Reg’l body endorses P184-B infra budget N. Mindanao projects

CAGAYAN DE ORO CITY – The Regional Development Council in Northern Mindanao (RDC-
10) has endorsed a PHP184.8 billion budget for 2027 infrastructure projects to accelerate
regional growth, with upgraded energy infrastructure and power reliability identified as key
priorities.

This was raised by Bukidnon Gov. Rogelio Neil Roque, who serves as chairperson of RDC-10’s
Infrastructure and Utilities Development Committee (InfraCom), during its third-quarter meeting
held in the city Tuesday.
“As chairperson, we encourage that our focus be on practical and solution-oriented measures so
we can arrive at clear directions and actionable development,” he said.
In mid-2026, the RDC-10 InfraCom officially activated a specialized Technical Working Group
on energy infrastructure to oversee specific energy developments.
The primary power infrastructure projects and policy focus areas under their scope include the
Agus-Pulangi Hydropower Plant Complex rehabilitation, Mindanao grid power reliability
support, projects dedicated to mapping out the Mindanao power supply-demand outlook, and
upgrading regional grid interconnections to handle rapid industrial growth.

Another priority was overseeing local infrastructure projects funded through Northern
Mindanao’s share of Energy Regulation No. 1-94 funds, which are financial benefits directly
given to communities that host power generation facilities.
Roque also raised matters of airport internalization, road safety, transport infrastructure and
regional mobility.
