DA-SAAD debuts phase 2 in NorMin

CAGAYAN DE ORO CITY – After getting the go signal in 2022, the Department of Agriculture-Special Area for Agricultural Development (DA-SAAD) officially commenced its phase 2 implementation in Northern Mindanao this year through DA-10 Regional Executive Director Carlene C. Collado

In a planning workshop with SAAD Phase 2-implementing local government units (LGUs) on February 10 in Cagayan de Oro City, SAAD Northern Mindanao Regional Program Management Support Office (SAAD NorMin RPMSO) outlined Social Preparation activities to be conducted as preliminary steps for the implementation of community-based agri-enterprise projects in priority localities in the region.

SAAD is a special program of the Department of Agriculture (DA) designed to curb poverty in economically depressed areas in the country by providing agri-livelihood projects to marginal farmers.

For phase 2, SAAD will be implemented for a six-year period from 2023 to 2028 in 26 municipalities belonging to the 5th and 6th class, having the highest poverty incidence in four provinces of the region.

Specifically, the municipalities of Sagay, Catarman, Mahinog, and Guinsiliban in Camiguin; Libertad, Gitagum, Sugbongcogon, Balingoan, Lagonglong, Kinoguitan, and Binuangan in Misamis Oriental; Don Victoriano Chiongbian, Baliangao, Panaon, Sapang Dalaga, Sinacaban and Concepcion in Misamis Occidental; Tangcal, Sapad, Salvador, Tagoloan, Magsaysay, Matungao, Pantar, Poona Piagapo and Linamon in Lanao del Norte.

Late in 2022, the SAAD NorMin profiled 1 Farmers’ Cooperative, Association (FCA) in the said municipalities, to ascertain the farmer-members’ eligibility as SAAD recipients.

According to Lana May S. Racines, SAAD NorMin focal person, the program is set to conduct Beneficiary Needs Assessment (BNA) in the first quarter of 2023 to determine the suitability of the proposed agri-enterprise to the FCAs’ locality, the capacity of the FCAs and its members to man the SAAD project, as well as market feasibility of the proposed enterprise.

Under the SAAD guidelines, eligible FCAs may propose agri-enterprise projects focused on rice, corn, livestock, or high-value crop production.

SAAD will grant production-to-marketing assistance to the FCAs. Qualified FCA and their proposed enterprise will be officially endorsed by the Local Chief Executive to SAAD NorMin signifying the DA-LGU partnership in SAAD implementation.

In his message, DA-10 OIC-Regional Executive Director, Carlene C. Collado, challenged the LGUs to implement the SAAD Program with a strong intent to develop the local agriculture sector.

He also called on the LGUs to look after the previously granted SAAD and DA projects for the benefit of the farmers. (DA RFO-10)

DA-10 continues rollout of financial aid to Bukidnon rice farmers

Kibawe, Bukidnon – A total of 3,472 rice farmers in the towns of Kibawe, Dangcagan, Kadingilan, Don Carlos, and Pangantucan in Bukidnon received P5,000 in cash aid on January 11-13, as the Department of Agriculture – Region 10 (DA-10) continue rolling out the Rice Farmers Financial Assistance (RFFA) in said localities, for the 2022-2023 dry cropping season

The RFFA is given to smallholder rice farmers tilling rice areas not exceeding two hectares and registered to the Registry System for Basic Sectors in Agriculture (RSBSA), the DA’s official registry of farmers, fisherfolk, and farm laborers.

According to DA-10 OIC- Regional Executive Director Carlene C. Collado, the agency is fast-tracking the RFFA distribution to the rice farmers in Northern Mindanao in the aftermath of shear line to agricultural areas in the region late last year, and the continuing weather disturbance early in 2023.

“We intend to roll out the RFFA in the fastest way we can. We assure our RFFA beneficiaries they will receive their aid as soon as we have ironed out our coordination with the LGUs,” Collado said.

For the 2022-2023 Dry Cropping Season, the DA-10 has allocated Php237-M funds for the RFFA to benefit 46,161 eligible rice farmers across the region.

The RFFA is funded under the Rice Competitiveness Enhance Fund (RCEF) by virtue of the Rice Tariffication Law (RTL) and is intended to compensate for the increasing farm inputs prices and fluctuating palay buying prices.

With the RFFA, it is hoped that the rice farmers will be able to sustain their farm production and augment their earnings. (DA RFO-10)

LPA leaves 7 dead, P22-M worth of damage in NorMin

CAGAYAN DE ORO CITY – The two-week rains caused by a low-pressure area (LPA) in Northern Mindanao affected 59,000 individuals, left seven dead, and damaged more than PHP22 million worth of properties.

