MALAYBALAY CITY, Bukidnon — DepEd Bukidnon is aligning its intervention and
educational continuity protocols for children in conflict with the law (CICL) with President
Ferdinand R. Marcos Jr.’s national youth welfare agenda, partnering with social welfare agencies
to ensure juvenile offenders receive proper rehabilitation without losing access to schooling
Dr. Nancy B. Panistante, chief education supervisor of DepEd Bukidnon’s School Governance
and Operations Division, said the division refers CICL cases directly to social welfare authorities
for specialized assessment and intervention.
“When a child is reported as a CICL, the learner is no longer part of the mainstream school
system and is placed in our Bahay Pag-asa under DSWD care,” Panistante said during a
Kapisanan ng mga Brodkaster ng Pilipinas (KBP) radio program.
Panistante explained that this workflow shifts cases from routine school discipline to the juvenile
justice and welfare system, where social workers conduct counseling, rehabilitation, and
diversion programs.
Under the Juvenile Justice and Welfare Act and national youth mandates reinforced under the
Marcos administration, schools must collaborate with local governments and social workers to
provide individualized learning schemes for children staying in rehabilitation centers.
To date, DepEd Bukidnon has recorded only one CICL case, which involved illegal drugs.
Panistante stressed that strong multi-agency coordination ensures young offenders receive
targeted rehabilitation while protecting their fundamental right to education and successful
