City of Malaybalay celebrates its 25th Charter Day

In celebration of the 25th charter day, the City Government of Malaybalay spearheaded a program on March 22, 2023, at the Bukidnon Folk Arts Theater, Kaamulan Grounds, this city

The 22nd of March calls for a citywide special nonworking holiday to particularly look at how far it has gone since the Malaybalay City Charter Day proclamation. Since the year Malaybalay was proclaimed one of the cities in the Philippines, the city’s growth has been nonstop.

In its 25th year, the theme “SAKA ta Malaybalay” focuses on the resounding tourism sector of the city. It is an abbreviation for sports tourism, adventure tourism, cultural tourism, and agri-ecotourism as a new tourism promotional branding of the city.

City Mayor Jay Warren Pabillaran joins the celebration along with City Vice Mayor Estilito Marabe, the city’s councilors, department and division heads, city employees, men in uniform, and barangay captains and its councils.

In his welcoming remarks,City Vice Mayor Mayor Marabe stressed that “a city should be competitive. Kay if dili kita magsugod, dili kita mo asenso. We will not wait for things to happen in Malaybalay; we should make things happen in Malaybalay. Dili na nato hulaton ang mga butang nga atong gi pangandoy, kinahanglan sugdan nato karon.”

Also, for this year’s celebration, the city conducted a series of activities that invited its private organizations, government sector, public schools, and generally any willing Malaybalaynons to participate.

In his State of the City Address, City Mayor Pabillaran highlighted the SHIELD development program accomplishments, plans, and various awards received by the city. “A flagship program that aligns with the development agenda of this administration for the people As I said during the inauguration, I cannot do it alone. I need the help of my fellow public servants. I need the help of all barangay officials. I need the help of God and my ancestors. Ang pinaka importante ako nangayog tabang sa mga, tao sa inyo. The people whom I served.”

“Malaybalay is what we have. We may have inherited it from our ancestors, but our ultimate responsibility is to make it a better place. A community we can be proud of and a more memorable place for the next generation. And I cannot do this alone. I have to share this vision.” he added.

A token of recognition was also given to the late municipal mayor and congressman, Hon. Reginaldo Tilanduca, who authored the cityhood and has contributed so much to making the city of Malaybalay we see today.

In her closing remarks, City Administrator Atty. Anna Marie R. Bergado delivers a short and concise message for everyone. “I became a living witness to the grandeur and beauty of Malaybalay. It may be corny to say pero na in love, gyud ko sa atong lugar. Sometimes we don’t realize it. Most of our tourists see what a treasure we have here in Malaybalay, and I know a lot of you share this feeling, this love, or this passion. And if we have loved, we will go a long way. Maka saka ta sa pinakataas nga bukid. We’ve come a long way since 25 years ago, and we will continue for the next 25 years to come. Saka nata Malaybalay.”

The city has a lot more space to improve, develop, and prosper.

This year, Charter Day is celebrated more simply as it celebrates the city’s progress while remembering the past, acknowledging the present, and armoring the future for all Malaybalaynons. (PR)

Malaybalay city gov’t honors the late Cong. Warly Tilanduca

The City Government of Malaybalay on March 22, 2023, recognized the late Congressman, Hon. Reginaldo “Warly” N. Tilanduca for his outstanding contribution to the City of Malaybalay, during the 25th Charter Day culminating program held at Kaamulan Folk Arts

Tilanduca, a three-term lawmaker during the 10th congress, representing the second district of Bukidnon authored House Bill No. 6275 for the Cityhood of Malaybalay.

He was a staunch public servant who also served as the Malaybalay Sangguniang Bayan member (1976-1980) and municipal mayor (1980-1986; 1988-1992) before he was seated in the congress. He chose to stay as a true son of Malaybalaynon in exchange for a lucrative profession as a renowned lawyer and certified public accountant.

25 years have passed and people have witnessed the progress and development. It is rightful and just to recognize the pride of Malaybalay, dubbed as the father of the City who authored the said house bill.

On February 11, 1998, the late former President Fidel V. Ramos approved and signed into law as cited in RA 8490, converting the municipality of Malaybalay into a chartered city.

