Agri-10 rolls out P2.934-M fuel subsidy to Valencia City farmers

VALENCIA CITY, Bukidnon – The Department of Agriculture – Northern Mindanao (DA-10), helmed by Regional Executive Director Jose Apollo Y. Pacamalan, rolled out about P2.934 million (M) in fuel subsidies to farmers who own or rent functional agricultural machinery for food production

On August 19, some 978 eligible farmers received their fuel assistance allocation worth P3k each, which was loaded into the DA Intervention Monitoring Card (IMC), issued in partnership with the Universal Storefront Services, Corp.

Per implementing guidelines of the Fuel Assistance to Farmers Project for FY 2023, the fuel subsidy aims to temper the farmers’ brunt on fuel expenses, which forms part of the important operating costs in farming; thereby, enhancing their resiliency and cushioning the impact of the surge of oil price hikes in the agricultural sector.

Eligible recipients are either individual farmers or farmer-members of a Farmer Cooperative Association (FCA) with proof of machinery ownership or rental agreement uploaded in the Agricultural and Biosystems Engineering Management Information System (ABEMIS), and further, they must be listed in the Registry System for Basic Sectors in Agriculture (RSBSA).

Valencia City Mayor Azucena P. Huervas, a staunch supporter of the local farming community, has been instrumental in facilitating the provision of fuel assistance from the national government through the DA. Her efforts are particularly noteworthy given the challenges that farmers in the locality are facing, such as the El Niño-triggered effects on their planting and other farm operations.

DA-10’s partner on the ground in the validation of farmer-beneficiaries, the city agriculture’s office of Valencia headed by Connie L. Dalangan, congratulated the farmers to have been granted intervention by the government, as the fuel assistance will help mechanize and modernize their agricultural production systems.

“I hope that you have felt the presence and sincerity of the government, that through this gesture [of providing fuel subsidy], it may serve as an inspiration [to all our farmers] to work even harder to augment their yield and income.” the city agriculturist remarked.

Spearheaded by the Regional Agricultural Engineering Division of the DA-10, the agency is set to cap off this week’s fuel assistance distribution tomorrow, August 20, in Kitaotao town, where P1.212-M will be dispensed to 404 farmers in the said locality via their DA IMC. (JLO)

Mayor Huervas eyes gubernatorial post

VALENCIA CITY, Bukidnon (May 18, 2024) – Last-termer Valencia City Mayor Azucena P. Huervas intends to run for the province’s highest elected office

She launched her candidacy for provincial governor in the May 2025 local elections.
The declaration took place on May 18, 2024, at the Valencia City Gymnasium and Cultural Center.
However, she clarified that she will file her certificate of candidacy as soon as no Zubiri family member runs for the office.
She’s referring to the family of former Governor Jose Ma. R. Zubiri Jr. whom she regarded as her political mentor.
The former governor chose her to replace the late Valencia City Vice Mayor Banjamin Verano, and she later became mayor.
If her proposal goes through, she will run against her compatriot incumbent provincial Governor Rogelio Neil P. Roque.
When asked about her probable tandem, she stated that she did not consider having one due to the incumbent vice governor, Clive Quiño.
Huervas stated that she has the right to run for office and allow the people to decide.
She went on to say that even if she lost, she has no regrets.
Mayor Miguel Silva of Pangantucan, a last termer, is reportedly seeking for the same position but has yet to confirm his candidacy.
Huervas has been chosen as Bukidnon Provincial Chairperson of the PFP.
Meanwhile, fourth district board member Rodrigo Rosal also announced his candidacy for Valencia City mayor, a position to be vacated by Huervas.
Huervas, Rosal, and others took their oath as members of the Partido Federal ng Pilipinas (PFP), President Ferdinand “Bongbong” R. Marcos Jr.’s political party, on the day they declared their candidacy.
When asked about his tandem, Rosal stated that they already have candidates to evaluate and that the selection process will be done sooner.

Valencia town of Bohol, Valencia City ink sisterhood, partnership pact

MALAYBALAY CITY, Bukidnon (January 14, 2024) – Valencia City of the landlocked province of, Bukidnon and Valencia Town in Bohol province recently celebrated a historic moment

They formalized their sisterhood and alliance by signing a Memorandum of Understanding (MOU) on January 12, 2024, at Uno Business Hotel.

Valencia City Mayor Azucena P. Huervas and Valencia, Bohol Mayor Neil Balite signed the MOU in the presence of other officials.

