Gov’t ramps up key infra projects in northern Mindanao

CAGAYAN DE ORO CITY (May 17, 2024/PIA) – The government is doubling down on infrastructure development in northern Mindanao to drive progress across the entire region

During his speech at the distribution of financial aid for farmers and fisherfolk affected by El Niño in the cities of Iligan and Cagayan de Oro, President Ferdinand R. Marcos Jr. emphasized key infrastructure projects poised to elevate the region into a global gateway, a leading agricultural center, and a key industrial, tourism, and trade hub in the country.

Among these projects is the P8-billion Panguil Bay Bridge project, linking Tangub City in Misamis Occidental and Tubod in Lanao del Norte. The government has also allocated nearly P2 billion for the implementation of the Iligan City Coastal Bypass Road. These projects are expected to stimulate economic activity and enhance regional accessibility.

“Nariyan din ang patuloy na paggawa ng pagsasaayos ng mga daan, kabilang na ang CDO Coastal Road at CDO Diversion Road upang makatulong sa pagpabilis ng biyahe ng ating mga kababayan, gayon din ang mga pangunahing produkto na sa ating mga merkado,” the President said.

(There are also ongoing road improvements, including the CDO Coastal Road and CDO Diversion Road, which aim to expedite travel for our citizens and transport essential products to our markets.)

Marcos also highlighted plans for expanding, rehabilitating, and developing airports across Northern Mindanao, particularly those in Lumbia, Laguindingan, Ozamiz City, Camiguin, and Bukidnon. The projections indicate that these initiatives will stimulate economic growth and create fresh prospects for the local population.

“Upang mapabuti ang lagay ng transportasyon sa Cagayan de Oro at sa Northern Mindanao, isinasagawa na po natin ang ilang improvement at saka development project. Isa na rito ang pagpapalawig ng Laguindingan Airport na may halagang halos labing tatlong bilyong piso,” he said.

(To enhance transportation in Cagayan de Oro and Northern Mindanao, we are implementing various improvement and development projects. One of these is the expansion of Laguindingan Airport, with a cost of nearly P13 billion.)

The President further reaffirmed his administration’s commitment to fast-track the completion of the P700-million Cagayan de Oro Port Expansion Project, aimed at optimizing port operations and facilitating efficient transport of goods and passengers.

Acknowledging the lessons learned from the COVID-19 pandemic, Marcos stressed the significance of investing in healthcare infrastructure. He said plans are underway to establish trauma and multi-specialty Centers at the Northern Mindanao Medical Center, ensuring continued access to quality healthcare for all residents.

He also expressed support for irrigation and flood control projects aimed at addressing water scarcity and flood issues. “Masaya akong ipaalam na ang Flood Risk Improvement and Management Project para sa Cagayan de Oro River ay atin pasisinayaan. Katuwang ang iba pang irrigation at water project, inaasahang magiging malaki ang ginhawang dala nito sa CDO,” he announced.

(I am pleased to announce the inauguration of the Flood Risk Improvement and Management Project for the Cagayan de Oro River. Alongside other irrigation and water projects, it is expected to greatly alleviate concerns in CDO.)

The president stated that the completion of two solar pump irrigation projects in the municipalities of Salvador and Sapad, which cost nearly P30 million, is the top priority in Lanao del Norte.

As northern Mindanao embarks on the journey of infrastructure development, Marcos reiterates his confidence in the region’s ability to overcome challenges and progress with unity and concerted efforts between the government and its people.

He emphasized that with the collective support, assistance, and unity of the people, coupled with the government’s swift responses to citizens’ needs, their endeavors will succeed in addressing not only drought and water issues but also contributing to the nation’s advancement. DOH-10 urges LGUs to intensify tracking of dengue, measles, chikungunya virus

CAGAYAN DE ORO CITY (March 29, 2024/PIA) – The Department of Health (DOH)-10 urges LGUs to ramp up the surveillance of dengue, measles, and chikungunya virus after cases soared from January to March

During the Northern Mindanao Disaster Risk Reduction Management 1st Quarter Full Council meeting, DOH reported that dengue, measles, and chikungunya had increased compared to the same months last year.

Its current data showed a 34.27 percent increase in dengue cases, from 3,032 to 4,071. Measles cases surged by 94.33 percent, from 53 to 103. Chikungunya cases spiked from 7 to 89, marking a staggering 1,171.43 percent rise.

Dengue and chikungunya cases

The disease surveillance data showed that Bukidnon has the most dengue cases in Northern Mindanao, with 1,121 cases (959 admissions with 153 confirmed cases); Misamis Oriental has 845 cases (591 admissions, 79 confirmed); Lanao del Norte reported 574 cases (450 admissions, 115 confirmed); Iligan City reported 319 cases (310 admissions, 114 confirmed); Cagayan de Oro City reported 222 cases (207 admissions, 6 confirmed); and Camiguin reported 89 cases (81 admitted and 47 confirmed).

Bukidnon reported the most dengue-related deaths (19), followed by Misamis Occidental (4), Misamis Oriental (3), Lanao del Norte (4), Iligan City (1), Cagayan de Oro City (2), and Camiguin (1).