 

In the initial report by the Region 10 Disaster Risk Reduction and Management Council (RDRRMC-10) on January 15, 15,812 families experienced flooding.

In evacuation centers throughout the region, only 4,432 individuals or 1,227 families have remained as of Sunday out of the 31,353 individuals or 8,621 families who sought shelter within the two weeks period.

The seven dead were from the provinces of Lanao del Norte, four; Misamis Oriental, two; and Misamis Occidental, one.

RDRRMC-10 also recorded five injured and two missing persons.

The initial estimate of damaged houses reached PHP2.1 million, damage to infrastructures PHP20.8 million, and damage to agriculture PHP63.7 million.

Department of Agriculture-10 (DA-10) will provide PHP5,000 in financial assistance to rice farmers in February, to be sourced from the Rice Competitiveness Enhancement Fund.

“We will (also) be distributing the fertilizer discount vouchers for the whole region, which total around PHP192 million. And for the RFFA (Rice Farmers Financial Assistance), we have PHP96 million to be disbursed and the funds are already deposited with the DBP (Development Bank of the Philippines) account,” DA-10 executive director Carlene Collado said during the visit of President Ferdinand R. Marcos Jr. on Jan. 11.

Marcos directed the Department of Public Works and Highways to review flood control measures.

Heavily affected Misamis Occidental and Misamis Oriental experienced a repeat of nature’s wrath that submerged parts of the provinces on Christmas Eve last year.

Victims of the twin calamities were relieved to receive government aid.

“I am glad about the help extended to us, especially since we almost had nothing (salvaged from the flood),” Erminia Bernaldes said in the vernacular during the distribution of PHP5,000 in cash assistance and food packs in Gingoog City, Misamis Oriental, led by President Marcos.

Rolly Egoc of Oroquieta City, Misamis Occidental, said his house in Barangay Talic was washed away on Dec. 26, 2022.

“We don’t have a house anymore, so we went to the barangay for refuge. I am now 55 years old and it is only now that I experienced this flood,” he said.

DA-10 steps in to prevent onion price hike

CAGAYAN DE ORO CITY (Jan. 11, 2022) – The Department of Agriculture-Northern Mindanao (Region 10) on Tuesday introduced technology and researched-based interventions for farmers to prevent the recurring increase of bulb onions here.

In a statement, DA-10 Technical Director Carlota Madriaga said the interventions involve supporting the farmers’ cooperatives, procuring seeds to farmers, conducting trials in research centers for bulb onion production, coordinating with regions through the Agriculture Marketing and Assistance Division (AMAD), consistently issuing import permits from the National Plant Quarantine Services Division (NPQSD), and advising the public to practice the urban container household gardening.

Madriaga said the bulb onion price hike during the holidays in 2021 was “artificial” due to the low importation of the commodity.

She said though provinces in Luzon have stocks of imported produce, supply was still insufficient given the demand during the Christmas season.

Madriaga clarified the increase was only temporary and that the DA-10 is seeing decreased prices of the product in public markets in the city at an average of PHP200 per kilo.

As of Tuesday, the NPQSD reported having inspected 500 metric tons of bulb onions at the Mindanao Container Terminal in Tagoloan, Misamis Oriental, ready for release along with 52 containers of bulb onion from Davao.

Last week, Manuel Barradas, regional manager of the BPI-10, said in an interview this batch of onions arrived on January 3.

“As per inward cargo manifest, there was an arrival of 20 containers of red onions from India and the Netherlands estimated 500 metric tons on Jan. 3,” he said.

Barradas said last week that with the arrival of onion imports, market prices of the products were expected to go down based on the law of supply and demand.

DA-10 executive director Carlene Collado earlier said the containers were supposed to arrive between December 15 and 21 but were delayed due to an apparent difficulty in booking container vans that would carry them.

“The prices of red onion have started to increase starting December 23, 2021, from PHP170-280 per kilogram, to PHP300-350 per kilogram with less supply in the market due to the non-arrival of imported onions,” he said.

At a market stall in this city’s central market, the Cogon Market, a kilogram of local onions costs PHP350 to P380, while imported onions cost PHP280 per kilo, and PHP80 per kilo for white onions.

In Iligan City, the average per kilogram price of red onions was at PHP350 as well.

In some parts of Bukidnon, the agriculture center of Mindanao, the prices soared at PHP450 a kilo.

