Coffee stakeholders scale up NorMin’s coffee roadmap, to brand Bukidnon as Arabica capital

CAGAYAN DE ORO CITY – The Department of Agriculture – Regional Field Office 10 (DA-10), led by Regional Executive Director Jose Apollo Y. Pacamalan, recently convened coffee stakeholders for a public-private consultation to consolidate plans, programs, and funding for scaling up Northern Mindanao’s coffee roadmap

The consultation was attended by representatives from the Department of Trade and Industry – Region 10 (DTI-10), local government units (LGUs), farmers’ cooperatives, agribusiness enterprises, and DA Undersecretary for the High Value Crops Development Program (HVCDP), Cheryl Marie Natividad-Caballero.

DA-10’s RED Pacamalan emphasized the need for a unified direction among stakeholders to drive the development of the region’s coffee industry.

A resolution to adopt the Bukidnon Coffee Roadmap for 2025, aiming to establish the province as the Arabica capital of the country, is poised for approval, as disclosed by Kimberly A. Bacasma, senior trade-industry development specialist at DTI-10.

She also identified challenges in coffee cultivation, such as outdated methods, fragmented growers, limited marketing avenues, and insufficient financial resources for expansion as focus areas for roadmap development.

Undersecretary Natividad-Caballero recommended consolidating existing interventions at the farmer, firm, and industry levels to ensure effective operationalization.

Furthermore, the undersecretary advocated for the strategic utilization and maximization of the Competitiveness Enhancement Measures Fund (CEMF) to attract public investments.

The CEMF can fund coffee-related projects up to PhP50 million, subject to the proponents’ eligibility, with a 20% counterpart required from qualified proponents. These grants can support initiatives in production, postharvest handling, processing, marketing, infrastructure development, and the acquisition of equipment and facilities.

For its part, RED Pacamalan vowed that DA-10’s drone team would undertake drone mapping to identify coffee farming areas, determine coffee varieties, and profile the farmers operating in those areas.

“Through this digitization, we can establish baseline data to consolidate coffee farmers, which will serve as a foundation for the region’s coffee industry development over the next 2 to 3 years,” he said.

After the consultation, the executive director advocated for provincial-level dialogue to explore specific action plans, align initiatives, and identify essential government infrastructure investments for the undertaking.

Key partners and stakeholders, including Nestlé Philippines’ Coffee+Project, Mindanao Development Authority’s (MinDA) Ancestral Domain Investment Plans, and DTI-10’s Rural Agro-Enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Project, shared their initiatives aligned with the Northern Mindanao Coffee Roadmap.

Also present during the consultation were DA-10 Regional Technical Director for Operations Carlota S. Madriaga, HVCDP Director Joseph C. Manicad, national and regional DA personnel, and representatives from Bayanihan Millenium Multipurpose Cooperative, Kauyagan Savers Multipurpose Cooperative, Lamac Multipurpose Cooperative, MM Cares, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Harbest Agribusiness Corp., and the local government units of Misamis Oriental, Iligan City, and Bukidnon. Agri-10 eyes strengthened beef cattle marketing innovations among NorMin industry stakeholders

MANOLO FORTICH, Bukidnon — As demand for beef cattle production and marketing grows, the Department of Agriculture – Northern Mindanao (DA-10), led by Regional Executive Director Jose Apollo Y. Pacamalan, hosted a beef cattle marketing innovations seminar and workshop on January 24 to foster networking and collaboration among stakeholders

Following a memorandum from the DA Office of the Assistant Secretary highlighting the need for innovative marketing strategies and technological advancements to support the beef cattle industry, DA-10 aims to equip producers with modern marketing tools to enhance product visibility and consumer engagement.


In his message, DA Assistant Secretary for Ruminant Livestock Benjamin C. Albarece, DVM, emphasized the market’s importance as a foundation for improving livelihoods in the livestock industry.


“We are here today to address marketing challenges and explore collaboration to create effective plans that will serve as a foundation for our guidelines and policies. It is essential to hear from farmers at the grassroots level about how we can assist them,” he stated.

highlighted the importance of social media platforms in marketing and discussed marketable cattle breeds in the region, such as the Brahman-based bloodline.


The seminar-workshop provided a venue to navigate challenges such as changing consumer preferences, technological advancements, and increased global competition, emphasizing social media’s role in the long-term success of the beef cattle industry.