The City and her people then celebrated Charter day on March 22. 25 years ago the voice of the people were heard through a referendum making Malaybalay the first component City in the province of Bukidnon.

In the program, City Mayor Jay Warren R. Pabillaran together with the City Officials presented and gave the token of recognition to the sister of Congressman Tilanduca, Ms. Aida Tilanduca-Solis.

Ms. Solis thanked the city government for remembering her brother’s stint as a public servant and leader. She expressed that the latter has great dedication and love for Malaybalay along with his great vision for the city. (PR)

DA-10, URC strengthens sustainable potato project in Bukidnon

CAGAYAN DE ORO CITY – To scale up the potato production in the province of Bukidnon, the Department of Agriculture – Regional Field Office 10 in partnership with the Universal Robina, Corp. turned over potato seed tubers to the different farmers’ associations (FAs) in Bukidnon on March 23, 2023

A total of 27,000 kilograms (kg) of Granola potato seed tubers were given out to nine farmer groups in Bukidnon and DA-10’s Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) as buffer stock.

Project recipients include FAs from Impasug-ong – Kibenton High-Value Crops Farmers’ Association (3,000 kg), Kubayan Agri Farmers’ Association (3,000 kg), and Intavas Agri Farmers’ Association (3,000 kg); Sumilao – Sumilao Farmers’ Indigenous Association (3,000 kg), Lupiagan Igorot Farmers’ Association (3,000 kg), and Licoan Growers’ Association (3,000 kg); Lantapan – United Ifugao Association in Mindanao (3,000 kg), and Cawayan Farmers’ Association (3,000 kg); and Malaybalay City – Imbayao Community Participatory Action Research (2,500 kg) and DA-10’s NMACLRC (500 kg).

“We are here, continuing our company’s commitment to farming communities to address challenges in terms of getting potato seeds, help with farmers’ livelihood and contribute to the improvement of the national productivity of potatoes,” shared URC Vice-President for Procurement Rebecca E. Yap.

OIC-Regional Technical Director for Research and Regulations Cora A. Dumayaca expressed her gratitude to URC for the continued partnership and remarked, “This is very beneficial to our farmers as potato seeds constitute 60% of the overall cost of production. We hope that the associations will be able to sustain their production.”

On receiving the project, Crisilda D. Paguyod, Licoan Farmers’ Association president, thanked DA-10 and URC, especially that acquiring potato seeds has been one of their challenges.

She further added that Granola is well suited in their area and that the seeds they received will be distributed to 20 farmer-members of their group. (DA RFO-10)

Malaybalay City saved P57M by broadcasting online bidding sessions – Mayor Pabillaran

MALAYBALAY CITY – Live broadcast of online bidding sessions conducted by the bids and awards committee (BAC) as part of the “initiative for competitive bidding” enabled the local government to save P57 million, City Mayor Jay Warren R. Pabillaran said

”Transparency in the delivery of public service has been my utmost thrust. Every day I commit myself to give everyone a fair share of their taxes,” he said in his State of the City Address during the 25th Charter Day Celebration program on March 22 at the Folk Arts Theatre here.

Pabillaran cited that his first directive was to require the BAC to reach out to more eligible bidders in Malaybalay. All bidding sessions are now broadcast live via social media, he said.

”I firmly believe that transparency deters corruption. For corruption weakens the rule of law and erodes the confidence of our people in our government,” he added.

The mayor said the city government appropriated a total of P651 million for 253 infrastructure projects in 2022.

He said the projects included buildings, roads, bridges, water systems, flood control, electrification, and other infrastructures.

He noted that through the concerted effort of different offices and divisions, Malaybalay increased its Consolidated Gross Local Income to P221 million in 2022, “the highest” so far for the city.

Pabillaran highlighted the accomplishments so far of his administration’s SHIELD flagship programs and reported the savings under “Integrity in governance and public service”.

In his inaugural speech in June 2022, the mayor presented his six-point governance agenda dubbed “S.H.I.E.L.D.” or kalasag in Binukid. The acronym represents the thrusts of his administration: Safety, Health, Integrity in governance, Environment, Leading to agricultural eco-tourism, and Development in infrastructure.