DA NorMin to build P3-M swine production center in Malaybalay

CAGAYAN DE ORO CITY – The city government of Malaybalay received a P3 million worth project for the development and upgrading of its swine production center.

Carlene C. Collado, regional executive director of the Department of Agriculture in Northern Mindanao, handed the certificate of turnover to Dr. Michelle C. Miquiabas, Malaybalay City veterinarian who represented Mayor Florencio T. Flores, Jr. in Brgy. Dalwangan, Malaybalay City on January 10.

Director Collado emphasized that the project funded by the agency’s Livestock Program covers the construction of pigpens, containment wall, semen processing laboratory, office area, feed storage room, and sleeping quarters.

He added that the agency aims to modernize and industrialize agriculture’s value chains inclusively to enhance productivity.

Meanwhile, Dr. Miquiabas said that the target beneficiaries are the swine breeding technicians and the farmers throughout the region.

DA releases P5.7-M subsidy to 1,145 Maramag rice farmers

MALAYBALAY CITY, Bukidnon (Dec. 27, 2021) – The Department of Agriculture (DA) has released a total of P5,725,000.00 subsidy to 1,145 rice farmers of Maramag, Bukidnon.

In a Facebook post of Maramag Municipal Agriculture Office, each of the 1,145 Maramag rice farmers has received ₱5,000 DAs cash subsidy with its third leg of distribution under the Rice Farmers Financial Assistance (RFFA) program on December 23, 2021.

The program is spearheaded by the Rice Program DA-10 thru Agriculture Office Maramag in partnership with the Development Bank of the Philippines (DBP) and Universal Storefront Services Corp. (USSC).

Eligible rice farmers have received their financial assistance who were enrolled in the Registry System of Basic Sectors in Agriculture (RSBSA) with landholdings of two (2) hectares and below in response to the Rice Tarrification Law (RTL).

Apart from it, the said event will showcase DA-Intervention Monitoring Card (IMC) demonstrating the RCEF-RFFA withdrawal scheme that will serve as identification and cash cards of the farmer-beneficiaries.

Malaybalay rice farmers receive free seeds, fertilizers worth P48.7-M under RRP

MALAYBALAY CITY – The Department of Agriculture (DA) has been a partner of the City Government of Malaybalay in delivering services to the farmers.

To sustain the gains of the DA’s Rice Resiliency Project I (RRP-I) implemented last 2020 wet cropping season, Rice Resiliency Project II (RRP II) is implemented for the 2020-2021 dry cropping seasons.

Through the City Agriculture Office (CAgO), the City Government distributed rice seeds and fertilizers to farmers based on the allocation for the City.

Last year’s RRP I wet season (April to October 15, 2020) provided to 2,558 farmers from 27 barangays with a total of 5,892 bags of rice seeds (hybrid and inbred seeds) and reimbursed 7,727 bags of urea amounting to Php 20,103,495.00.

Meanwhile, under RRP II dry season from October 16, 2020, to March 15, 2021, a total of 2,973 bags of inbred rice seeds and 2,996 bags of hybrid rice seeds were distributed that amounted to Php 28,666,780.00.

This accommodated 1,513 farmers under inbred and 1,037 farmers for hybrid varieties, wherein 2,412 farmers received vouchers for procuring fertilizers at Aglayan and Barangay 9.

Unlike RRP I, fertilizers under RRP II were supplied to farmers in the form of subsidies without the counterpart requirement. The process for the distribution of fertilizer under RRP II is through a voucher scheme with an amount equivalent to two thousand pesos (Php 2,000.00)/ha for inbred and three thousand pesos (Php 3,000.00)/ha for hybrid, permitting farmers to procure inorganic fertilizers at Grower Agricultural Supply located at Aglayan and Planters Agri-Crops Supply and Services situated at Barangay 9, which both are accredited, fertilizer distributors and dealers.

The RRP farmer recipients who received seeds and fertilizers are registered with the Registry System for Basic Sectors in Agriculture (RSBSA). The DA restates its call for farmers to enroll in their RSBSA through their City/Municipal Agriculture Officer to benefit the department’s various programs.

For the time being, RRP II Batch II will be implemented until June 30, while Regular Rice Program under wet season from April to September 2021 will also be extended to farmers.

This project is under the Plant, Plant, Plant Program of DA promotes the increase of farmer’s yield and ensures food security amidst the Covid-19 pandemic through the provision of rice seeds and fertilizers.

Despite the health crisis, CAgO is committed to continuing its effort in delivering its frontline services to its clients, especially the farmers. With the constant aid of the DA, the vision to sustain agricultural productivity and food sufficiency can still be ensured.