Agribusiness and Marketing Assistance Division (AMAD) Market Specialist I Mariflor A. Balabat outlined key market destinations for large animals in Mindanao between September and November 2024, including Agusan del Sur with 426 heads, Davao del Sur with 195 heads, and Davao del Norte with 112 heads.


Livestock focal person Jamaica L. Docdoc presented the livestock growth rate by production volume, noting that Northern Mindanao was the top cattle-producing region in the second quarter of 2024, generating 10,635.8 metric tons, which contributed 17.4 percent to the national total.
The consolidated data from the seminar will be submitted to the DA Office of the Assistant Secretary to serve as a reference for a multi-year plan and future guidelines and policies to support the livestock industry.


The event was attended by representatives from the DA Office of the Assistant Secretary, the National Livestock Program Directorate, the Provincial Veterinary Office of Bukidnon, the Local Government of Manolo Fortich, large ruminant commercial raisers, and beneficiaries of the Artificial Insemination Program. Agri-10 4K Boosts Production, Livestock Support for IPs

MALAYBALAY CITY, Bukidnon — The Department of Agriculture – Northern Mindanao (DA-10) is enhancing its support for indigenous peoples (IPs) in Bukidnon province through various agricultural programs and services

On January 9, under its Kabuhayan at Kaunlaran para sa Kababayang Katutubo (4K) program, the agency turned over PhP480,000 worth of carabaos to IP groups in Impasugong town.

The beneficiaries include the Ananaso Pigbuligaan Farmers’ Association (APFA) of Sitio Ananaso, Brgy. Dumalaguing, and the Kapunongan sa mga Mag-uuma sa Ulayanon (KAMAU) of Sitio Ulayanon, Brgy. Kalabugao.

Each group received six carabaos (five female, one male), which the IP farmer-beneficiaries withdrew from DA-10’s Northern Mindanao Agricultural Crops and Livestock Research Complex. (pr)

DOH-CHDNM to Introduce Shorter TB Treatment Regimen

CAGAYAN DE ORO CITY (January 10, 2025) – The Department of Health-Center for Health Development Northern Mindanao (DOH-CHDNM) is set to reduce tuberculosis (TB) treatment duration from the traditional six months to four months.

DOH-CHDNM will launch a capacity-building program for health workers in 2025, focusing on a shorter TB regimen for patients aged three months to 16 years.

During a press conference on Universal Health Care Day, Dr. Wellaflor Kindom-Brito, head of the infectious diseases cluster at DOH-CHDNM, announced the implementation of a six-month short regimen for drug-resistant tuberculosis.

Brito added that oral tuberculosis treatment will be the only option. “We expect that with advancements in medication, patient adherence to treatment will improve, reducing instances of patients stopping or failing to follow up on treatment,” she said.

DOH data indicate that tuberculosis deaths in Region 10 reached 285 in 2020, 250 in 2021, 295 in 2022, and 390 in 2023. In the third quarter of 2024 alone, there were 375 TB deaths in the region.

Brito noted that the rising TB mortality rate is partly due to increasing TB cases. Poor health-seeking behavior also contributes to the higher mortality rate, as patients often seek medical help too late when their condition has worsened. Additionally, poor adherence to medication exacerbates the issue.

“Some patients experience adverse reactions to the medication, leading them to stop treatment altogether, while others move residences, interrupting their treatment,” Brito explained. She emphasized that TB treatment, unlike typical antibiotic regimens, lasts from six months to two years.

Demo farm showcases drought-tolerant hybrid rice variety in Buk’non upland area

MALAYBALAY CITY, Bukidnon — A demonstration farm in Sitio Incalbog, Can-ayan, featuring the hybrid rice variety TH-82 NSIC Rc350H, has showcased resilience amid the El Niño phenomenon, highlighting its potential to thrive within an upland ecosystem

This was underscored during a culmination program of the techno demo on August 22 in the said city.

This was led by the Department of Agriculture – Northern Mindanao (DA-10) in partnership with the Bukidnon Tagoloanon Mulahay Ha Kabukalagan Agriculture Cooperative (BUKTAMACO), Bukidnon province and Malaybalay City agriculture offices, and SeedWorks Philippines, Inc.

Chona H. Nacalaban, DA-10’s Rice program focal person, emphasized the importance of introducing the hybrid rice technology in upland conditions and engaging members of the Indigenous Peoples (IPs), especially in their ancestral areas with limited rice cultivation.

