Local-intended House bills from Buk reps focused on education, local govt, health

MALAYBALAY CITY – In 2022, Bukidnon’s four members in the House of Representatives have filed 27 bills with local significance among 166 they have filed as principal authors.

Representatives Jose Manuel F. Alba (1st District), Jonathan Keith T. Flores (2nd District), Jose Ma. R. Zubiri, Jr (3rd District), and Laarni Lavin Roque (4th District), filed the “locally significant” bills, which covered a total of 11 themes, with the highest number of bills focused on education, local government, and health, among other themes, as shown by reports posted in the House official website as of January 4, 2022.

Education

There were six locally significant bills filed for each of education and local government, including the proposal to create a south schools division of the Department of Education, filed by Rep. Zubiri on September 19, 2022. The bill was referred and remains pending in the Committee on Basic Education and Culture as of September 21. Rep. Roque also co-authored the bill.

Based on the bill, a new DepEd schools’ division is proposed to spin-off from the mother Division of Bukidnon. The proposed new division, to be based in Maramag Bukidnon, will house the 10 schools districts belonging to the towns under Bukidnon’s third and fourth legislative districts. Each of Bukidnon’s two cities already has separate DepEd schools divisions.

Rep. Zubiri also filed a bill proposing the conversion of the satellite campuses of Bukidnon State University in 12 Bukidnon towns into regular campuses of BukSU. The campuses are located in Talakag, Baungon, Libona, Malitbog, Impasug-ong, Cabanglasan, San Fernando, Quezon, Kitaotao, Damulog, Kadingilan, and Kalilangan. The House approved the bill on Nov. 28 and has been transmitted to the Senate as of Nov. 29, 2022.

Zuburi also filed bills proposing to establish a Technical Education and Skills Development Authority training and accreditation center each in Kibawe and Don Carlos, Bukidnon. Both bills are pending at the committee level as of December 5, 2022.

Local Government

In local government, Rep. Alba also filed on July 27, 2022 a bill proposing to convert the Municipality of Manolo Fortich into a component city. The bill is pending in the Committee on Local Government as of August 3, 2022.

Rep. Flores also filed a bill declaring Sept. 1 every year as “Araw ng Bukidnon” as a special non-working Holiday in Bukidnon. The House approved the bill in November 2022 and transmitted it to the Senate.

Rep. Roque has filed a bill on July 13, 2022 proposing to re-district Bukidnon’s current four legislative districts to five legislative districts. Rep. Zubiri also filed a bill on November 9, 2022 proposing to reapportion the Province of Bukidnon into five regular districts.

Rep. Roque has also filed a bill on June 30, 2022 proposing to subdivide Valencia City’s lone Poblacion Barangay into four distinct and separate barangays. The current Barangay Poblacion has a population of 35, 793 as of the 2015 census. Roque has also proposed to create a new barangay from the current Brgy. Banlag.

Health

In health, House representatives proposed the creation of new medical facilities or conversion of existing ones to higher capacity.

Rep. Zubiri filed two bills proposing to establish a National Kidney and Transplant Institute and an oxygen production facility, also in Maramag.

Rep. Flores also filed on September 5, 2022 a bill converting the Bukidnon Provincial Medical Center in Malaybalay City into Bukidnon Regional Hospital from 150-bed to 300-bed capacity.

Rep. Roque also filed a bill in August 22, 2022 proposing to establish a specialty research hospital in Valencia City to be called Teodoro N. Pepito Farmers Research and Medical Center, later amended as “Bukidnon Farmers Research and Medical Center”. She noted in her bill that the city and neighboring towns in the 4th District needed a government hospital to attend to the health needs of the population.

Tourism

Rep. Roque also filed three other bills focused on tourism, including the proposal to declare Lake Apo in Brgy. Guinoyoran, Sagumata Falls in Brgy. Lourdes, and Mount Anahawon in Brgy. Banlag as eco-tourism zones to encourage the responsible and sustainable use as well as for the preservation and conservation of natural resources.

Justice

Another bill from Rep. Flores also proposed the creation of an additional branch of the Municipal Trial Court (MCTC) in Cities to be stationed in Malaybalay City.