Pabillaran started serving as mayor from March 2022, when, as vice mayor, he assumed the post by succession, following the death of Mayor Florencio T. Flores Jr. He won the mayoralty race in May 2022.

He called for cooperation in boosting the faith and wisdom of the people in governance and public service.

He said the city bagged last year the Seal of Good Financial Housekeeping from the Department of the Interior and Local Government for its transparent, accountable, and timely financial reports.

Valencia City, Bukidnon’s other component city, and 15 of the province’s 20 towns also passed the evaluation for the seal.

Pabillaran also noted that the year-round one-stop-shop business registration also increased the number of establishments that registered thereby spurring economic activities after the pandemic.

Innovation in the assessment process by the City Assessor’s Office resulted in P55 million worth of real property tax in 2022, he said.

He thanked the city council for the live broadcast of its sessions and urged its members to build on the spirit of unity based on commonalities.

”We may have different approaches but our priorities do not need to contradict,” he added.

Malaybalay became a component city of Bukidnon through Republic Act No. 8490. It was Republic Act No. 8813 that declared March 22 as the Charter Day of the city.

The local government recognized the role of former Malaybalay mayor and 2nd District representative Reginaldo N. Tilanduca, who authored the conversion of Malaybalay into a city. Bukidnon’s Kaamulan opens with calls for unity

MALAYBALAY CITY — Top officials of Bukidnon urged unity towards progress as the Kaamulan, a festival that aims to showcase the province’s indigenous cultures, formally opened on Saturday with a ritual and other colorful activities

Gov. Rogelio Neil P. Roque, overseeing his first Kaamulan as governor after winning the post in the May 2022 elections, called for a focus on positive similarities for the entire province.

He said lessons on unity could be learned from the indigenous peoples of Bukidnon, whose different traits have not stopped them from coming together [for the festival].

Kaamulan traces its etymology to “amul-amul,” which means to gather or come together in Binukid, the province’s indigenous language.

This year the festival carries the theme “One Bukidnon: A celebration of unity in cultural diversity.”

”Let us gather together in a peaceful brotherhood for a peaceful and prosperous Bukidnon,” Roque said, adding the focus should not be on individual music but on harmony, the music sum, which he said “is greater than the music played by individual parts.”

He urged Bukidnon’s 1.5 million residents in 464 barangays, 20 towns and two cities, and seven tribes to “bond” as “one Bukidnon.”

In the run-up to the May 2022 elections, then 4th District Rep. Roque ran with the slogan “Bagong Bukidnon” (New Bukidnon).

The governor also expressed hope for a better economy for the province after the pandemic, which stalled the staging of the Kaamulan in 2020, 2021, and 2022.

”Finally we can celebrate the Kaamulan… I can see our patronage of food and goods. I hope that our merriment may result in the rise of our economy, in business, tourism, and others,” he said in his remarks, made after the presentation of the contingents in the elementary category of the drum and lyre competitions.

Vice Gov. Clive D. Quiño thanked other officials and organizers for the staging of Kaamulan 2023 and offered thanks to God for stopping the pandemic and allowing the celebration.

He said the people of Bukidnon, like the seven tribes, are strongly united, understanding, and loving, which to him is the “spirit of Kaamulan.”

Earlier, Roque and Quiño led local and regional officials in the ribbon-cutting, which was done after the pamukalag, a traditional ritual led by baylans (shamans) and elders of the province’s seven tribes.

According to a briefing kit provided to the media, the pamukalag is a pangabli, or an opening ritual, which is traditionally done before any tribal activity is started. The ritual is done as a pangampo or an offering of aspirations and prayers to keep the Kaamulan activities away from accidents and other untoward incidents and for peace and order to prevail instead.

The shamans offered a pig and seven chickens of different colors in the ritual, the chickens symbolizing the seven tribes.

Datu Bagani Arbie S. Llesis, the indigenous people’s mandatory representative to the Sangguniang Panlalawigan, said he is hoping for the passage of the IP Code in the province to ensure a budget for the IPs.