Launched last February 8, the planted rice variety was initially expected to be harvested by the third week of May, but faced a 58-day delay in maturity due to a significant lack of rainfall from March to May, albeit yielding 2.2 tons per hectare based on crop cut results after receiving rainfall in June.

For his part, Emmanuel F. Piñol, former DA Secretary and an early supporter of the initiative, lauded the demo farm’s success as a significant milestone for Philippine agriculture.

“The ability of this rice variety to survive drought and continue growing, despite a delayed maturity period, underscores its potential to revolutionize rice production in upland areas,” Piñol remarked.

“This breakthrough could allow us to cultivate rice in areas previously reliant on irrigation,” he added, while further noting that it is pivotal in easing the reliance on rice imports and addressing the need to feed the growing population by expanding and improving available tribal areas of the country for rice production.

The demo farm, covering 3,000 square meters, is a precursor to developing the 300 hectares within the BUKTAMACO ancestral domains, which overall seeks to implement sustainable farming practices tailored to upland environments, at the same time bolstering food security in the region. (BJCE)

Agri-10 rolls out P2.934-M fuel subsidy to Valencia City farmers

VALENCIA CITY, Bukidnon – The Department of Agriculture – Northern Mindanao (DA-10), helmed by Regional Executive Director Jose Apollo Y. Pacamalan, rolled out about P2.934 million (M) in fuel subsidies to farmers who own or rent functional agricultural machinery for food production

On August 19, some 978 eligible farmers received their fuel assistance allocation worth P3k each, which was loaded into the DA Intervention Monitoring Card (IMC), issued in partnership with the Universal Storefront Services, Corp.

Per implementing guidelines of the Fuel Assistance to Farmers Project for FY 2023, the fuel subsidy aims to temper the farmers’ brunt on fuel expenses, which forms part of the important operating costs in farming; thereby, enhancing their resiliency and cushioning the impact of the surge of oil price hikes in the agricultural sector.

Eligible recipients are either individual farmers or farmer-members of a Farmer Cooperative Association (FCA) with proof of machinery ownership or rental agreement uploaded in the Agricultural and Biosystems Engineering Management Information System (ABEMIS), and further, they must be listed in the Registry System for Basic Sectors in Agriculture (RSBSA).

Valencia City Mayor Azucena P. Huervas, a staunch supporter of the local farming community, has been instrumental in facilitating the provision of fuel assistance from the national government through the DA. Her efforts are particularly noteworthy given the challenges that farmers in the locality are facing, such as the El Niño-triggered effects on their planting and other farm operations.

DA-10’s partner on the ground in the validation of farmer-beneficiaries, the city agriculture’s office of Valencia headed by Connie L. Dalangan, congratulated the farmers to have been granted intervention by the government, as the fuel assistance will help mechanize and modernize their agricultural production systems.

“I hope that you have felt the presence and sincerity of the government, that through this gesture [of providing fuel subsidy], it may serve as an inspiration [to all our farmers] to work even harder to augment their yield and income.” the city agriculturist remarked.

Spearheaded by the Regional Agricultural Engineering Division of the DA-10, the agency is set to cap off this week’s fuel assistance distribution tomorrow, August 20, in Kitaotao town, where P1.212-M will be dispensed to 404 farmers in the said locality via their DA IMC. (JLO)

NCIP, LGU Manolo Fortich ink MOA on P226.9M FMR in Kalugmanan

The drafting and signing of the Memorandum of Agreement (MOA) for the concreting of the farm-to-market road in Sitio Balakbakan, Barangay Kalugmanan, took place on August 19, 2024, at the Barangay Kalugmanan covered court

The National Commission on Indigenous Peoples (NCIP) and the Local Government Unit of Manolo Fortich signed the agreement.

The project involves concreting a 7.8-kilometer Farm-to-Market Road (FRM) under the Philippine Rural Development Project (PRDP), with a budget of 226,992,990 million pesos from the Department of Agriculture.

The road concreting will begin at Sitio Balakbakan and continue to Kalugmanan proper.

This project aims to assist farmers in Barangay Kalugmanan by facilitating the easier transportation of their farm produce to the Municipal Public Market in Barangay Tankulan.

Municipal Mayor Rogelio N. Quiño was present during the MOA drafting and signing. He expressed his enthusiasm for infrastructure programs, particularly road projects.