Rep. Zubiri also filed a bill proposing to create an additional branch of the Regional Trial Court (RTC)-10 in the Municipality of Maramag.

He also filed a bill proposing to create three additional branches of the Regional Trial Court to be stationed in Valencia City. This bill, HB 06586, filed on December 12, 2022, has substituted an earlier version, HB 00477, which was originally filed by Rep. Roque on June 30, 2022. According to the latter’s House web page, HB 06586 substituted HB 00477 with the mother bill “pending with (the Committee on) Rules”.

Public Works and others

Rep. Roque also proposed in two separate bills the creation of a fourth district engineering office and renumbering the DPWH engineering districts corresponding to the number of the legislative districts.

Rep. Roque also filed separate bills proposing to establish a rehabilitation center for child and youth with special needs and indigenous training center in Valencia City.

Most of the bills filed were reported to be pending in the committee level as of January 4, 2023.

Sponsorship and committee alignment

Rep. Flores filed 37 bills as principal author and 23 bills as co-author. He is the only representative from Bukidnon who chairs a committee, the Committee of Government Re-organization and sits as vice chair of three committees; housing and urban development, justice, and suffrage and electoral reforms. He is also a member of 13 other House committees.

Former Bukidnon Governor Zubiri, who reprises his role as representative of Bukidnon’s third district, has filed a total of 55 bills where he is the principal author and six others as co-author. He is vice chair of the committees of appropriations, poverty alleviation, and indigenous cultural communities and indigenous peoples. He is also a member of seven other House committees.

Rep. Roque filed 62 bills as principal author and four others as co-author. She is vice chair of the committee on Persons with Disability, member to eight other committees, and as Asst. Majority Leader in the Committee on Rules.

Rep. Alba filed as principal sponsor a total of 12 bills and co-authored three others. He has been assigned to be Vice Chair of the Committee on Sustainable Development Goals and as member of five other committees. (BukidnonNews.Net)

Agri-10 corn derby shows promising corn varieties to increase farmers’ yield, income

MALAYBALAY CITY, Bukidnon (PIA)—The Department of Agriculture in Northern Mindanao staged a field day for this year’s wet season corn derby on October 6, featuring promising hybrid corn cultivars to help farmers’ income and yield.

Set at DA-10’s Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) in barangay Dalwangan here, 13 different corn varieties from six participating seed companies were showcased to determine their performance and adaptability on-site with an elevation of over 800 meters.

Carlene C. Collado, DA-10 officer-in-charge regional executive director, said farmers will be able to make informed decisions in the selection of corn varieties to be planted through the corn derby due to the dynamic and extensive product lines of different seed companies.

He added that the activity paves the way for the presentation of the latest corn varieties and their corresponding package of technologies, allowing farmers to get the most value out of their investments in order to maximize yield and profit.

The corn derby features the following varieties: H101G, Bio Corn Hi Fly, and BC108G from BioSeed Research Philippines Inc.; Supreme 5150 RRYYG and J505 RRYG from Asian Hybrid Seed Technologies Inc.; P4124YHR and P3660YHR from Corteva AgriScience; EVO709 and EVO9310 from Evo Gene Seeds Corp.); DK8899S and DK8131S from Bayer Crop Science Philippines; and NK6505BGT and NK306BGT from Syngenta Philippines, Inc.

Based on the crop cut results, agronomic and yield components such as average ear and plant height, ear diameter and length, seed weight, shelling recovery, and yield per hectare were revealed.

With bulk of next year’s budget under DA’s Corn program focusing on seeds, the agri chief executive added that the corn derby results will count as one of the department’s bases in seeds procurement while also considering farmers’ and local government’s requests.

Almost 160 participants joined in the field day, including corn farmers and agricultural technicians from the cities of Malaybalay and Valencia, as well as the towns of Lantapan, Manolo Fortich, Cabanglasan, and Impasugong, all in Bukidnon province.

On top of the seed companies’ showcase, participants learned about the latest innovations from agriculture farm chemical and motor companies, whose products are seen to complement farmers’ preferred hybrid corn variety in boosting farmers’ productivity and earnings.