He said that since Bukidnon is now a “shared territory” of Lumad and non-Lumad, the IPs should be included in the province’s development.

He recounted the time when it was the Lumad who accommodated and helped the settlers when they arrived in Bukidnon.

He said it may be high time for the settlers to “return the love back to the IPs.”

CHO celebrates Rabies Awareness Month; Malaybalay records zero case of human rabies in 2022

Rabies is one of the deadly diseases and considered one of the public health concerns

As part of the health promotion and advocacy of the Rabies Prevention Control Program of the Center for Health and Development – Northern Mindanao in coordination with Bukidnon Provincial Health Office and Malaybalay City Health Office (CHO), a Rabies Awareness Caravan was conducted on March 16, 2023, at Loiza’s Pavilion, Casisang, Malaybalay City.

This activity aims to increase awareness about rabies infection, prevention, control, and elimination.

The said event started with a motorcade from City Health Office to Capitol then Loizas Pavilion where a forum was held.

A total of 145 participants attended the launching each represented by Barangay Kapitan, Kagawad on Health, Chief BPSO, Midwife, and BHW president from all Poblacion 1, selected Poblacion 2, and Highway District Barangays.

Provincial Health Office II, Dr. Gary Guido C. Tabios, Jr., welcomed the guests and participants. Then followed by an inspirational message from Dr. Vincent C. Raguro, MPH (Provincial Department of Health Office Bukidnon – Development Management Officer V).

With the theme “Rabies- Free na Pusa’t Aso, Kaligtasan ng Pamilyang Pilipino”, speaker Ms. Jenny Alabado, RMT, Regional Rabies Coordinator stressed that “Rabies is a horrific way to die. Once symptoms show, it is 99.9% fatal. However, it is 100% preventable.”

Meanwhile, speaker Dr. Enrique Miguel Degamo, MPH, MO III, added that Dogs are primarily responsible for rabies virus transmission to humans.

Among the topics tackled, Dr. Mary Ann S. Valdez, Veterinarian IV, Malaybalay City Veterinary Office also discussed about RA 9482, or Anti- Rabies Act of 2007, prescribing penalties for pet owners violating this act.

Provincial Health Office Rabies Prevention and Control Program Coordinator, Mr. Carlo C. Calleja, have reported Rabies Case Status of Bukidnon and Malaybalay City has Zero case of Human Rabies for year 2022.

The activity was facilitated by the City Health Office Rabies Team, Dr. Susan Marie S. PunongBayan, Nurse Coordinator Maila A. Manuel, Assitant Nurse Coordinator Frances Charmaine Lazalita, Marlyn Bagonoc, staffs Noel Michael Mutya, Daphne Castillo with the help of the National Health Worker Support System – Nurse Deployment Program of the Department of Health.

Further, Dr. Susan Punongbayan reminded us about ONE Health approach that helps protect the health of all living beings and imparted a closing phrase “Kagat Aso, Patay Tao.”

In addition, the City Health Office – Rabies Prevention and Control Program continues to provide services through the presence of our Animal Bite Center which is open every Monday and Thursday at the CHO, and via information dissemination by doing lectures and distribution of leaflets with the help of the Midwives, Human Resource for Health and Community Volunteer Health Workers in the Barangays.

Learning package for parents to strengthen knowledge on adolescent sexuality, other health-related concerns

The City Health Office – Population & Development (POPDEV) of Malaybalay conducted “Learning Package for Parents’ Education (LPPeD)” class on March 9, 2023, at Barangay 1, Malaybalay City

It was attended by 14 parents together with the barangay health worker, barangay population volunteer, and the assigned midwife.

The 1-day activity was designed in order for parents to be equipped with the necessary knowledge on adolescent sexuality and other health-related concerns. Further, it was also intended for couples especially parents with adolescent children.

It aims to highlight the role of parents as the primary source of accurate and sound information on the subject as they prepare their children to become responsible adults and citizens of the community.

The program envisions reinforcing the bond between the parents and their children. It captures full understanding and appreciation of the importance of communication, and family relationships along with their adult children.

