DOT-Northern Mindanao gives inaccurate details about mountain ranges in Bukidnon

April 3, 2024 MindaNews fact-checked the claim of the Department of Tourism – Northern Mindanao (DOT – Northern Mindanao) about facts involving the mountain ranges in Bukidnon province. Some details are inaccurate, hence misleading

In a post on its Facebook page last February 22 titled “5 FACTS ABOUT BUKIDNON,” the DOT-Northern Mindanao said:

“The name ‘Bukidnon’ is derived from the Visayan term ‘bukid,’ which means mountain. True to its name, the province is characterized by extensive mountain ranges, including Mount Kitanglad, Mt. Dulang-dulang and Mt. Kalatungan, which are some of the highest peaks of the country.” (emphasis supplied)

Mt. Kitanglad and Mt. Dulang-dulang are not two different mountain ranges.

They are among the peaks belonging to the same mountain range, the Mt. Kitanglad Range Natural Park, legislated as a protected area on November 9, 2000.

Mt. Dulang-dulang (2,938 meters above sea level) is the second-highest peak in the Philippines. On the other hand, Mt. Kitanglad (2,899masl) is the country’s fourth highest peak, and like Mt. Dulang-dulang, is one of the popular trekking destinations in Bukidnon.

The DOT-Northern Mindanao post further said that Mt. Kitanglad “sits between Malaybalay City and the municipalities of Lantapan, Impasugong, Sumilao, and Libona.”

The agency’s list of areas encompassed by the mountain range is incomplete. Mt. Kitanglad Range straddles Malaybalay City and the towns of Lantapan, Talakag, Baungon, Libona, Manolo Fortich, Sumilao, and Impasugong. These eight areas share boundaries on the summit of Mt. The two other mountain ranges in Bukidnon are Mt. Kalatungan Range Natural Park, where Mt. Kalatungan is located, and Pantaron Range (also called Pantadon).

Kalatungan Range encompasses Valencia City and the towns of Talakag, Pangantucan, and Maramag.

Pantaron Range straddles Bukidnon and the neighboring provinces of Misamis Oriental, Agusan del Norte, Agusan del Sur, Davao del Norte, and Davao del Sur.

DOH-10 stresses need for proper health guidance amid El Niño concerns

CAGAYAN DE ORO CITY (PIA/March 03, 2024) – “The phenomenon in the environment has an effect on the human body,” said Dr. Tristan Jedidah Labitad, head of the Non-Communicable Diseases Cluster, who shared points and mitigations on El Niño effects on the health of the people during the Kapihan sa PIA: El Niño Series on February 21, 2024, at Limketkai, Cagayan de Oro City

Labitad said El Niño is a phenomenon where certain parts of the surface water in the Pacific Ocean become warmer than usual, and this increased heat has a ripple effect on the overall global climate. He added that waterborne diseases, influenza-like illnesses, leptospirosis, and dengue (WILD) are diseases that can arise from such a phenomenon.

 

Labitad stressed the susceptibility of individuals of all ages, highlighting the vulnerability of everyone to these health risks. Despite the preparedness of health facilities to assist, he emphasized the role of consulting primary healthcare providers before heading to hospitals in cases of illness.

 

“Kung unsa’y gibati nimo nga dili maayo nga sakit, you seek medical consultation, diretso. Dili magpataka-taka og inom og any herbal supplements, I am not discounting any herbal supplements. However, conventional medicine would dictate nga dili jud alternative sa imong gibati karon ang mga herbal, good kung naa ka pero dili i-neglect nga based japon siya sa research,” he said.

 

[If you feel that you are sick, you should seek medical consultation directly. Do not drink any herbal supplements; I am not discounting these supplements. However, conventional medicine would dictate that herbals are not an alternative to what you feel now; good if you have them, but don’t neglect those that are based on research]

 

The doctor strongly advised seeking medical consultation and undergoing a health professional’s check-up, especially for individuals with co-morbidities, cautioning against the indiscriminate use of herbal supplements without proper guidance.