“As a frontliner, it is important to know the performing hybrid corn varieties readily available in the market so that we can at least suggest to our farmers, especially those that will fit in their respective barangays,” Malaybalay City corn coordinator Myra S. Abejuela said.

She hoped that the farmers she brought with her to the corn derby, including their corn federation president and officials from corn growers’ associations, would share the technologies they learned from the event with their fellow corn farmers and eventually adopt hybrid technology entirely.

2 rebels die, 2 captured in Bukidnon clash

Two alleged New People’s Army (NPA) rebels died while two others were captured by the Philippine Army (PA) in a recent clash in Malaybalay City, Bukidnon, the military announced Monday, Jan. 31.

According to a military report reaching Camp Aguinaldo, the clash occurred when personnel from the 2nd Scout Ranger Battalion (2ndSRB) and 8th Infantry Battalion (8IB) responded to a tip from a resident about the presence of five alleged members of the NPA’s Headquarters Force Neo, North Central Mindanao Regional Committee (HQF Neo, NCMRC) in the hinterlands of Sitio Lamana, Barangay Kibalabag, Malaybalay City last Saturday.

Lt. Col. Anthony Bacus, commander of the 8th Infantry Battalion (8IB), alleged that the rebels were extorting money and food supplies from vegetable farmers in the village.

A brief gun battle occurred when the responding troops chanced upon the armed men who fired the first shot.

After the firefight, the troops recovered the bodies of alias “Draw,” an alleged member of the dismantled Squad 1, Platoon Dario, Sub-Regional Committee 2 of the NCRMC; and alias “Paet,” an alleged Communication Staff/Special Operations Group/Intel of Regional Operations Command, NCMRC.

Meanwhile, captured were Nisy Sante alias “Arnold,” 72, said to be a supply officer of Squad 1, Regional Sentro De Gravedad (RSDG) Compaq, NCMRC; and Gelloye Lipanya Sagula alias “Janjan,” 20, an alleged member of Squad 2, Team Abe of the same unit.

Pursuit operations were ongoing to arrest the fifth rebel who managed to escape from the troops.

The troops also rescued seven civilians, four of them minors, who were “threatened and extorted” by the suspects.

Bacus identified them as “Jecko,” 30, and his son “Gerald,” 11; “Raffy,” 28, his wife “Jennifer,” 24, and their children “Jepoy,” 5, “Junray,” 3, and Shantal 1.

“We rescued the civilians who were threatened and extorted by the NPA terrorists. They were approached at their farm and the CNTs [communist-terrorist group] extorted vegetables from them and when they saw the soldiers approaching, they immediately fired,” Bavus said in a local dialect.

“We are waiting for the family members of the dead CNTs in order for them to finally rest in peace. We are saddened by their demise, and it is because of the deception of the NPA terrorists,” he added.

Seized from the suspects were three caliber 45 pistols, one 9mm pistol, five magazines, one cellphone, and assorted medical supplies.

Bacus appealed to the remaining communist rebels in the area to surrender to the government and avail of social development benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Malaybalay temporarily prohibits contact sports, non-essential gatherings

MALAYBALAY CITY (Jan. 11, 2022) – The local government of Malaybalay has prohibited contact sports and other non-essential gatherings.

On January 10, Mayor Florencio T. Flores Jr. issued executive order number 170, series of 2022.

The order takes effect immediately until sooner revoked or amended.

The EO cited the sudden increase in the number of Covid-19 infections as noted by the City Health Office (CHO) for the past weeks.

Mayor Flores said there is a need to impose restrictions on the movement and activities in the city to minimize the spread of the Covid-19.

But the activities that were previously scheduled before the issuance of the order will continue subject to monitoring by Malaybalay City Covid-19 Emergency Operation Center to ensure participants will follow the prescribed minimum health standards.

DA NorMin to build P3-M swine production center in Malaybalay

CAGAYAN DE ORO CITY – The city government of Malaybalay received a P3 million worth project for the development and upgrading of its swine production center.

Carlene C. Collado, regional executive director of the Department of Agriculture in Northern Mindanao, handed the certificate of turnover to Dr. Michelle C. Miquiabas, Malaybalay City veterinarian who represented Mayor Florencio T. Flores, Jr. in Brgy. Dalwangan, Malaybalay City on January 10.