LPPeD is one of the demand generation activities under the Adolescent Health and Development program of the Commission on Population and Development (POPCOM). (PR)

CCP features Bukidnon’s Sammy Asuncion as an icon in Philippine music

Here is the entry on Sammy Asuncion in the Cultural Center of the Philippines’ Encyclopedia of Philippine Art, Volume 7, Music

Samuel Villaseñor Asuncion (was born) in Malaybalay, Bukidnon (on) 6 December 1953. Guitarist and Multi-instrumentalist, vocalist, arranger, composer, musical director, album producer, and film scorer.

He is the son of Concordia Villaseñor, a High School Principal, and Leandro Asuncion, a school district supervisor. He is primarily known for his work with the band Spy, Pinikpikan, and Kalayo. Asuncion’s father was a musician who played the violin and piccolo. It was from him that Asuncion received his first formal instruction in music. Asuncion actively performed in grade school and high school playing guitar and singing in various school activities and convocations. In college, he performed blues band, which did cover off Jimi Hendrix and Santana.

After getting his degree in Business Management from Ateneo de Cagayan or Xavier University, he left Bukidnon in 1976 to explore the Manila music scene. He then formed the band Southern Blues, playing blues and rock-and-roll in the Manila bars that were popular during that time such as Hobbit House, Bodega Mabini, Kola House in Kalaw, and My Father’s Moustache along with M.H del Pilar St. in 1982, he teamed up with Lolita Carbon and Popong Landero, and they toured all over the Philippines as trio Lolita and the Sulabama.

In January 1983, Asuncion left Manila and moved to Paris, France, where he had gigs, playing as a solo act in cafes and bars. This eventually led him to collaborate with international musicians, resulting in the group High Hats composed of musicians from Cape Code Massachusetts, and the band On The Spot, which he established with a French mulatto musical artist.

Around this time, Asuncion would often fly back to Manila for short breaks. One such visit gave birth to Eurasia, dubbed as the “first local reggae band” in the Philippines. Asuncion did guitar and vocal duties alongside Rico Velez on Bass, Pete Canzon on saxophone, and Rene Tengasantos on drums. When Asuncion returned to Europe, Eurasia reshuffled its lineup and eventually became Cocojam.

In 1990, Asuncion formed the seminal band Spy with Viennese drummer Fritz Barth and Parisian bassist Maurice Cassanove. Spy Played in concerts in France and did a musical tour in Germany, before finally making Manila their permanent home base. They went on to produce five albums: Spy by Spy, Come on Home, Reggae Man, Global Unity, and Cosmic Blah Blah. As of 2014, Spy’s new roster of members are Reli de Vera on drums and Louie Talan on bass. Talan’s additional bass duties for Asuncion’s other bands, such as Pinikpikan.

Originally starting as a drum circle in 1989, Pinikpikan eventually evolved into a world music performing group with a full-band setup when Asuncion stepped in. The band played regular gigs in various folkhouses and art spaces, such as 70s Bistro, and Penguin. And Verve Room. It also played in major art and music festivals in Baguio, Cebu, and Davao, and represented the Philippines in Cambodia and Singapore.

Under Asuncion’s tutelage, Pinikpikan garnered five recognitions from the Katha Music Awards in 2000 for their album Atas (Duty),1999, and bagged the prize in the categories Album of the Year, Best World Song, Best World Performance, Best World Album, and Best Instrumental Performance. In 2008, Pinikpikan adopted a new name, Kalayo, which means “Fire” in Hiligaynon.

The year 2012 saw Asuncion returning to his blues roots, playing guitar for the group Kat Magic Express, which bagged the prize in the First Philippine Blues Competition (PBC) conducted by the Philippine Blues Society. In 2014, Asuncion’s new band Glass Cherry Breakers emerged victorious in the 3rd Philippine Blues Competition and was selected to represent the Philippines in the 31st International Blues Challenged in Memphis, Tennessee, in Jan 2015. Its members include Maegan Aguilar on vocals, Louie Talan on bass, Nikki Cabardo on keyboards, and Boyet Aquino on drums.

As of 2015, Asuncion teaches music at the secondary and tertiary levels at the European International School in Parañaque. (BukidnonNews.Net)