Farmer Sirapin Buyoc, 67 years old, from Zone 2, Kalugmanan, expressed his gratitude for the road project, which has made transporting their agricultural products easier.

“Ang ako lang, nga makadugang benepisyo niining muabot ang dalan nga kami di nami maglisod sa among mga produkto, sama sa mga mais, cassava, mga utanon, daghan mi mga utanon diha sa Ilaya. So sayon ra gyud kaayo ang pag-deliver sa produkto paingon sa atong market ug sa Cagayan,” said Buyoc.

Also in attendance were Municipal Administrator Engr. Joie Caesar M. Gaid, Sangguniang Bayan Member IPMR Coun. Alex Payangga, NCIP Regional Legal Officer Atty. Dexter Precioso, the Barangay Council of Kalugmanan, and Indigenous Peoples (IP) community members, including the Higaonon, Talaandig, and Bukidnon tribes.

Heads of offices and representatives from focal departments of the Local Government of Manolo Fortich, such as the Municipal Agriculture Office, Municipal Engineering Office, Municipal Assessor’s Office, Municipal Environment and Natural Resources Office, and Municipal Planning and Development Office, also attended the MOA signing. Awareness seminar on food safety, regulations held

MALAYBALAY CITY, Bukidnon — The Department of Agriculture – Regional Field Office 10 (DA-10), through its Agribusiness and Marketing Assistance Division (AMAD), staged an awareness seminar on food safety and regulations on August 15 at the Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC), in this city

During this time, the agency apprised almost 50 local farmers and agri-enterprises from the provinces of Bukidnon, Misamis Oriental, and Lanao del Norte on key concepts and relevant laws on food safety.

On behalf of DA-10 Regional Executive Director Jose Apollo Y. Pacamalan, AMAD Assistant Division Chief Ferdinand F. Caraballe emphasized its importance for local stakeholders engaged in producing agricultural commodities and food products.

“[The DA] conducts this seminar annually because we handle food, and therefore, it is our commitment to our consumers that what we deliver is safe and free from foodborne diseases,” Caraballe said.

Through Republic Act No. 10611, otherwise known as the ‘Food Safety Act of 2013’, the DA and its attached regulatory agencies, bureaus, and corporations are identified as food safety regulatory agencies (FSRAs) responsible for the implementation of laws, standards, and programs on food safety in the primary production and post-harvest stages of the food supply chain.

Said regulatory agencies include the Bureau of Animal Industry, National Meat Inspection Service, Bureau of Fisheries and Aquatic Resources, Bureau of Plant Industry, Fertilizer and Pesticide Authority, Philippine Coconut Authority, Sugar Regulatory Administration, and the National Dairy Authority.

Underscoring the role of the local government in the implementation of food safety laws, Andrew M. Calimutan of the Office of the DA Assistant Secretary for Policy and Regulations said that the Department, through the aforementioned regulatory agencies, continues to engage and assist LGUs in the formulation of local ordinances on food safety.

Further, he said that the agency is presently revisiting its regulatory policies to ensure that they are retrofitted to current industry and trade standards and remain in service to consumer and food safety interests.

Under RA 10611, DA conducts training for local producers and food business operators on food safety to ensure their compliance with industry standards, including the Code of Good Agricultural Practices (GAP), Good Manufacturing Practices (GMP), Code of Good Animal Husbandry Practices (GAHP), and Hazard Analysis and Critical Control Point (HACCP).

Market Specialist IV Irish O. Ativo from the DA-Agribusiness and Marketing Assistance Service said that these standards and compliance certifications provide a competitive advantage for food business operators, as they allow for market expansion and build consumer trust and confidence in their products.

During the session, the farmers were also kept abreast of practical food handling practices for agricultural produce, salient information on the Participatory Guarantee System, and a comprehensive review of the activities and services offered by the Food Safety Operations Unit of the BPI-Plant Product Safety Services Division.

They were also briefed on the strategies for marketing GAP-certified products through the Department’s KADIWA marketing program.

In closing, Caraballe urged the participants to apply what they had learned throughout the session to their respective enterprises and agricultural production, highlighting its implications in building public trust, consumer safety, and food quality and nutrition.

The said activity is in line with the Department’s refined thrusts toward a ‘Masaganang Bagong Pilipinas’ under the leadership of Secretary Francisco P. Tiu Laurel, Jr. and President Ferdinand R. Marcos, Jr. (GDA)