According to a press statement, the MOU aims to strengthen economic ties by encouraging higher commerce, trade, and investment, as well as boosting mutual progress in other areas of governance.

During the ceremony, Huervas and Balite gave heartfelt speeches emphasizing the two LGUs’ shared ideals and objectives, as well as their historical connections.

Valencia City was named after the town of Valencia in Bohol.

Officials and representatives from both LGUs attended the signing ceremony and are looking forward to the good impact of the sisterhood and collaboration.

They also underline the importance of teamwork in establishing opportunities for residents and exchanging best practices. (melbmadera)

Brgy. Poblacion rules Valencia City Street dancing, ground presentation

MALAYBALAY CITY (January 14, 2024) – Valencia City’s Brgy. Poblacion has won big at its 23rd Charter Day Celebration on January 12, 2024

Brgy. Poblacion won the most coveted street dancing and ground presentation titles, beating out nine other participating barangays.

It also received the Best Product Queen and Best Costume prizes.

Meanwhile, Brgy. Catumbalon placed second in both street dancing and ground presentation.

Brgy. Lurugan won third place in the street dancing competition while Brgy. Kahaponan took third place in the Ground Dancing competition.

The competing barangays gave their best performances in the event, showcasing their individual barangay agricultural products.

City Mayor Azucena P. Huervas and City Councilor Cecile Mabao-Caballero, chair of the Tourism and Beauty Committee led the renowned event.

Valencia City is a second-class component city in Bukidnon province.

According to the 2020 census, it has a population of 216,546 people.

Valencia City, often known as the City of Golden Harvest, became a city on January 12, 2001, with the approval of Republic Act No. 8985.

The city is the most populous among all cities and municipalities, and the 6th largest in terms of area in the province of Bukidnon.

It is also the most populous inland/landlocked city in Mindanao. It is the third most populous city in Northern Mindanao, after only Cagayan de Oro and Iligan.

7 FMR projects in Valencia inaugurated

MALAYBALAY CITY, Bukidnon (Dec. 26, 2023) – Seven newly completed farm-to-market roads in Valencia City were turned over to seven beneficiary barangays that were previously under the grip of insurgency

According to a press announcement from the local government, the ceremonies were held on December 22, 2023.

The project beneficiaries are barangays Dagatkidavao, Mabuhay, Sinayawan, Tongantongan, Lourdes, Lumbayao, and Sinabuagan.

Each project has a budget of PhP4 million.

The projects were carried out in accordance with Executive Order No. 70, an order that institutionalized the whole-of-nation approach to achieve inclusive and sustainable peace by providing programs such as infrastructure construction and social services to villages in suppressing insurgency.

City Mayor Azucena P. Huervas expressed her gratitude for the completion of the projects that will greatly help the development of the beneficiary barangays.

The ceremony was attended by DILG Bukidnon Cluster Head Glenda Hope Beley, CLGOO Jan Eric Manasan, Assistant City Administrator Rembert Bautista, officials from the six barangays, and project contractors. (melbmadera)

Valencia City receives award for pop, dev’t program

In a ceremony held at Chali Beach Resort in Cagayan de Oro City on November 16, 2023, the City of Valencia was honored with the 2023 Regional Kaunlarang Pantao Award for their exceptional efforts in advancing the Philippine Population and Development Program (PPDP)

The award, formerly known as the Rafael M. Salas Population and Development Award, is a recognition program organized by the Commission on Population and Development (CPD) to acknowledge the significant contributions of partners in achieving the goals and objectives of the PPDP.

Valencia City, known for its commitment to improving the lives of its residents, secured First Place in the City Level category.

The city was presented with a plaque of recognition and a cash prize of P40,000 in recognition of their outstanding achievements.

Furthermore, the Population and Development Division of the City Social Welfare and Development Office was also acknowledged for its efforts in implementing a functional Information and Service Delivery Network for the Adolescent Health and Development Program.

Population Program Officer III, Ms. Ruby A. Revilla, and Social Welfare Assistant, Ms. Hanilyn M. Canato, were individually recognized and awarded plaques for their dedication and commitment to the implementation of the PPDP and Adolescent Health Program in Valencia City.

LGU Valencia breaks ground for Tourism project

The upcoming facility, with a project cost of P7 million under the FY 2022 Seal of Good Local Governance Incentive Fund, is poised to be a valuable addition to the city’s tourism infrastructure.

