P23 minimum wage hike in Northern Mindanao takes effect

CAGAYAN DE ORO CITY — The daily minimum wage in Northern Mindanao increased by P23 for private non-agricultural workers starting January 12, 2025. Agricultural workers also received a P23 increase on the same date, with an additional P12 effective July 1, 2025, bringing the total increase to P35

This means that by July this year, the minimum wage for both non-agricultural and agricultural workers will be the same: P461 for Wage Category 1 and P446 for Category 2.
Wage Category 1 includes the cities of Cagayan de Oro, Iligan, Malaybalay, Valencia, Gingoog, El Salvador, Ozamiz, and the municipalities of Tagoloan, Villanueva, Jasaan, Opol, Maramag, Quezon, Manolo Fortich, and Lugait.
Meanwhile, Wage Category 2 covers all areas outside Wage Category 1, as well as retail and service establishments that employ no more than 10 workers.
In a press conference of the Regional Tripartite Wage Board (RTWPB) Region 10, chaired by the Department of Labor and Employment (DOLE)-10, this minimum wage rate adjustment for the private sector in Northern Mindanao, under Wage Order No. RX-23, underwent a series of wage consultations and public hearings attended by representatives from both the workers’ and employers’ sectors.
“We took into consideration the poverty threshold in Region 10. When we say poverty threshold, that’s the minimum income required to meet the basic needs of our people,” said Mylah Faye Aurora B. Cariño, vice chairperson and regional director of the National Economic Development Authority (NEDA)-10.
Limuel R. Oliverio, a labor representative of the Mindanao Alliance of Land Transport Unions (MALTU), shared that they have come up with this increase to ensure a compromise between employers and workers.
“We have to balance because small establishments should at least be able to cope and maintain jobs. If we want, we can go beyond P461, but it should not go below P461,” Oliverio said.
Meanwhile, Engr. Milbert M. Macarambon, a labor representative from the All Workers Alliance Trade Unions-Trade Union Congress of the Philippines (AWATU-TUCP), explained that they went through a consultation process involving both the labor and management sectors.
“The inflation rate was also discussed and is one of the criteria used for issuing the wage order,” he said.
Similarly, domestic workers, or Kasambahay, in Region 10 will receive a P1,000 increase, raising the minimum monthly wage from P5,000 to P6,000, as mandated by Wage Order RBX-DW-05.
Atty. Joffrey M. Suyao, chairperson and regional director of DOLE 10, announced that starting January 12 this year, the new monthly minimum wage for domestic workers cannot be less than P6,000.
Domestic workers, or Kasambahay, cover general house helpers, cooks, nannies, gardeners, laundry persons, or anyone who regularly performs domestic work in one household on an occupational basis. OCD equips regions with water filtration, communication systems for emergencies

CAGAYAN DE ORO CITY (August 20, 2024/PIA) — The Office of Civil Defense enhances its disaster preparedness and response capabilities by investing in water filtration systems and reliable communication technologies

According to OCD-10 Director Antonio Sugarol, these initiatives are part of a broader strategy of OCD’s Administrator, Usec. Ariel Nepomuceno, to modernize and equip the organization with the resources necessary to effectively address emergencies.

He said OCD has initially equipped its regional offices with water filtration units, recognizing the critical role of clean water in emergencies.

The regional director also shared plans to acquire additional units similar to those used by the Metro Manila Development Authority (MMDA) that can rapidly purify contaminated water, providing a vital lifeline to affected communities.

“At the moment, we have two mobile water filtration systems. It is in our office,” he stated.

Sugarol said the OCD has also implemented a regional collaboration policy that allows neighboring regions to share resources during emergencies.

“For example, in Region 10, we can anticipate that Region 9, Region 12, and Region 11 will contribute their mobile water filtration systems to the OCD Region 10,” he explained.

In addition to water filtration, the OCD addresses the equally critical need for reliable communication channels. Sugarol said the recent experience in Misamis Occidental, where cellular networks were disrupted following a shear line, underscored the importance of alternative communication systems.

