacterial infection. (Manila Bulletin)

DA revs up FMR project implementation in NorMin

CAGAYAN DE ORO CITY – To enhance dynamism and efficiency in implementing Farm-to-Market Road (FMR) projects, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through its Regional Agricultural Engineering Division (RAED), spearheaded the FMR Network Planning on September 19-22, in this city

The activity was conducted in consonance with Joint Administrative Order No. 1, series of 2023, which mandated government agencies implementing FMR projects – DA, Department of Public Works and Highways (DPWH), Department of Trade and Industry (DTI), Department of Tourism (DOT), Department of Interior and Local Government (DILG), to work in convergence for the formulation, implementation, and updating of the National Network of FMRs.

In partnership with the Bureau of Agricultural and Fisheries Engineering (BAFE), DA-RFO 10 through Regional Executive Director Carlene C. Collado convened its partner agencies and stakeholders for a multilateral dialogue on the regional FMR road map.

Essentially, the planning workshop is an avenue to apprise the city and municipal agriculturists, agricultural biosystem engineers, and the DPWH district engineers on GEOAGRI.

The GEOAGRI is a web-based Management Information System portal jointly developed by BAFE and Caraga State University to consolidate, store/manage, process, and analyze data of FMR projects implemented by National Government Agencies (NGAs) and Local Government Units (LGUs).

As advanced by BAFE, the system is part of the government’s effort to promote transparency, maximize resource allocation, and minimize duplication and overlapping of FMR projects.

FMRs have been regarded as imperative interventions to address agricultural supply chain problems by connecting production areas to markets.

This enables farmers and fishers to broaden their reach and command better prices for their products.

In her message, DA- RFO 10 Regional Technical Director for Operations, Carlota S. Madriaga DA, LGUs, and DPWH to come to a consensus in crafting remedial measures to address challenges encountered on the ground, for effective FMR implementation in the region.

Since 2015, DA-RFO 10 appropriated P4.56 billion in funds for the implementation of 452 FMR projects across the five provinces in Northern Mindanao, in partnership with DPWH and the LGUs.

Criteria such as estimated road influence area, number of farmers/fisherfolk beneficiaries, agricultural potential indicators, present road condition, climate change adaptation, and average daily traffic are determinants in prioritizing and funding FMR projects.

In support of the FMR implementation and monitoring activities in the region, BAFE turned over two laptop and mobile phone units to DA-RFO 10 RAED during the planning workshop.# (ATTalib)

DA, Bukidnon LGUs craft 5-year rice industry dev’t plan

CAGAYAN DE ORO CITY – The Department of Agriculture – RFO 10 through Regional Executive Director Carlene C. Collado facilitates the crafting of the 2024-2028 Masagana Rice Industry Development Program (MRIDP) plan for the province of Bukidnon

Chona H. Nacalaban, Rice Program focal person of DA-10 explained, “The MRIDP is formulated to address the present challenges in the rice industry and it is set to improve agricultural production in the country to achieve the government target of 97 percent rice self-sufficiency by 2028.”

Following the program’s briefing earlier this August, the DA-10’s Rice Program led the convergence planning workshop of OneDA, comprising ATI, PhilMech, NIA, and PhilRice which seeks to create a rice industry in the region that is thriving, resilient, and sustainable while boosting the productivity of farmers.

The program was designed to prioritize the welfare of Filipino farmers, boost the rice value chain, and improve agricultural production across the Philippines.

The Provincial Agriculture’s Office of Bukidnon together with the 21 local government units (LGUs) prepared their plans focusing on markets, innovations, scale, mainstreaming, and outcome.

The said plan will determine solutions to pressing issues on rice which include farm income, productivity, supply of rice, and competitiveness in the world market.

With the existence of the farm clusters in Bukidnon, the government can easily provide its interventions from inputs (seeds, fertilizers), machinery, and even marketing assistance.

To work on the detailed integrated plans, there is a need for innovative approaches to engage farmers and the private sector.

Citing the existence of the province-led Agriculture and Fisheries Extension Systems (PAFES) in the province will aid in the implementation of the program.

The provinces of Bukidnon and Lanao del Norte will be pilot-tested for the program, being the rice producers in Northern Mindanao. Bukidnon, the region’s top rice-producing province has an annual production of 295.686 metric tons in CY 2022 based on PSA with a sufficiency level of 216.51 percent.

In terms of physical area, Bukidnon has a total area of 40,799 hectares both for irrigated and rainfed areas, or 56.48 percent of Region 10’s total physical area of 75,883 hectares. (DA RFO-10

CAGAYAN DE ORO CITY – To continue providing statistical services to the people in the region, the Philippine Statistics Authority (PSA)-10 kicked off its 10th anniversary celebration in Northern Mindanao with a statistical exhibit on September 5

With the theme “PSA@10: Providing Quality Service through Digital Transformation,” the celebration aims to foster and celebrate PSA’s achievements over the past decade. It also emphasizes the agency’s enhanced cooperation and partnerships with other government agencies and local government units.

As another year begins for PSA, Janith C. Aves, PSA-10 officer-in-charge, assured the public that PSA’s data dissemination and civil registration functions will be further enhanced with innovative approaches. It includes the integration of the latest technology into data-gathering procedures.

“PSA strives to implement strategies to improve using the latest state-of-the-art technologies to deliver quality output. It proves that PSA also embraces innovations to provide better quality services, not just to deliver its functions but to serve the Philippines by embracing the modern world,” she said.