Chikungunya, another mosquito-borne viral illness transmitted by the same Aedes aegypti and Aedes albopictus mosquitos that carry dengue and Zika, has significantly increased. Misamis Oriental leads the list with 50 cases, followed by Misamis Occidental (18), Bukidnon (12), Camiguin (4), Iligan City (4), and Cagayan de Oro City (1).

Measles cases surveillance

DOH-10 intensifies measles cases surveillance following the disease surge in a neighboring province. The tracking team reported 103 infected children aged 1 to 5. Lanao del Norte has 58 cases (54 hospitalized), followed by Misamis Oriental (14 cases, 11 hospitalized), Cagayan de Oro City (8 cases, 3 hospitalized), Bukidnon (8 cases), Iligan City (7 cases, 5 hospitalized), Misamis Occidental (6 cases, 3 hospitalized), and Camiguin (2 cases, 1 hospitalized).

“The sudden rise in measles cases can be attributed to children’s failure to receive vaccinations,” according to DOH-10 nurse Iris Christine Torralba.

She said COVID-19 disrupted vaccinations as the ‘No Vaccine, No Entry’ policy caused delays. Now, Lanao del Norte faces a measles surge. DOH-10 mobilized an outbreak team to Balo-i and Amai Pakpak Medical Center to stop the spread.

In addition to the response team, resources like viral transport media (VTM) and vaccines were strategically placed and boosted in LDN.

The DOH-10 coordinated with the integrated provincial health offices of Lanao del Sur and Marawi City. It collaborated with national immunization program coordinators to conduct outbreak response immunization in high-case areas.

“The regional office collects data from local government units (LGUs), contributing to our generated data. We are approaching the epidemic threshold and have advised LGUs to enhance their surveillance systems in recent weeks,” DOH-10 Regional Director Sulpicio Henry Legaspi said.

He recommended that local governments monitor movements, particularly in Balo-i, the epicenter of the measles outbreak, because 92 percent of recorded cases include unvaccinated or under-immunized children, indicating the need for focused immunization activities in high-case areas.

Legaspi said the DOH-10 is coordinating with Lanao del Sur to monitor Marawi City due to high population mobility, saying there is a risk of measles spreading to Iligan City and Cagayan de Oro City due to its contagious nature.

“We have enough vaccine supply and await the request for additional health workers needed for outbreak response immunization,” he clarified.

DOT-Northern Mindanao gives inaccurate details about mountain ranges in Bukidnon

April 3, 2024 MindaNews fact-checked the claim of the Department of Tourism – Northern Mindanao (DOT – Northern Mindanao) about facts involving the mountain ranges in Bukidnon province. Some details are inaccurate, hence misleading

In a post on its Facebook page last February 22 titled “5 FACTS ABOUT BUKIDNON,” the DOT-Northern Mindanao said:

“The name ‘Bukidnon’ is derived from the Visayan term ‘bukid,’ which means mountain. True to its name, the province is characterized by extensive mountain ranges, including Mount Kitanglad, Mt. Dulang-dulang and Mt. Kalatungan, which are some of the highest peaks of the country.” (emphasis supplied)

Mt. Kitanglad and Mt. Dulang-dulang are not two different mountain ranges.

They are among the peaks belonging to the same mountain range, the Mt. Kitanglad Range Natural Park, legislated as a protected area on November 9, 2000.

Mt. Dulang-dulang (2,938 meters above sea level) is the second-highest peak in the Philippines. On the other hand, Mt. Kitanglad (2,899masl) is the country’s fourth highest peak, and like Mt. Dulang-dulang, is one of the popular trekking destinations in Bukidnon.

The DOT-Northern Mindanao post further said that Mt. Kitanglad “sits between Malaybalay City and the municipalities of Lantapan, Impasugong, Sumilao, and Libona.”

The agency’s list of areas encompassed by the mountain range is incomplete. Mt. Kitanglad Range straddles Malaybalay City and the towns of Lantapan, Talakag, Baungon, Libona, Manolo Fortich, Sumilao, and Impasugong. These eight areas share boundaries on the summit of Mt. The two other mountain ranges in Bukidnon are Mt. Kalatungan Range Natural Park, where Mt. Kalatungan is located, and Pantaron Range (also called Pantadon).

Kalatungan Range encompasses Valencia City and the towns of Talakag, Pangantucan, and Maramag.

Pantaron Range straddles Bukidnon and the neighboring provinces of Misamis Oriental, Agusan del Norte, Agusan del Sur, Davao del Norte, and Davao del Sur.

BPMC gets new CT scan machine

MALAYBALAY CITY, Bukidnon (March 28, 2024) – The Bukidnon Provincial Medical Center (BPMC) has received a new Fujifilm Healthcare Supria 32-slice CT Scan machine from the Department of Health (DOH)

According to the provincial government of Bukidnon (PGB), the turnover ceremony took place on March 26, 2024, at BPMC in Malaybalay City.

 

Dr. Ariel I. Valencia, assistant health secretary represented the DOH as the donor.

