QUEZON, Bukidnon — President Ferdinand R. Marcos Jr. has released P92.8 million from the
Socio-Civic Projects Fund (SCPF) to all 464 barangays in Bukidnon, granting each village
P200,000 in direct assistance to support graduating college students and community social
services.

Executive Secretary Ralph G. Recto announced the funding during the “Bawat Bayan
Makikinabang (BBM)” program launch on September 4, marking the first time Malacañang has
transferred financial aid directly to every barangay in the country.
Under the program, each barangay receives P200,000, with P100,000 designated to cover tuition
and expenses for five graduating college students per barangay. This creates 2,320 Presidential
Scholars across Bukidnon and over 210,000 scholars nationwide.
“Direct assistance solves immediate needs, but sustainable jobs and higher incomes secure the
future. Beyond food support, the administration is releasing P200,000 directly from Malacañang
to every single barangay for the first time in history. Half of this – P100,000 – s dedicated to
helping five graduating college students per barangay complete their degrees,” Recto said.
He said the educational assistance complements free tertiary education for 6.3 million students
and merit scholarships for 40,000 scholars.
“The SCPF provides equal financial support to more than 42,000 barangays nationwide,
bypassing bureaucratic layers to bring national resources straight to grassroots communities,”
Recto said.
In Quezon, all 31 barangays received a total of P6.2 million in SCPF support, with each village
getting P200,000 and five students benefiting from the scholarship component, for a total of 155
Presidential Scholars.
Punong Barangay Larry Daquiado of Delapa, Quezon, thanked the government for the
assistance, including the barangay support fund, rice aid, and educational programs for students
in need.
“We thank President Ferdinand R. Marcos Jr. for the programs and assistance provided to every
barangay across Bukidnon. This includes the P200,000 barangay support fund, rice aid, and
educational programs for students in need,” Daquiado said.

The Quezon turnover included the release of rice aid under the Local Government Support Fund
(LGSF), which provided 10-kilogram rice packs to 1,500 families.
Recto said the government is also streamlining local support funds to give provincial and
municipal governments a more equitable share of national revenues.
Under the proposed 2027 National Expenditure Program, he said that Bukidnon’s National Tax
Allotment (NTA) will rise to P23.82 billion—a 10.9 percent increase from its P21.49-billion
allocation in 2026.
With these additional resources, Recto urged local officials to use the funds responsibly and keep
public service focused on community needs.
“To our mayors and barangay captains: safeguard the trust given to you by the President and
your constituents. Allocate these funds where they matter most. Execute cleanly, keep politics
out of public service, and ensure every peso serves the people,” Recto said.
During his September 4 visit, Recto also met with Indigenous Peoples coffee farmers to discuss
production constraints and inspected the P3.17-billion Bukidnon Airport project in Don Carlos.