To augment the communication capabilities of local government units, the OCD is working in partnership with the Department of Information and Communications Technology to provide satellite phones and VISAT systems. These technologies will ensure uninterrupted communication during disasters, facilitating coordination between local governments, government agencies, and emergency responders. (Apipa P. CAAP bids out Bukidnon Airport’s P1-B Phase 4

MALAYBALAY CITY – The Civil Aviation Authority of the Philippines has updated the schedule of the bid submission and opening of the P1-billion Phase IV of the construction of the Bukidnon Airport, based on bid documents as of March 7, 2023

This 900-day phase of the Bukidnon Airport Development Project is expected to start on May 25, 2023, and to be completed on November 10, 2025.

CAAP set the new deadline for submission and opening of bids for the P970.3 million phase on March 30, 2023, according to the bid bulletin issued by Captain Edgardo G. Diaz, Chair, CAAP Bids, and Awards Committee.

The Bukidnon Airport, located in Barangay Maraymaray in Don Carlos, in the southern part of the province, is one of the flagship projects of the government in Northern Mindanao.

The phase covers the site preparation of the land side area; construction of access road and vehicular parking area; industrial lighting and exterior power distribution, nine-storey control tower building; two-story administration building; the communal toilet; waiting area; A and B ticketing booths – A (four units) and B (two units); 10,000-gallons steel water tank A and B; pump house A, B, and C; powerhouse; transform yard (two units); CSIS office building; cargo terminal building; rescue and firefighting facility; STP control room; guardhouse A & B; covered pathway, 13 Units; lifting station with 26 service manholes; water impounding system; and staff house building.

CAAP has reported about 8.26% actual accomplishment in the airport’s Phase 3 or the construction of passenger terminal building, runway strip, and runway Extension, among others as of a status report of February 28, 2023.

CAAP awarded the P958.4 million project phase to Tokwing Construction Corp./Mamsar Construction and Industrial Corporation. The 540-day project started on September 10, 2022, and is due for completion on April 3, 2024, after a revision.

Contractor Jasa Builders completed the construction of the project’s P74.5 million Phase 2 on October 9, 2022, which CAAP inspectors checked on November 16, 2022.

CAAP has reported 48.25% actual accomplishment in the airport construction’s Phase 1, which was awarded to Eddmari Construction and Trading. As of February 28, 2023, this project phase is due for completion on April 20, 2023.

The CAAP project status report, however, showed a number of adjustments in project completion.

Based on the project profile, the Phase 1 project duration was increased from 330 to 440 calendar days due to an approved variation order. The completion was first extended from June 28, 2022, to October 15, 2022. The same duration was adjusted by another approved variation order to April 8, 2023, due to “unworkable/rainy days”. Another extension was given up to April 20, 2023, due again to unfavorable conditions and delayed payments of 1st progress billing.

Although declared complete and inspected as of November 2022, the CAAP status report also cited that the project’s Phase 2, on embankment works, was also extended due to “unworkable/rainy days”.

Based on the CAAP report, the Department of Transportation (DOTr) has downloaded to CAAP a total of P2.816 billion from 2019 to 2022 to the four phases of the project, which is expected to be completed in 2026.

For Phase 1, the DOTr downloaded P200 million of its annual budget to CAAP with a memorandum of agreement approved on April 25, 2019. From the 2019 GAA (General Appropriations Act), DOTr downloaded an additional P430 million.

In Phase 2, the DOTr downloaded P136.8 million of its GAA to CAAP with a MOA signed on January 10, 2019.

In Phase 3, the DOTr downloaded a total of P1.05 billion to CAAP with a MOA approved on June 10, 2021.

Finally, for Phase 4, the DOTr downloaded a total of P1 billion to CAAP with a MOA approved also on June 10, 2021.

In November 2021, then-Senate Majority Leader Zubiri reported construction of the P2 billion (USD39.8 million) Bukidnon Airport project to be fully completed in 2026.

According to the Center for Aviation website, once operational the Bukidnon Airport is expected to accommodate aircraft including the ATR-72 and Bombardier Q400.

