DA clarifies no ASF in Normin

CAGAYAN DE ORO CITY – There had been no cases of African Swine Fever (ASF) in Region 10 for the past four months, according to the Department of Agriculture (DA)-10 in an episode of Talakayan sa PIA in celebration of Farmers and Fisherfolks Month

Novie T. Suello, regulatory division of DA-10, shared that the last province infected with ASF was Camiguin, while Bukidnon and Misamis Occidental remain ASF-free.

“Kung magkompyansa ta mubalik ang African swine fever, so dapat naa ta’y sakto na biosecurity measures sa atong mga babuyan (If we get overconfident, the African swine fever may re-occur, so we must have correct biosecurity measures in our piggery),” he said.

ASF is a highly contagious viral disease in pigs. Symptoms include a high fever, decreased appetite and weakness, red, blotchy skin or skin lesions, diarrhea and vomiting, coughing, and difficulty breathing.

DA has implemented a strict border control measure through Memorandum Order No. 24 Series of 2023 where necessary papers are required; otherwise, there is no transport of pigs or pork products.

Local government units (LGUs) are also encouraged to adopt the “BABay ASF Program,” where backyard farmers should have Biosecurity Level 1 farm biosecurity in compliance with minimum standards set by the Philippine College of Swine Practitioners (PCSP).

This means they should have the correct medicine, a septic tank, and a foot bath to put up a barrier against the virus. Meanwhile, LGU should designate “Barangay Bio Security Measure” and conduct regular surveillance to secure an ASF-free community.

According to Suello, based on their price monitoring, for the months of March, April, and May, there has been no increase in the prices of pork meat. Pork Kasim is still at P350, and pork liempo is at P360. (JMOR/PIA-10)

DA opens RSBSA Finder

To provide easier access to data, the Department of Agriculture launches the Registry System for Basic Sectors in Agriculture (RSBSA) Finder through finder-rsbsa.da.gov.ph.

Said system was developed to assist registrants in confirming if their registration was successful and also generates a temporary digital DA Interventions Monitoring Card (DA IMC), which contains their official RSBSA number.

The RSBSA is an electronic compilation of basic information about farmers, farm workers, fisherfolk, and agri-youth, which serves as the basis for availing DA interventions.

For Region 10, a total of 498,503 farmers and fisherfolk have already registered into the system as of May 11, 2023, based on the official RSBSA dashboard data. (AMBManto/DA RF0-10)

RCPC technical staff upskill for standardization, prod’n of biological control agents

MARAMAG, BUKIDNON – To ensure the production of quality fungus which will be distributed to the local farmers in Northern Mindanao, some technical staff of the Regional Crop Protection Center (RCPC) of the DA-RFO 10 underwent training in Central Mindanao University

Department of Agriculture-Regional Field Office 10 Regional Executive Director Carlene C. Collado stressed that the production and distribution of the quality fungus could be the basis for the management protocol and its application in the field.

Lucille T. Minguez, RCPC Chief along with the seven technical staff under the Entomopathogen and Trichoderma laboratories conducted spores counting and dilution technique necessary for standardization in the production of Biological Control Agents (BCAs).

Dr. Carolina Amper of the Plant Pathology Department, College of Agriculture in CMU discussed and demonstrated the spores counting of Trichoderma harzianum using a heamacytometer.

The standardization of spore suspension is vital in conducting pathogenicity and inoculation of BCA by determining the population.

Dr. Amper demonstrated the proper dilution techniques to determine the counting of colonies on plates necessary for the isolation of inoculum for soil-borne pathogens. (DA RFO-10)

DA-10 exec discusses agri interventions supporting transitions from arms to farms

CAGAYAN DE ORO CITY – Department of Agriculture – Northern Mindanao (DA-10) OIC-Regional Executive Director Carlene C. Collado convened with officials from the Regional Mobile Force Battalion (RMFB) 10 and National Police Commission (NAPOLCOM) 10 on March 28, 2023, at the agency compound

In PLTCOL Isralene Z. Lauren of RMFB 10 and NAPOLCOM 10 assistant regional director Atty. Ramon E. Dela Cruz’s courtesy visit to the department, PTCOL Lauren shared their intent to introduce former rebels (FRs) into farming.