 

Valencia conveyed the goal of Health Secretary Ted Herbosa’s initiative, which aimed to make every Filipino feel well through cooperation.

 

He said, “In a hospital like this, it’s a big thing to have immediate diagnostic capacity to diagnose, and that’s lifesaving, the patient’s problem can be seen right away.”

 

Meanwhile, Provincial Governor Rogelio Neil P. Roque represented the PGB as the donee.

 

The Governor assured that the province of Bukidnon will take care of the CT scan machine.

 

The machine was provided by the Asian Development Bank (ADB) as part of the Health System Enhancement to Address and Limit (HEAL) Project.

 

It was done through the office of Bukidnon 2nd District Representative Jonathan Keith Flores.

 

It was given to DOH, who eventually handed over the machine to BPMC.

 

Rep. Flores stated that the project is an excellent example of how things can be accomplished quickly when several government entities work together.

 

Dr. Gina Factura, BPMC’s chief of hospital, revealed that the state-of-the-art CT Scan machine is available for free to admitted patients through the PhilHealth program.

 

For outpatients, she stated that there may be a price to cover the cost of utilities and other expenses, which would be determined and finalized by the hospital.

DA-PhilMech, Bukidnon LGU break ground for P101.5-M grains center

VALENCIA CITY, Bukidnon (February 26, 2024) – Farmers in Bukidnon province and those in neighboring areas can soon benefit from the new P101.5 million Grains Center, as construction began on February 19 in Sinabuagan, Valencia City

Governor Rogelio Neil P. Roque of Bukidnon province, DA-PhilMech Facility Management and Field Operations Division Chief Mayville Castro, and Valencia City Mayor Azucenas P. Huervas led the signing of the memorandum of agreement (MOA) for the project.

The Provincial Government of Bukidnon, in partnership with the Department of Agriculture-Philippine Center for Post-harvest Development and Mechanization (DA-PhilMech), availed of the Rice Processing System (RPS) II facility under the Rice Competitiveness Enhancement Fund (RCEF) mechanization program to establish a grains center.

Out of the P101.5 million, DA-Philmech allocates P61.5 million for a rice processing system, while the Bukidnon local government unit (LGU) contributes P40 million for building construction.

The RPS package includes state-of-the-art components for the province, such as a one-unit 4-5 tons per hour rice mill with mist polisher, length grader, and color sorter.

The RPS package also includes four units of 6 tons per batch of mechanical recirculating dryers.

Once the construction of the Grains Center in Sinabuagan, Valencia City, is completed, the Bukidnon LGU will manage and operate it.

Said project aims to minimize post-harvest losses of rice in the province and increase the income of rice farmers by buying their Palay at a reasonable price.

Army confirms 9 terrorists involved in Marawi blast killed in Lanao del Sur

The Philippine Army on Saturday, January 27, confirmed the death of nine members of the Dawlah Islamiyah terrorist organization involved in the bombing of Dimaporo gymnasium inside the Mindanao State University in Marawi City

Army Public Affairs chief, Col. Louie Dema-ala, said the operating troops from the 3rd Scout Ranger Battalion, under the 103rd Infantry (Haribon) Brigade of the 1st Infantry Division, engaged in a series of firefight with heavily armed Dawlah Islamiya members from Thursday to Friday this week, in Barangay Tapurong, Piagapo, Lanao del Sur.

“The Army troops were able to neutralize nine local terrorist members and recovered eight high-powered firearms. Neutralized individuals were identified as perpetrators of the fatal MSU bombing on December 3, 2023,” Dema-ala told reporters.

Four soldiers were hurt during the encounters, which were triggered by the military’s internal security operations.

Dema-ala said the soldiers were immediately transported to the Amai Pakpak Medical Center in Marawi City “to acquire urgent medical attention.”

“Our thoughts and prayers are with the four soldiers who sustained injuries during the said operation. We remain committed to ensuring their swift recovery,” Dema-ala said. (Lade Jean Kabagani/tribune.net.ph)

Government offices vulnerable to cyberattacks – NorMin cyber cop chief

CAGAYAN DE ORO CITY (29 January 2024) – The chief of the Northern Mindanao Police Regional Anti-Cybersecurity Unit (RACU-10) warned on Monday that even personnel and government offices are vulnerable to cyberattacks

RACU-10 chief Col. Lemuel Gonda said the caution “think before you click” must be remembered when using gadgets or devices that are connected to the internet.

“We have victims of (online) financial fraud who are members of the banking (and) financial institutions. They are frequently reminded about cybersecurity, how much more ordinary people and those in government offices?” he said in a statement.

Gonda warned that “black hat” hackers, who use ransomware and malware to penetrate a system, can obtain sensitive information of online users, including banking and financial transactions.

One of the common methods used by hackers is “social engineering,” which involves tricking unsuspecting victims into providing sensitive information.

Other than dubious internet links, Gonda warns of free Wi-Fi and charging stations in the public, as these are also vulnerable to cyberattacks.

“The hackers will not stop. Even all your details, name, address, friends, how you call them, they will imitate that,” he said. (Nef Luczon/PNA)