When the Bukidnon Airport was being conceptualized, Sen, Zubiri pushed for the project and has since supported its construction. In 2012, Senator Zubiri earmarked a portion of his Priority Development Assistance Fund to start the construction of the airport.

He said he has looked for additional sources from Official Development Assistance and other international aid agencies to fund the bigger portion of the project.

He added that an airport in the province is important as the Laguindingan International Airport is set to operate in 2012. Land travel from Bukidnon to the new airport has taken much longer.

In 2011, then President Benigno Simeon Aquino tasked the National Economic and Development Authority (NEDA) to conduct a feasibility study for an airport “more central in Mindanao” so that distances to and from various areas will make more economic sense. Aquino had said that most Mindanao airports are located near the coast.

Initially, CAAP inspected three sites for the proposed airport, which were all considered “technically feasible”; the current site, another area in Cabangahan here in Malaybalay, and in Dabongdabong, Valencia City. (BukidnonNews.Net)

Agri 10 dept preps for upcoming corn derby featuring hybrid yellow, white corn

CAGAYAN DE ORO CITY – In its constant pursuit for farmers to attain increased yield and income, the Department of Agriculture – Regional Field Office 10 (DA-10) held a short preparatory meeting for the conduct of a corn derby featuring hybrid yellow and white corn for this upcoming wet cropping season

DA-10 OIC-Regional Executive Director Carlene C. Collado said the conduct of corn derbies will continue for this year, especially with the increased allocation of the Corn program for the procurement of seeds.
The agri official added that it will help determine the yield performance and profitability of not only the hybrid yellow corn cultivars but also hopefully, includes the white corn varieties that are readily available from different seed companies.
Said series of the showcase will be participated by private entities such as Syngenta Philippines, Inc., Bayer Crop Science, Corteva Agriscience, Asian Hybrid Seed Tech, Inc., Evogene Seed Philippines, and Bioseed Research Philippines, with each company initially committing to have
2-3 corn varieties as their entries.
Similar to previous years, the corn derbies will be staged in DA’s research stations in Dalwangan, Malaybalay City, Bukidnon; in Barongcot, Dangcagan, Bukidnon; and Lanise, Claveria, Misamis Oriental, with potentially expanding it to an additional site in Balubal, Cagayan de Oro City. (DA RFO-10)

NTC leads SIM reg in remote Bukidnon villages

PANGANTUCAN, Bukidnon — Over 300 villagers, mainly from the town’s outlying areas, registered their SIM cards, on January 25, in Pangantucan, Bukidnon, as the National Telecommunications Commission (NTC)-10, in partnership with Globe, Smart, and DITO telcos, launched the Facilitated Subscriber Identity Module (SIM) Registration

This is part of the government’s nationwide SIM registration campaign, which aims to serve people living in geographically isolated and disadvantaged areas.

Mayor Miguel A. Silva Jr. of Pangantucan town said SIM registration would solve the town’s problem of anonymous death threats.

“Extortion is one of the problems here in town. The blackmailer’s ploy is to demand a certain amount. If you don’t give them [extortionists] the required sum, you will receive a death threat from an unknown texter or caller,” the mayor said.

Engr. Joel Siladan, NTC-10’s Enforcement and Operations Division chief, explained that all used SIMs must be registered before the deadline to avoid SIM deactivation.

“All SIMs must be registered for continuous use because all unregistered SIMs will be electronically deactivated after the deadline, which is April 26,” Siladan said.

Atty. Joanne Marie Pacuribot of NTC-10 also emphasized that there is no penalty for unregistered SIM cards, but these will be automatically deactivated by the telecommunications companies (telcos).

Annabella Talaugon, one of those who completed the SIM card registration process, thanked the NTC for the opportunity.

“Salamat NTC sa gihatud nga serbisyo aron marehistro ang akong SIM card. Kadaghan na man gud ko nag-try sa online pero di gyud ko makasulod kay hinay kaayo ang signal didto sa among barangay. (Thank you, NTC, for allowing me to register my SIM card. I tried going online several times but was unable to connect because the signal in our barangay is extremely slow),” Talaugon said.