Dir. Collado cited various interventions that DA-10 can offer, ranging from production support services, agricultural machinery and equipment, extension support, education and training services, and market development, among others which can be extended to both the uniformed forces and FRs.

“To guide the surrenderees into a progressive lifestyle, the agency can provide seed assistance for urban gardening, which will be a great avenue to start a small business and even help them in food security and sustainability. We can also ask for the services of our agriculturists and the Agricultural Training Institute (ATI) for the conduct of trainings that can introduce them to more opportunities in agriculture,” the agri chief exec said.

Also recognizing the colonel’s plans on implementing agriculture approaches into RMFB’s Revitalized Pulis sa Barangay program, mainly to avert insurgencies, the director further encouraged PLTCOL Lauren to submit project proposals seeking DA-10’s interventions and further assured the department’s support to the goal of transforming arms to farms. DA-SAAD debuts phase 2 in NorMin

CAGAYAN DE ORO CITY – After getting the go signal in 2022, the Department of Agriculture-Special Area for Agricultural Development (DA-SAAD) officially commenced its phase 2 implementation in Northern Mindanao this year through DA-10 Regional Executive Director Carlene C. Collado

In a planning workshop with SAAD Phase 2-implementing local government units (LGUs) on February 10 in Cagayan de Oro City, SAAD Northern Mindanao Regional Program Management Support Office (SAAD NorMin RPMSO) outlined Social Preparation activities to be conducted as preliminary steps for the implementation of community-based agri-enterprise projects in priority localities in the region.

SAAD is a special program of the Department of Agriculture (DA) designed to curb poverty in economically depressed areas in the country by providing agri-livelihood projects to marginal farmers.

For phase 2, SAAD will be implemented for a six-year period from 2023 to 2028 in 26 municipalities belonging to the 5th and 6th class, having the highest poverty incidence in four provinces of the region.

Specifically, the municipalities of Sagay, Catarman, Mahinog, and Guinsiliban in Camiguin; Libertad, Gitagum, Sugbongcogon, Balingoan, Lagonglong, Kinoguitan, and Binuangan in Misamis Oriental; Don Victoriano Chiongbian, Baliangao, Panaon, Sapang Dalaga, Sinacaban and Concepcion in Misamis Occidental; Tangcal, Sapad, Salvador, Tagoloan, Magsaysay, Matungao, Pantar, Poona Piagapo and Linamon in Lanao del Norte.

Late in 2022, the SAAD NorMin profiled 1 Farmers’ Cooperative, Association (FCA) in the said municipalities, to ascertain the farmer-members’ eligibility as SAAD recipients.

According to Lana May S. Racines, SAAD NorMin focal person, the program is set to conduct Beneficiary Needs Assessment (BNA) in the first quarter of 2023 to determine the suitability of the proposed agri-enterprise to the FCAs’ locality, the capacity of the FCAs and its members to man the SAAD project, as well as market feasibility of the proposed enterprise.

Under the SAAD guidelines, eligible FCAs may propose agri-enterprise projects focused on rice, corn, livestock, or high-value crop production.

SAAD will grant production-to-marketing assistance to the FCAs. Qualified FCA and their proposed enterprise will be officially endorsed by the Local Chief Executive to SAAD NorMin signifying the DA-LGU partnership in SAAD implementation.

In his message, DA-10 OIC-Regional Executive Director, Carlene C. Collado, challenged the LGUs to implement the SAAD Program with a strong intent to develop the local agriculture sector.

He also called on the LGUs to look after the previously granted SAAD and DA projects for the benefit of the farmers. (DA RFO-10)