Cagayan de Oro City Councilor lawyer James Judith said in a message that as society moves toward a data-driven culture, the role of PSA-10 has become increasingly vital to policy-making, similar to that of the National Economic and Development Authority.

As part of the celebration, PSA-10 offers a nine-day civil registration and PhilSys ID application services to complement the statistical exhibit to streamline the processing, reduce the usual processing time at the main office, and accommodate walk-in inquiries for added convenience to mallgoers.

Collado convened the local government units of the province of Bukidnon for a coordination meeting on the Masagana Rice Industry Development Program (MRIDP) on August 17 in Dalwangan, Malaybalay City, Bukidnon

Around 20 LGUs attended the activity and were briefed on the program that prioritizes the welfare of the farmers, boosts the rice value chain, and improves agricultural production.

Sailila E. Abdula, PhD, Branch Director of DA-Philippine Rice Research Institute (DA-PhilRice) Midsayap and the Program Director of the Mindanao Cluster for the MRIDP discussed the program’s four core strategies: resiliency and stability in climate change adaptation; unity and convergence in farm clustering and consolidation; motivated and enthusiastic farmer-entrepreneurs in the rice value chain; and timeliness and relevant focus on digital transformation.

Significantly, convergence, cooperation, and stakeholder coordination will materialize the four strategies.

As he emphasized, the transformation of Philippine agriculture needs to focus on the market, innovations, scale, mainstreaming, and outcome.

In Northern Mindanao, the provinces of Bukidnon and Lanao del Norte will be pilot-tested in the program, being the rice producers of the region.

Chona H. Nacalaban, DA-RFO 10 Rice Program Focal Person, shared that in 2022, region 10 ranked fourth in yield per hectare, contributing 4.12 percent to the national production with a sufficiency level of 87.55 percent.

The province of Bukidnon’s 2022 production of 295,686 metric tons has a sufficiency level of 216.51 percent, while Lanao del Norte (2022 production) with 113,903 metric tons of production with a sufficiency level of 90.3 percent.

A provincial rice development plan will be crafted to provide direction in attaining the objectives of the program with the assistance of the Provincial Agriculture Office of Bukidnon, DA-10’s Field Operations Division through its Chief, Eduardo N. Empowering Bukidnon: DOST advances innovative tech in DRRM

MALAYBALAY CITY – The Department of Science and Technology, in collaboration with Senator Juan Miguel Zubiri’s Office, the Office of Civil Defense, and the provincial government of Bukidnon, organized a comprehensive four-day workshop focused on enhancing the province’s Disaster Risk Reduction and Management (DRRM) Contingency Plans

To elevate existing local DRRM plans, particularly in tackling threats like landslides, flash floods, and earthquakes, the Department of Science and Technology (DOST) convened the four-day contingency planning at Hotel de Susana in Valencia City.

This collaborative effort shall empower Bukidnon’s two cities and 20 municipalities by equipping them to develop or enhance their contingency strategies on DRRM.

These strategies encompass a spectrum of innovative technologies, including data analysis, hazard identification, early warning systems, modeling and simulation, risk assessment, communication and coordination, response planning, and infrastructure resilience. These aspects play a crucial role in crafting effective contingency plans.

“There is no such thing as natural disasters; they are, in fact, natural hazards,” affirmed DOST Secretary Renato Solidum Jr. during a press conference held during the four-day DRRM event in Valencia City.

The event’s prime goal is the upgrading and enhancement of current local DRRM plans, specifically in addressing risks posed by natural hazards.

The Contingency Planning seeks to integrate DOST technologies for application by local government units (LGUs) in risk reduction undertakings such as prevention and mitigation.

Meanwhile, DOST announced the upcoming Climate and Disaster Risk Assessment (CDRA) training this September.

The CDRA is a tool for studying and assessing risks and vulnerabilities of exposed elements associated with natural hazards and climate change. It will be merged into the Comprehensive Land Use Plans of the LGUs.

DA, NorMin LGUs ensure compliance for fund transfers, liquidations of agri projects

MALAYBALAY CITY, BUKIDNON – In an effort to ensure compliance with existing accounting and auditing rules and regulations for fund transfers and liquidations of agricultural projects granted to Local Government Units (LGUs), the Department of Agriculture – Northern Mindanao (DA-10) headed by Regional Executive Director Carlene C. Collado, holds its annual LGU Coordination Meeting recently at the Northern Mindanao Agricultural Crops Livestock Research Complex, in this city

Spearheaded by the DA-RFO 10’s accounting section, the coordination meeting is an avenue for bilateral dialogue to address challenges encountered by DA and the LGUs in terms of inventory and liquidation of agri projects funded under the agri department’s banner programs and special projects this year and the preceding years.

Some 207 LGU accountants and agriculturists from the provinces of Camiguin, Misamis Oriental, Bukidnon, Lanao del Norte and Misamis Occidental attended the meeting.

DA-RFO 10 Administrative and Finance Division chief Patrick Ian F. Pedarse said the meeting aims for DA and the LGUs to level off on a mechanism for optimal utilization of DA funds.

He also acknowledged the LGUs’ roles as DA’s partners in extending its services to the peripheries of the agriculture sector to provide sufficient and affordable food for all.

Ways forward for the resolution of identified issues in complying with the reportorial requirements and timelines for the submission thereof were consensually agreed upon in the meeting and adopted as guidelines in accounting and liquidating DA projects granted to the LGUs and their constituents.