Director Collado emphasized that the project funded by the agency’s Livestock Program covers the construction of pigpens, containment wall, semen processing laboratory, office area, feed storage room, and sleeping quarters.

He added that the agency aims to modernize and industrialize agriculture’s value chains inclusively to enhance productivity.

Meanwhile, Dr. Miquiabas said that the target beneficiaries are the swine breeding technicians and the farmers throughout the region.

Carlota S. Madriaga, DA-10 regional technical director for operations, together with the agency’s provincial operations center in Bukidnon, livestock program, and the LGU representatives were present during the turnover.

Robredo expands feeding program to cover food security, poverty alleviation

Vice President Leni Robredo wants her feeding program to target problems in food security and poverty alleviation as these are linked to malnutrition and mental deficiencies among children aged five and below.

Robredo said that hunger and food security have always been one of the “basic thrusts” of the Office of the Vice President (OVP), which is why they are aiming for the program to become “sustainable.”

“Pero (But) how sustainable are they? Naalis mo sila sa (You take them away from) malnutrition, after a few months bumalik, kasi hindi mo naman na-address iyong (they’re back because you didn’t address the) root cause. Ang (The) root cause poverty,” Robredo said on the sidelines of her October 17 visit to Malaybalay City, Bukidnon.

She went there for the establishment of a community kitchen and garden, and the supplementary feeding program for undernourished children. Her office distributed vegetable seeds and garden tools to the beneficiaries so they can grow their own food.

“So sa akin, kung mayroong mga (For me, if there are) malnourished children, dapat ang inaasikaso hindi lang iyong mga bata. Pero ang inaasikaso iyong (we should be caring for not only the children. We should also address the) family na mabigyan sila ng maraming (to give them) opportunity na makaangat-angat sila sa buhay para iyong mga anak nila hindi maging (to rise from poverty so their children will not become) malnourished,” she added.

Bukidnon is among the top 36 provinces in the country with high levels of stunting among under-five children.

Stunting is when the child has a low height for their age due to malnutrition, repeated infections, and poor social stimulation.

The local government unit (LGU) in Malaybalay has reached out to the OVP to help address the problem so, in 2018, the OVP turned over P2 million to the LGU of Malaybalay City.

Robredo’s office said the program served 724 undernourished children ages 6 to 59 months and decreased the percentage of undernourished children in targeted barangays by 88 percent—from 724 to 93.

“The OVP also distributed vegetable seeds and garden tools to the select beneficiaries and were able to establish and monitor 50 communal gardens,” it added.

More than the stunting prevalence rate, Robredo is equally alarmed because malnourishment affects the mental faculties of the children and this is “irreversible” after the age of five.

“Kapag napabayaan natin iyong (When we neglect our) malnourished children na nakalampas na silang limang taon, hindi na natin sila binibigyan ng (when they’re over the age of five, we are not giving them an) opportunity makilaban sa mundo, eh. Pero na-affect iyong kaniyang capacity dahil sa (to survive in the world. His capacity is affected because of) malnourishment—sa pagiging malnourished niya. So iyong programa namin mas (for being malnourished. Our program is more) comprehensive,” the vice president explained.

The OVP’s feeding program is also being done in Panay Island, Iloilo province, Northern Palawan, and areas in Mindanao, among others.

The 120-day feeding program in Malaybalay started in November and ended in January, but Robredo said the food security and poverty alleviation program, which will ensure access to healthy food for the children, will continue.

According to the OVP, the “significant change in the malnutrition rate in the city” has a positive impact on the health and well-being of the beneficiaries where more than 88 percent are no longer malnourished “and will be able to safely play outdoors and develop practical life skills.”

Robredo pushes for conditional stimulus package to help MSMEs with workers’ 13th month pay

MALAYBALAY CITY (17 October 2021) – Vice President Maria Leonor “Leni” G. Robredo is asking the government to put up a conditional stimulus package for micro, small, and medium enterprises (MSMEs).

In return, MSMEs will promise to keep their employees amid the economic uncertainties during the pandemic.

