Turnover, Blessing of new city gov’t vehicles, motorcycles held

The City General Services Office (CGSO) hosted the “Blessing for Newly Acquired Vehicles and Motorcycles of the City Government of Malaybalay” ceremony on September 21, 2023, at the City Hall’s parking lot. City Mayor Jay Warren R. Pabillaran, along with esteemed officials from the Sangguniang Panlungsod, graced the occasion, marking another important event in the city’s public service

Mayor Pabillaran expressed his appreciation for the arrival of a new fleet of government vehicles, acknowledging the late Mayor Florencio Flores for initiating this significant move. He shared his hopes that these newly acquired vehicles would enhance and expand the services offered to the city’s constituents.

The event, attended by various department heads and distinguished guests, witnessed the blessing of 14 service vehicles and 11 motorcycles. Father Mariano Chia officiated the blessing ceremony.This milestone underscores Malaybalay City’s commitment in improving public services and fulfilling its mandate. The new vehicles and motorcycles are expected to enhance government efficiency, furthering the city’s mission of providing better and more accessible services to its constituents.

The breakdown of vehicle allocations is as follows:

Toyota Hilux Pick-up Trucks (5 units) are allocated to the City Agriculture’s Office, City Engineer’s Office, Office of the Building Official (OBO), Philippine National Police (PNP), and TMC.

Mitsubishi Strada Pick-up Trucks (4 units) allocated to the City Assessor’s Office, CDILG, City Veterinary Office, and Malaybalay City Government Water Supply System (MCGWSS); Toyota Innova designated for the City Administrator’s Office; Mitsubishi Montero SUV assigned to the City Health Office; Toyota Hi-Ace Transport Commuter Van turned over to the Barangay Government of Sto. Niño; and Toyota Avanza (2 units) allocated to SP Flores and SP Orquia.

Motorcycles were also distributed to various city offices: Honda CFT 125 (5 units) for OBO; Honda XR-150 (4 units) City Treasurer’s Office; Honda CRF to MCGWSS; and Honda Click to Parole and Probation Office. (LGU Malaybalay)

Malaybalay City approves the Automatic Fare Matrix System of Motorela operations

The Sangguniang Panlungsod approved Ordinance No. 1023 Series of 2023 – An ordinance adopting the Fare Matrix System of Motorela Operations in the City of Malaybalay

Due to the fluctuation of gas prices, the Chairman of the Committee on Transportation and Traffic Management, Hon. Niko P. Aldeguer, proposed an ordinance adopting an automatic fare matrix system and pakyaw fare matrix for motorela operations within the City of Malaybalay.

The pandemic and recent events (e.g. war in Ukraine vs Russia) have severely affected the world market and thus caused fluctuation in fuel prices.

A public hearing was conducted by the Malaybalay City Franchising and Regulatory Board (MCFRB) relative to the proposed automatic fare matrix system.

After carefully considering the discussion during the public hearing, the MCFRB resolved to adopt the said fare matrix system.

The fare matrix system had been derived from computing the average number of passengers, fare, gasoline consumption, trips, and maximum daily rounds fewer expenses (e.g. gasoline expenses, motorela rental).

After thorough deliberation during the 57th regular session on August 22, 2023, the said ordinance passed and approved on the third reading. The Hon. City Mayor Jay Warren R. Pabillaran also approved and supported the implementation of the said ordinance. (LGU Malaybalay)

Malaybalay City declares ‘State of Calamity’ as floods devastate barangays

In response to the widespread devastation caused by heavy floods resulting from torrential and continuous rains triggered by the Inter Tropical Convergence Zone (ITCZ), the Sangguniang Panlungsod has approved SP Resolution No. 2023-0409, declaring Malaybalay City under a “State of Calamity.”

This declaration enables the City Government to access calamity funds and immediately assist the affected communities.

The resolution was endorsed by City Mayor Jay Warren R. Pabillaran, who presented CDRRMC Resolution No. 007, Series of 2023, to the Sangguniang Panlungsod on June 26, 2023, seeking approval for the declaration. The City Mayor highlighted the urgency of the situation and the need for coordinated efforts to address the challenges faced by the affected barangays.

Rapid Damage Assessment and Needs Analysis (RDANA) report revealed that at least 13 barangays in Malaybalay City experienced significant damage on June 21, 2023. The floods caused substantial damage to residential properties, public structures, schools, and business establishments, as well as local farmers’ agriculture and livestock products.

Following careful deliberation during the 49th regular session on June 27, 2023, Councilor Royland M. Orquia, Chairman of the Committee on Peace and Order motioned to declare Malaybalay City under a State of Calamity. The august body unanimously agreed on the resolution, emphasizing the urgent need to provide immediate relief and support to the affected communities. (LGU Malaybalay)

Ang Sawaga River Conservation and Management Ordinance of 2023 nagdeklara sa Sawaga River ug sa mga kasikbit nga dapit sulod sa hurisdiksyon sa dakbayan sa Malaybalay isip isa ka priority conservation area.
Base sa pahibalo sa Malaybalay City Government, ang giaprobahan nga ordinansa naglangkob sa lain-laing mga lakang aron mapanalipdan ug mapreserbar ang Sawaga River, ug ang legal nga easement niini.
Ubos sa ordinansa, ang mga Local Government Units (LGUs) gimanduan sa pagsiguro sa pagpatuman sa makatarunganon ug praktikal nga mga lakang sa pagpanalipod, pag-restore, ug pagpauswag sa kalidad sa kinaiyahan, subay sa mga prinsipyo sa ecologically sustainable development. SP Malaybalay approves resolution on City Tourism Dev’t Plan for 2023-2027

Malaybalay City, Bukidnon – In a significant move to promote economic growth, social development, and preserve cultural and natural heritage, the City Tourism Development Plan for Calendar Years 2023-2027 was unanimously approved during the 47th Regular Session of the 9th Sangguniang Panlungsod of Malaybalay held on June 13, 2023

Councillor Royland Orquia, the SP Chair on Tourism and Vice Chair on Tourism Council presented the endorsement of City Mayor Jay Warren R. Pabillaran, along with a letter from Honolu Marie C. Cruzin, the Supervising Tourism Operations Officer.
The resolution was proposed to the 9th Sanggunian with Vice Mayor Estelito R. Marabe presiding over the session at the Old City Hall in Malaybalay City.
The meeting began with Cruzin’s presentation of the City Tourism Road Map.
Following this, Councillor Orquia and the members of the Tourism Committee, Councillors Brian Nelson Flores and Allan Ryan O. Legaspi, addressed queries and provided clarifications. The councilors then recommended the adoption and approval of the City Tourism Development Plan.
The motion to adopt and approve the Malaybalay City Tourism Development Plan for 2023-2027 was seconded by the members of the City Council, and the resolution passed without further discussion. The motion of Councillor Orquia was hereby approved by the majority votes of the members present on its third and final reading.
The approved resolution signifies the City Council’s recognition of the pivotal role tourism plays in stimulating economic growth and fostering social development. Furthermore, the plan aims to make the City an attractive destination for tourists.
