MALAYBALAY CITY, Bukidnon – The government once again underscored its steadfast dedication to peace, reconciliation, and national healing as 54 former rebels (FRs), all applicants for amnesty, were formally issued their Safe Conduct Pass (SCP) during a symbolic ceremony held on September 29, 2025, at the Centennial Stage, Capitol Grounds, Kaamulan Park, Malaybalay City, Bukidnon
In a press statement, the 89th Infantry Battalion emphasized that the issuance of the Safe Conduct Pass (SCP) goes beyond being a mere procedural step—it serves as a pledge of protection. The SCP provides former rebels with temporary security, mobility, and legal safeguards while their amnesty applications are under process.
It ensures that they can freely and safely participate in reintegration activities, legal proceedings, and peacebuilding efforts without fear of retaliation or unwarranted apprehension.
Speaking on behalf of Governor Rogelio Neil Oneil Roque, Provincial Legal Officer Atty. Gean Yvish R. Ladesma stressed that the SCP is a living symbol of the government’s promise to uphold the safety, dignity, and welfare of those who have chosen the path of peace. It represents not only a document but also a covenant of trust between the state and its citizens seeking a renewed life.
Regional Prosecutor Merlynn Barola-Uy, Chairperson of the Local Amnesty Board (LAB)–Cagayan de Oro City, guided the attendees through the procedures involved in availing the SCP.
She further clarified the privileges accompanying the program, including the suspension of existing reward systems, in accordance with the National Amnesty Commission’s Rules of Procedure.
Barola-Uy emphasized that the SCP stands as an assurance of the government’s welcome and support for FRs as they journey back to the fold of the law and reintegrate into mainstream society.
The event also paid tribute to the crucial role of the 89th Infantry (MAKATAO) Battalion, under the command of Lt. Col. Antonio G. Bulao I.
For years, the battalion has been on the frontlines not only of security but also of peacebuilding—assisting former rebels in their transition toward becoming peaceful, productive, and law-abiding citizens.
Highlighting this commitment, four (4) FRs under the custody of the 89IB were among the SCP recipients, underscoring the battalion’s consistent efforts in guiding and supporting returnees as they embrace new beginnings.
With every Safe Conduct Pass handed out, the government reaffirms a resounding message: that reconciliation is possible, that peace is within reach, and that those who once took up arms can find a place once more in the nation’s shared vision of unity and progress. (89IB/melbmadera)