She disclosed these to reporters in a short interview at her sideline visit at Malaybalay’s Choice Handicraft in Brgy. Kalasungay owned by former city Councilor Tita Perla Rubio.

VP Robredo said she always advocating these to the government for them to put up a stimulus package for MSMEs and not loan for them to have the ability to keep employing their employees including giving them the 13th month pay.

Her statement came after concerns were raised by small business workers about their inability to compensate their employees with a 13th month pay this year due to the pandemic.

A 13th month pay is equal to a one-month salary of the employee, and is given during the holiday season.

But Robredo maintained that it is not enough to give employees a 13th month salary because this will only benefit those who have not lost their jobs.

The presidential aspirant said majority of the businesses in the country are MSMEs that do not have the capacity to scale up because of their limited resources.

She even thumbed down low-interest loans for MSMEs because they couldn’t even afford to apply for one.

She said no one is borrowing because of the uncertainty. But if it is a stimulus package that you don’t need to pay but you are promising the government to keep people employed, it is more beneficial.

Pabillaran eyes mayoralty post

MALAYBALAY CITY (06 Oct. 2021) – It’s incumbent city Vice Mayor Jay Warren R. Pabillaran against incumbent City Mayor Florencio “Doc Boy” T. Flores Jr. for the May 9, 2022 elections in Malaybalay.

Pabillaran filed his Certificates of Candidacy (COCs) as City Mayor at the Office of the City Elections Office morning on October 6.

He run under Bukidnon Paglaum Party (BPP), a dominant local political party now headed by 3rd District Rep. Manuel Antonio “Manoy” F. Zubiri who is running for Governor.

Pabillaran’s runningmate last termer City Councilor Rendon P. Sanggalang also filed his COCs.

Their 10 candidates for city councilors also filed their COCs on the same day.

The 10 who vied for the seat in the city councils are Rodney John C. Bides, Alain Joyce O Damasco, Lambert M. Tortola, Elpedio C. Sumanduran, Melchor P. Maramara, Al Adrian B. Antipasado, Vicar Louren G. Lofranco, Erick Dave L. Beltran, Christopher B. Soria, and Cromwell Kiril D. Dinlayan.

Of the 10 candidates for city councilors, only Soria and Dinlayan are re-electionists.

But a day before, certain Jason P. Marabe filed his COCs as vice mayor and certain Joe Carlo T. Macapala as city councilor. Both are running as Independent candidates.

As of 4:00 p.m. on October 6, Mayor Flores and his team under 4th District Rep. Rogelio Neil P. Roque as Governor have not yet filed their COCs.

Gov. Zubiri issues quarantine checkpoint guidelines

MALAYBALAY CITY (02 June 2021) – Gov. Jose Ma. R. Zubiri Jr. has issued quarantine checkpoint guidelines to be implemented in the Province via memorandum order No. 121, series of 2021, on May 31.

The memorandum order was addressed to quarantine checkpoint personnel, Municipal and City Mayors, all chief of police, and the Local Inter-Agency Task Group for strict compliance.

In compliance with the Omnibus Guidelines on the implementation of Community Quarantine in the Philippines and in relation to the rising Covid-19 cases in the Province of Bukidnon, the following specific guidelines must be implemented.

Stay in orders for individuals with comorbidity, 15 years old and below, 60 years old and above.

Authorized Persons Outside Residences (APOR) must present a valid ID, the purpose of travel (work Itinerary), submit to medical screening, thermal scanning, footbath, and hand disinfection.

For returning Overseas Filipino Workers (OFWs), Returning Residences and inbound travelers for leisure travel, they must have negative RT PCR result taken 72 hours prior to entry to the Province, valid ID, declared place of destination, submit to medical screening, thermal scanning, footbath, and hand disinfection.

The next day, June 1, Gov. Zubiri issued Memorandum Order No. 122, series of 2021 addressed to quarantine checkpoint personnel, Municipal and City Mayors, all chief of police and Local Inter-Agency Task Group to comply with his Executive Order No. 13.

In the said EO, inbound travelers from different quarantine classifications are required to submit a negative RT-PCR test.
