Bukidnon’s commitment to NorMin’s Development: A roadmap to progress

MALAYBALAY CITY, Bukidnon – The provincial government of Bukidnon, led by Governor Rogelio Neil P. Roque, has strongly affirmed its commitment and support for the Northern Mindanao Regional Development Plan (NMRDP) 2023-2028

It was reiterated during the NMRDP 2023-2028 Roadshow on September 5 at the Kaamulan Folk Arts Theater in Malaybalay City, Bukidnon.

In his message, Governor Roque emphasized the province’s determination to excel in governance and regional progress.

He urged all agencies to follow the “game plan” outlined in the NMRDP and work together as a united force to achieve the province’s goals and contribute to the broader ambitions of AmBisyon Natin 2040.

“Bukidnon is fully committed to following this game plan because we recognize its immense benefits for our province and the whole region. As an agricultural province, our goal extends beyond merely modernizing agriculture; we aspire to bring about a transformative change for our farmers,” Roque said.

The NMRDP 2023-2028 has identified several priority areas for development in Bukidnon. These include public health, education, the creation of livable communities, ensuring food security and proper nutrition, modernizing agriculture and agri-business, revitalizing industry, promoting trade and investments, improving transportation, enhancing water resources-related facilities, and addressing various social, economic, macro, and infrastructure sectors.

Dreaming big for Northern Mindanao 2040

Regional Director Myla Faye Aurora B. Cariño of the National Economic and Development Authority (NEDA)-10 and Vice Chairperson of the Regional Development Council (RDC-10) articulated the region’s vision for 2040.

She emphasized the goal of establishing Northern Mindanao as a center for inclusive growth, with a primary focus on enhancing major gateways, ensuring agricultural sustainability, and fostering industrial development, all while prioritizing the people’s welfare.

“We want Region 10 to be an international gateway, leading agricultural hub, and major industrial, tourism, and trade center in the Philippines,” Cariño said.

Malaybalay City approves the Automatic Fare Matrix System of Motorela operations

The Sangguniang Panlungsod approved Ordinance No. 1023 Series of 2023 – An ordinance adopting the Fare Matrix System of Motorela Operations in the City of Malaybalay

Due to the fluctuation of gas prices, the Chairman of the Committee on Transportation and Traffic Management, Hon. Niko P. Aldeguer, proposed an ordinance adopting an automatic fare matrix system and pakyaw fare matrix for motorela operations within the City of Malaybalay.

The pandemic and recent events (e.g. war in Ukraine vs Russia) have severely affected the world market and thus caused fluctuation in fuel prices.

A public hearing was conducted by the Malaybalay City Franchising and Regulatory Board (MCFRB) relative to the proposed automatic fare matrix system.

After carefully considering the discussion during the public hearing, the MCFRB resolved to adopt the said fare matrix system.

The fare matrix system had been derived from computing the average number of passengers, fare, gasoline consumption, trips, and maximum daily rounds fewer expenses (e.g. gasoline expenses, motorela rental).

CHRMO holds Anti-violence against women and their children forum

The City Human Resource Management Office spearheaded the Anti-Violence Against Women and their Children Forum on August 11, 2023, at the People’s Hall, Malaybalay City Hall. The event garnered significant participation, with a total of 100 attendees hailing from various offices within the City Government of Malaybalay.

The primary objective of the forum was to empower women with knowledge about their rights and avenues of protection against abuse and violence. Ms. Marichu B. Montecillo, the distinguished resource speaker, delivered a compelling message, emphasizing the importance of women being aware of their rights and encouraging them to fearlessly raise their voices against any form of abuse.

The one-day activity proved to be a vital step toward promoting gender equality and fostering a safe environment for women and children. Participants expressed their gratitude and left the event equipped with valuable information and a renewed determination to combat violence against women and their children in the community.

Outreach program for PDLs during Lung Month celebration in August

MALAYBALAY CITY – An outreach program targeting Persons Deprived of Liberty (PDLs) was held at the Provincial Detention and Rehabilitation Center (PDRC) in Natid-asan, Barangay Casisang during the Lung Month celebration

The event held on August 22-25, 2023 was a collaborative effort between the Provincial Health Office (PHO) NTP, City Health Office (CHO) NTP, Malaybalay, various Non-Government Organizations (NGOs), and the Philippine Business for Social Progress (PBSP).

The program’s primary focus was to provide essential health services to PDLs and to raise awareness about lung health. To achieve this, a Mobile X-ray truck was utilized to offer free Chest X-rays to 847 out of 865 PDLs detained at PDRC. The remaining 18 PDLs have already undergone X-rays within the last three months.

This initiative was meticulously organized by PBSP, in conjunction with PHO and CHO, ensuring that the Mobile X-ray unit could operate effectively within the jail premises.

Additionally, PDLs received free medical check-ups and necessary medicines courtesy of Dr. Susan Marie Punongbayan, the Infectious Disease and Control Medical Coordinator of CHO Malaybalay.

The outreach program’s goal was to address the vulnerability of PDLs to the deadly lung disease called tuberculosis and to prevent its spread within the prison compound.

By providing critical health services and raising awareness, the organizers aimed to enhance the overall well-being of the PDLs and contribute to the containment of lung-related illnesses within the correctional facility.

DA-10 leads final review for Muleta Convergence Area Dev’t Plan

PANGANTUCAN, BUKIDNON — In its concerted efforts to advance a clean and sustainable water resource for agriculture, industry, and economy, the Regional Convergence Initiative – Technical Working Group (RCI-TWG) spearheaded the final review and critiquing of the Muleta Watershed Convergence Area Development Plan (CADP) on August 24, 2023

The meeting follows the CADP writeshop conducted by the National Convergence Initiative for Sustainable Rural Development (NCI-SRD) in Dalwangan, Malaybalay City last May 16 to 19, 2023.

Members of the RCI-TWG in attendance include the Department of Agriculture – 10 (DA-10) headed by Regional Executive Director Carlene C. Collado as lead convener, Department of Agrarian Reform (DAR-10), Department of Environment and Natural Resources (DENR-10), and officials of the local government unit (LGU) of Pangantucan.

Discussed during the meeting were salient points of the Muleta CADP, presented by Pangantucan Municipal Agriculturist Teodoro B. Quirante III, including the watershed profile, major goals and strategies of the CADP, and the budgetary requirements for implementation from 2023 until 2027.

DA-10 Executive Assistant III Joel S. Rudinas enjoined the RCI-TWG to continuously offer their inputs to improve the plan and underscored the potential benefits of the CADP for the community of Pangantucan when approved.

“Through this CADP, we hope to convey that this kind of investment is urgent, very important, and very necessary because we have a vision and an end in mind. We are more excited about this project on account of the fact that there is an opportunity where we can work together [to] build up development in these areas,” Rudinas said.

Pangantucan Municipal Administrator Ian Boy A. Garcenila thanked the support of the RCI-TWG in developing the said plan toward progress and the development of their community.

Comments and suggestions from members of the RCI-TWG will be incorporated into the final document before the final presentation to the National Steering Committee for review and approval in October this year. (DA RFO-10)