It will provide comprehensive information and support to visitors, create job opportunities in the community, and offer a warm welcome and guidance to tourists as they explore the breathtaking scenery of Mt. Anahawon, well-known for its sea of clouds.

6 Bukidnon leaders ranked in R-10 performance survey

MALAYBALAY CITY, Bukidnon – Four Bukidnon district representatives and two mayors were among the top-performing elected public officials in Northern Mindanao

This is based on the recent independent and non-commissioned “Boses ng Bayan” nationwide performance survey of public officials conducted by the RP-Mission and Development Foundation Inc. (RPMD).

The four Bukidnon members of the House of Representatives are 2nd Legislative District Rep. Jonathan Keith T. Flores and 3rd Legislative District Rep. Jose Ma. R. Zubiri Jr., 4th Legislative District Rep. Laarni L. Roque, and 1st Legislative District Rep. Jose Manuel F. Alba.

Flores ranks third, Zubiri and Roque ranks fourth, while Alba ranks fifth.

The job performance rating for Flores was 84.8 percent; Zubiri got 82.5 percent; Roque gained 82.1 percent; and Alba received 80.3 percent.

The 2nd legislative district of Misamis Occidental and the 1st and 2nd legislative districts of Cagayan de Oro City got the top spot.

On the other hand, the second spot was obtained by Iligan City’s lone legislative district and the 1st and 2nd legislative districts of Misamis Oriental.

Aside from Flores, the other three legislative districts in the third spot were Lanao del Norte’s 1st and 2nd districts and the 1st district of Misamis Occidental.

While on the fourth spot with Zubiri and Roque is Camiguin’s lone district.

The RPMD said that this “House of Representatives Public Satisfaction” survey for the Northern Mindanao Region is an integral segment of the nationwide “RPMD’s Boses ng Bayan” poll conducted between September 20-30, 2023.

For the city mayor category, last termer Valencia City mayor Azucena P. Huervas got the fourth spot while first termer Malaybalay City mayor Jay Warren R. Pabillaran placed fifth.

Mayor Huervas gained 83.5 percent of the job performance rating, while Mayor Pabillaran garnered an 82.9 percent rating.

The released performance evaluation survey of RPMD offers a nuanced and objective review of the efficacy of City Mayors across the Northern Mindanao Region.

The RPMD stated that the evaluation was anchored on seven fundamental parameters: service delivery, financial stewardship, economic development, leadership and governance, environmental conservation, social programs, and community involvement.

Administered by RPMD, this exhaustive survey covered various cities and districts across regions, capturing perspectives from 10,000 registered voters.

The RPMD clarified that the employed sampling methodology guaranteed a margin of error of ±1% at a 95% confidence level, with the selection of respondents being randomized and proportionally aligned with official voting population data.

Dr. Paul Martinez, a Global Affairs Analyst and RPMD’s Executive Director emphasized the pivotal role of such evaluations, noting, “Consistent assessments are paramount to ensuring our district representatives are meeting their responsibilities effectively.”

OneRicePH held in Valencia

VALENCIA CITY, BUKIDNON – The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) through its Research Division, conducted recently a field day on OneRicePH: Expanded On-farm Technology Demonstration for the wet season, in Barangay Kahapunan

According to PhilRice Central Office representative Pinklet Athen Canilang, OneRicePH is a collaborative project of the Philippine Rice Research Institute (PhilRice), International Rice Research Institute (IRRI), University of the Philippines Los Baños (UPLB), DA, and the local government units (LGUs) to unify rice breeding dissemination strategies that will increase genetic gain and improve grain quality and nutrition.

“The project aims for the development of a product concept for target rice market segments and the establishment of a national breeding network,” she said.

With a total area of 5.1 hectares implemented by co-operators, comprising of a seed grower and three farmers, said techno demos showcased inbred rice varieties such as NSIC Rc 512, NSIC Rc 506, and NSIC Rc 508, which are intended for irrigated lowland ecosystem.

The performance of the said varieties as a result of also employing optimum nutrient management and associated rice cultivation technologies, was witnessed and evaluated by farmer representatives of the different 13 Irrigators’ Associations in the city.

Initially, the results of the participatory varietal selection were presented, yielding higher results compared to the targeted 7.50 tons per hectare.

Maridith A. Flores, senior science research specialist and OneRicePH focal person of DA-10 remarked that the activity also paves the way to showcase the benefits of using recommended rice varieties and their yield potential, streamlining the country’s rice breeding strategies and variety dissemination.