 

As for enhancing their preparedness for potential disease surges in their respective areas, Labitad said local government units and healthcare facilities, including rural health units and centers, hold regular meetings to also determine ways to address health issues in communities.

 

To maintain good health, Labitad urged the public to only rely on credible sources of information, such as the Department of Health and other reputable health entities. “Let’s avoid being swayed by various anecdotes. Consult with healthcare professionals for any health concerns,” he said.

Sumala sa press release sa PAIA, isa ka Meeting uban sa Indigenous People’s Mandatory Representatives (IMPRs) ang gipangunahan sa NCIP Bukidnon niadtong Enero 26, 2024 nga gipahigayon sa Provincial Office niini sa Malaybalay City, Bukidnon.

Sa pagpakisayud ni Melinda Tulba, OIC sa Bukidnon Provincial Office, siya miingon nga “Yearly nga activity sa Bukidnon ang Kaamulan. Ang among participation sa NCIP isip lead agency nga magtabang sa atong mga kaigsoonang lumad, ang pagtan-aw sa kaayohan ug pagplastar sa mga kaigsoonan nga magpartisipar.”

Community-based tourism: Empowering communities towards sustainable tourism

CAGAYAN DE ORO CITY – Recognizing the valuable role of community-based tourism organizations (CBTOs) in tourism development, the Department of Tourism is providing livelihood assistance to CBTOs to give them additional opportunities and be able to take part in propelling the country’s tourism industry to move forward

One of the recipients of the DOT’s livelihood assistance in Northern Mindanao is a community-based mountaineering club in Manolo Fortich, Bukidnon.

Founded in 2010 and driven by a strong sense of environmental protection, the Kalasanen Mountaineering Club (KMC) brings together mountaineers, hikers, and nature explorers who share the same goal of protecting and preserving the local natural spot.

According to the DOT, KMC was chosen because of the several climbs and outreach programs it initiated to provide children living in far-flung areas with educational supplies and raise funds to support the medication of a 64-year-old resident of Manolo Fortich with Parkinson’s Syndrome Disease.

Moreover, KMC plays a vital role in protecting Mt. Palaopao and the flora, fauna, and community around it, especially now that Manolo Fortich has been declared as the Philippine Eagle Sanctuary in Northern Mindanao following the discovery of eight (8) pairs of Philippine Eagles residing in the forests of the municipality.

With 27 members, the mountaineering club received a Basic Mountaineering Course worth P300,000 from the DOT. They were also given livelihood kits as part of the training. The kits included tents, rope, a cook set, burners, butane, a mountain bag, a compass, and a sleeping bag.

The ceremonial turnover of the livelihood assistance was held during the recent visit of DOT Secretary Christina Garcia Frasco to the said municipality to inaugurate the first Tourist Rest Area in Northern Mindanao.

First DOT-assisted CBTO in Northern Mindanao

The Kalasanen Mountaineering Club is the first CBTO in the municipality to receive such assistance from DOT, although the Manolo Fortich municipal government recognizes ten CBTOs.

DOT inaugurates P7-M rest area in Bukidnon

MANOLO FORTICH, Bukidnon – The Department of Tourism (DOT) and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) turned over a PHP7-million Tourist Rest Area (TRA) last August 04, 2023

TIEZA chief operations officer Mark Lapid said the project is the first to be completed in Mindanao.

As the tourism infrastructure arm of the government, TIEZA is in charge of funding and construction of such undertakings. At the same time, DOT serves as the overall evaluator of the project as its primary concept originator.

With the project’s turnover, Lapid said the local government is tasked with the TRA’s daily operation and maintenance.

DOT Secretary Christina Garcia-Frasco, who graced the event, noted that there are 15 ongoing TRA projects in the country.

