Agri-10 4K continues to aid IP orgs in NorMin

CAGAYAN DE ORO CITY — The Kabuhayan at Kaunlaran ng Kababayang Katutubo (4K) program, a special initiative of the Department of Agriculture (DA), continues to assist Indigenous Cultural Communities (ICCs) and Indigenous People (IP) farmers and fishers by helping them develop their ancestral lands through sustainable farming. The program also aims to boost their livelihood while respecting their cultural traditions, beliefs, values, and laws

Racines, 4K program focal person of the DA-Regional Field Office 10 (DA-10), shared in a recent episode of “Usapang Agrikultura” on Radyo Pilipinas 1 DXIM that at least 50 Indigenous People’s Organizations (IPOs) in Northern Mindanao have benefited from the program since its inception in 2020.


She explained that the program provides support across the agricultural value chain, including seeds, fertilizers, draft animals, machinery, equipment, and training. These are tailored to each community’s needs and resource gaps, as identified through a Community Needs Assessment (CNA).


Racines added that eligible beneficiaries of the program are IPOs recognized by the National Commission on Indigenous Peoples (NCIP) or those who have secured—or are in the process of securing—a Certificate of Ancestral Domain Title, Land Title, or Domain Claim (CADT/CALT/CADC).


“Eligible participants must be willing to engage in training or capacity-building activities and adopt new technologies while also respecting and recognizing what we call Indigenous Knowledge Systems and Practices (IKSP),” the coordinator explained.


For his part, Alvin P. Pantaon, a program beneficiary and member of a 51-person association from Sitio Mintapod, Hagpa, Impasugong, Bukidnon, praised the Department of Agriculture’s efforts in uplifting their community.


Through the 4K program, members were trained in agricultural technologies, including rice, corn, and tilapia culture. They also received abaca stripping machines and livestock animals.


“We need to realize that we cannot just rely on what nature provides us for food, especially now that our numbers have grown and nature can no longer sustain our food supply. So, we, the IP, need to adapt, continue, and be ready to cooperate,” Pantaon emphasized, urging others to pursue agriculture.


Racines also highlighted that the 4K program has collaborated with DA-10’s banner programs and special projects, along with its attached bureaus and agencies, NCIP, local government units, and the Philippine Army, to achieve its milestones.


Looking ahead, she shared that the 4K program plans to identify additional ICCs and IPOs to focus on for 2026–2028, with the goal of helping these groups transition into enterprising organizations that can secure stable markets and create sustainable livelihoods in the long run.


“We are already working on crafting cluster development plans for select IPOs,” the 4K program coordinator concluded.

Pipila ka kalohokan sa Kaamulan 2024 gipangandaman sa NCIP Bukidnon

Gipangandaman sa National Commission on Indigenous Peoples (NCIP)-Bukidnon Provincial Office ang pipila ka mga kalihukan nga gisalig kanila sa Provincial Government of Bukidnon (PGB) alang sa nagsingabot nga Kaamulan 2024

Sumala sa press release sa PAIA, isa ka Meeting uban sa Indigenous People’s Mandatory Representatives (IMPRs) ang gipangunahan sa NCIP Bukidnon niadtong Enero 26, 2024 nga gipahigayon sa Provincial Office niini sa Malaybalay City, Bukidnon.

Sa pagpakisayud ni Melinda Tulba, OIC sa Bukidnon Provincial Office, siya miingon nga “Yearly nga activity sa Bukidnon ang Kaamulan. Ang among participation sa NCIP isip lead agency nga magtabang sa atong mga kaigsoonang lumad, ang pagtan-aw sa kaayohan ug pagplastar sa mga kaigsoonan nga magpartisipar.”

Sa maong tigum sa IPMRs, gi-usa-usa pag-presenta ang mga kalihukan sa Kaamulan 2024, ug gipalawoman ang pagtuki sa Culture and Arts Exhibits, ingon man ang mga gabayan sa bag-o nga Laga ta Kaamulan, ug uban pa.

Sa Culture and Arts Exhibits, gisiguro sa pagkuha ang commitment sa matag IPMR sa 22 ka mga LGUs sa Bukidnon kabahin sa adlaw nga sila mag-presenta.

Gikahinaman usab sa mga tribal leaders ang maong pagpasundayag, sanglit ning higayona, aduna na’y nakataganang pondo isip pa-premyo kanila.

Mamahimong criteria sa gipangandaman nga Municipality/City ICCs/IPs Cultural Presentation ang mosunod: Exhibits nga 40 porsyento nga naglangkub sa kamahinungdanon sa butang sa kultura, pagkatinuod sa produkto o ginama sa IP, ug pagkanindot sa presentasyon.

Saysenta-porsyento usab sa Presentation sa ilang mga kulturanhong sayaw, kanta, mga traditional nga mga estorya, panultihon, ug mga kasaysayan nga nahimong tamdanan sa matag tribu.

Mitambong sa maong tigum si Regional Director Ordonio P. Rocero, Jr. sa NCIP Region X, kung diin mipadayag sa iyang pagdayeg sa kalig-on sa tribu sa Bukidnon.

Anaa usab si Provincial IPMR Atty. Arbie S. Llesis, kinsa mipadangat sa iyang pakigtimbayayong sa NCIP-Bukidnon ug gidasig ang kahiusahan sa pito ka tribu.

Kamulo pa usab gi-finalize ang mamahimong gabayan sa Laga ta Kaamulan ug gilauman nga magpatawag og laing panagtagbo alang sa pagplastar sa Free and Prior Informed Consent (FPIC) alang sa Kaamulan Street and Ground dancing contingents. (melbmadera)

Gihisgutan ang pagprotekta, pagpreserba ug pagpanalipod sa interes og katungod sa Indigenous Cultural Communities (ICCs)/Indigenous Peoples (IP) sulod sa probinsya sa Bukidnon, pinaagi sa kalihukan sa Kaamulan nga Pag-amol-amol daw Pagdaowa hu mga Tumindok (Kaamulan) niadtong Abril 4, 2023, sa Kaamulan Open Theater, Malaybalay City, Bukidnon

Uban sa tema nga “Bunsuda daw Bigula hu Kagdapeta” (Kaamulan Indigenous Peoples Assembly), gisiguro sa maong panagtigum nga mapasabot sa mga hingtungdan ahensya sa gobyerno ngadto sa lumadnong komunidad ang ilang mga katungod ug obligasyon ilabi na sa pagpreserba sa ilang kultura sanglit ang Bukidnon puy-anan sa pito ka tribu nga mao ang Higaonon, Bukidnon, Umayamnon, Manobo, Matigsalug, Tigwahanon ug Talaandig.

Sa maong tigum sa pitu ka tribu, gipalawom ang hisgutanan sa Indigenous People’s Rights Act (IPRA) ug ang implikasyon niini sa kinabuhi sa IP, polisiya ug disposiyon sa pagdumala sa mga ancestral domain, ingon man ang pahisgot sa gipasalig nga programa ug serbisyo alang sa ICCs/IPs aron mahimo silang lig-on, aktibo, ug manginlabot gayud sa mga butang may kalabutan sa ilang komunidad o katilingban.