“Road Infrastructure projects are also vital for tourism development in the country, and (we) thank President Ferdinand R. Marcos Jr. for having roads and bridges as among the vital programs of this administration under his Build Better More program,” Frasco said.

Last year, Frasco led the opening of 10 TRAs across the country.

Meanwhile, Governor Rogelio Neil Roque underscored the significance of the structure to the province’s tourism industry, which he said is known for food, religion, and culture.

“Bukidnon is the home of the second highest peak in the country, which is Mount Dulang-dulang, and half of the highest mountain peaks in the country are found in the province,” he said.

Mayor Rogelio Quiño said the town has witnessed tourism-related investments pouring into the locality, luring at least 6,000 tourists daily.

DOT mulls ‘tourism summit’ in Bukidnon amid opening of new routes

CAGAYAN DE ORO CITY – The Department of Tourism in Northern Mindanao (DOT-10) is eyeing a “tourism summit” in Bukidnon province in line with the opening of new air routes this year

In an interview, DOT-10 Director Marie Ellaine Salvaña-Unchuan said the summit was proposed by Sen. Juan Miguel Zubiri during his recent visit to the Kaamulan Festival celebration.

The proposal, she said, aims to put the province, especially its capital Malaybalay City, as a “Meetings, Incentives, Conferences and Exhibitions” (MICE) destination in Northern Mindanao.

“This is also in anticipation of the opening of its new airport (in Don Carlos town), accommodation facilities, and huge sports complex (in Malaybalay City),” Unchuan said.

Unchuan said the senator has asked the agency to prepare a tourism master plan for Bukidnon due to its potential for farm and mountain tourism which will be included as the main agenda of the summit.

Meanwhile, in preparation for the May 6 opening of the Cebu Pacific Airlines’ Clark to Laguindingan flight, DOT-10 said it will hold a familiarization tour for tourism operators, media, and social media influencers both from Region 3’s Clark in Pampanga and Northern Mindanao,

CAAP bids out Bukidnon Airport’s P1-B Phase 4

MALAYBALAY CITY – The Civil Aviation Authority of the Philippines has updated the schedule of the bid submission and opening of the P1-billion Phase IV of the construction of the Bukidnon Airport, based on bid documents as of March 7, 2023

This 900-day phase of the Bukidnon Airport Development Project is expected to start on May 25, 2023, and to be completed on November 10, 2025.

CAAP set the new deadline for submission and opening of bids for the P970.3 million phase on March 30, 2023, according to the bid bulletin issued by Captain Edgardo G. Diaz, Chair, CAAP Bids, and Awards Committee.

The Bukidnon Airport, located in Barangay Maraymaray in Don Carlos, in the southern part of the province, is one of the flagship projects of the government in Northern Mindanao.

The phase covers the site preparation of the land side area; construction of access road and vehicular parking area; industrial lighting and exterior power distribution, nine-storey control tower building; two-story administration building; the communal toilet; waiting area; A and B ticketing booths – A (four units) and B (two units); 10,000-gallons steel water tank A and B; pump house A, B, and C; powerhouse; transform yard (two units); CSIS office building; cargo terminal building; rescue and firefighting facility; STP control room; guardhouse A & B; covered pathway, 13 Units; lifting station with 26 service manholes; water impounding system; and staff house building.

CAAP has reported about 8.26% actual accomplishment in the airport’s Phase 3 or the construction of passenger terminal building, runway strip, and runway Extension, among others as of a status report of February 28, 2023.

CAAP awarded the P958.4 million project phase to Tokwing Construction Corp./Mamsar Construction and Industrial Corporation. The 540-day project started on September 10, 2022, and is due for completion on April 3, 2024, after a revision.

Contractor Jasa Builders completed the construction of the project’s P74.5 million Phase 2 on October 9, 2022, which CAAP inspectors checked on November 16, 2022.

CAAP has reported 48.25% actual accomplishment in the airport construction’s Phase 1, which was awarded to Eddmari Construction and Trading. As of February 28, 2023, this project phase is due for completion on April 20, 2023.

The CAAP project status report, however, showed a number of adjustments in project completion.

Based on the project profile, the Phase 1 project duration was increased from 330 to 440 calendar days due to an approved variation order. The completion was first extended from June 28, 2022, to October 15, 2022. The same duration was adjusted by another approved variation order to April 8, 2023, due to “unworkable/rainy days”. Another extension was given up to April 20, 2023, due again to unfavorable conditions and delayed payments of 1st progress billing.

Although declared complete and inspected as of November 2022, the CAAP status report also cited that the project’s Phase 2, on embankment works, was also extended due to “unworkable/rainy days”.

Based on the CAAP report, the Department of Transportation (DOTr) has downloaded to CAAP a total of P2.816 billion from 2019 to 2022 to the four phases of the project, which is expected to be completed in 2026.

For Phase 1, the DOTr downloaded P200 million of its annual budget to CAAP with a memorandum of agreement approved on April 25, 2019. From the 2019 GAA (General Appropriations Act), DOTr downloaded an additional P430 million.

In Phase 2, the DOTr downloaded P136.8 million of its GAA to CAAP with a MOA signed on January 10, 2019.

In Phase 3, the DOTr downloaded a total of P1.05 billion to CAAP with a MOA approved on June 10, 2021.

Finally, for Phase 4, the DOTr downloaded a total of P1 billion to CAAP with a MOA approved also on June 10, 2021.

In November 2021, then-Senate Majority Leader Zubiri reported construction of the P2 billion (USD39.8 million) Bukidnon Airport project to be fully completed in 2026.

According to the Center for Aviation website, once operational the Bukidnon Airport is expected to accommodate aircraft including the ATR-72 and Bombardier Q400.

When the Bukidnon Airport was being conceptualized, Sen, Zubiri pushed for the project and has since supported its construction. In 2012, Senator Zubiri earmarked a portion of his Priority Development Assistance Fund to start the construction of the airport.

He said he has looked for additional sources from Official Development Assistance and other international aid agencies to fund the bigger portion of the project.

He added that an airport in the province is important as the Laguindingan International Airport is set to operate in 2012. Land travel from Bukidnon to the new airport has taken much longer.

In 2011, then President Benigno Simeon Aquino tasked the National Economic and Development Authority (NEDA) to conduct a feasibility study for an airport “more central in Mindanao” so that distances to and from various areas will make more economic sense. Aquino had said that most Mindanao airports are located near the coast.

Initially, CAAP inspected three sites for the proposed airport, which were all considered “technically feasible”; the current site, another area in Cabangahan here in Malaybalay, and in Dabongdabong, Valencia City. (BukidnonNews.Net)

PRO-10 notes drop in VAW cases in NorMin

CAGAYAN DE ORO CITY – The Police Regional Office in Northern Mindanao (PRO)-10 noted a drop in violence against women (VAW) incidents in the region in 2022

PRO-10 spokesperson Police Major Joann Navarro shared this during the “Kababaihan Para sa Kalambuan” talk show spearheaded by the Department of Tourism-10. She said the number of VAW cases in the region dropped from 1,633 in 2021 to 1,548 cases in
2022.
Navarro attributed the decrease to the efforts of not just the PRO-10 but also the different agencies of the government, local government units, and non-government organizations with programs on VAW prevention. The PRO-10 spokesperson further cited the impact of public cooperation in reporting VAW incidents to the Women and Child Protection Desks (WCPDs) of PRO-10 to the decrease in VAW cases.
On their part, Navarro said they have implemented proactive measures to end VAW such as conducting an information drive on Republic Act 9262 at the community level, including Puroks, Sitios, and schools.
Police officers manning the WCPDs are also capacitated in handling VAW cases. (APB/PIA-10)
