SP Malaybalay passes MMT Ordinance

The Sangguniang Panlungsod approved Ordinance No. 1021 Series of 2023 – An ordinance institutionalizing the creation of the City Government of Malaybalay Environmental Multi-partite Monitoring Team (CITY MMT)

During the 45th regular session on May 30, 2023, Hon. Alan Ryann O. Legaspi presented the proposed ordinance for the creation of CITY MMT, defining its powers, duties, and responsibilities, declaring certain acts prohibited and providing penalties, allocating funds for the purpose therefor, and other purposes.

The Local Government Units are mandated to ensure the implementation of reasonable and practicable measures to protect, restore, and enhance the quality of the environment in line with the principles of ecologically sustainable development.

The Department of Environment and Natural Resources issued an Administrative Order No. 2003-30 acknowledging the role and participation of the Local Government Units, including the community, People’s Organizations, and Non-Government Organizations, in the implementation of the Philippine Environmental Impact Statement (EIS) System. This system was established under Presidential Decree (PD) No. 1586, Presidential Proclamation No. 2146, defining the scope of the EIS System and pursuant to Administrative Order No. 42 issued by the Office of the President on November 2, 2002.

The City Government of Malaybalay is committed to promoting the preservation, protection, and revival of the ecosystem through prevention, control, and abatement of air, water, and land pollution and aims to minimize environmental damage while fostering the sustained development of the city.

The creation of a Multi-partite Monitoring Team is mandated to monitor persons and entities compliance with the Certificate (ECC) granted to them and ensure a rational balance between socio-economic development and environmental protection for the benefit of present and future generations.

After thorough deliberation during the 54th regular sessions of the 9th Sangguniang Panlungsod on August 1, 2023, the said ordinance passed and was approved on the third reading. Hon. N. Mindanao dev’t projects priority under DOST ‘iSTART’ program

CAGAYAN DE ORO CITY – Development projects of local government units (LGUs) in Northern Mindanao are the primary targets of the Department of Science and Technology’s (DOST) Innovation, Science and Technology for Accelerating Regional Technology-based Development (iSTART) program

In a statement on August 03, DOST-Region 10 Director Romela Ratilla said iSTART seeks to synergize the government’s efforts to ensure sustainable and inclusive development.

“The iSTART program stands as a shining example of how science, technology, and innovation can transform lives and drive development,” she said.

Ratilla said the program is a DOST-led platform for strategically aligning the agency’s programs and projects with local development plans to support balanced development by accelerating regional growth through science, technology, and innovation (STI).

Among its specific objectives is to assist LGUs in developing a technology-based development plan for agriculture-based, manufacturing, and service sectors by engaging researchers, scientists, and engineers in the planning process.

The program also seeks to attract new technology-based investments per the validated plans in collaboration with the LGUs.

Ratilla said the DOST-10 trained local planning officers in the five provinces and four cities of the region are regularly apprised of the tools and processes for mainstreaming science, technology, and innovation in local development.

The Bukidnon Provincial Planning and Development Office’s representative, Norberto Baltazar said iSTART will provide insight into how the program can bring more value to LGUs.

NorMin PUV groups nix’ consolidation’ extension

CAGAYAN DE ORO CITY – Most public utility vehicle (PUV) groups in the Northern Mindanao Region do not want another deadline extension for consolidating operators as a single cooperative

In an interview on Friday, Land Transportation Franchising and Regulatory Board-Northern Mindanao (LTFRB-10) Director Amenodin Guro said the feedback resulted from their series of consultative meetings with 15 existing PUV transport cooperatives this week.

“The transport players don’t want an extension again for the consolidation of jeepney operators into cooperative or corporation, whose deadline is set on December 31 this year,” he said.

During the meetings, Guro noted that only Manolo Fortich town in Bukidnon and the local government unit (LGU) here had submitted the required Local Public Transport Route Plan (LTPRP) needed for the government’s PUV modernization program.

“There’s a minimal oversight on overlapping issues that the LTFRB should undertake, but it can be done in a proper time,” he said.

Guro said LTFRB-10 is currently focused on consolidating and submitting LTPRP from different LGUs in the region.

If the LGUs cannot cooperate on the LTPRP requirement, he said transport groups can file an administrative case due to dereliction of duty.

Currently, almost 2,000 modernized PUVs are operating in Region 10 with 78 routes, the majority of which are from this city and Misamis Oriental province. (PNA)

3 Bukidnon people’s organizations receive P750,000 livelihood aid

THREE people’s organizations (POs) in Malitbog town, Bukidnon, have received P750,000 worth of livelihood assistance from the Department of Labor and Employment (DOLE)-Northern Mindanao

The recipient organizations, who received P250,000 worth of livelihood kits on July 3, 2023, were San Migara Tingag United Women’s Association (SMITUWA), Sitio Logdeck Higaonon Farmers Association (SILOHFA), and

Sitio Victory Higaonon Farmers Association (SVHFA).

The livelihood kits, provided through the DOLE Integrated Livelihood Program (DILP), are for their consumer store, rice trading business, and agrivet and farm supply store, respectively.

According to the 16th Infantry Battalion, these POs were formerly organized sectors of the Communist-NPA Terrorists (CNT) in isolated communities.

Mario Senagonia, president of the SVHFA, expressed his gratitude to DOLE-Northern Mindanao, the 16IB, and the local government unit of Malitbog, who collaborated with DOLE to grant and facilitate their livelihood project.

Senagonia added that the kits will create more jobs and provide sustainable income to the members of their organization.

Earlier this year, DOLE-Northern Mindanao handed over P360,000 worth of livelihood kits to former rebels and another P375,000 worth of livelihood kits to the parents of child laborers. (Sunstar)

Northern Mindanao struggles to offset tax share cuts in post-pandemic recovery

CAGAYAN DE ORO, Philippines – The COVID-19 pandemic global health emergency may have ended, but its impact is far from over in Northern Mindanao, where local governments are now scrambling to look for more revenue sources to offset double-digit reductions in their tax shares from the national government

ocal governments in the region are receiving 15% less this year compared to the amount of National Tax Allotment (NTA) released to them by the Department of Budget and Management (DBM) in 2022.

Misamis Occidental Governor Henry Oaminal disclosed the reduced NTA in his second state-of-the-province address at the Seafront Arena in Oroquieta City on Saturday, July 1.

Oaminal’s announcement was based on Local Budget Memorandum No. 87, which the DBM released on June 9, indicating that the NTA for Misamis Occidental this year is about P1.552 billion.

This figure is 14.8% or roughly P271 million lower than the P1.823 billion which the province received in tranches in 2022.

Oaminal blamed the NTA reduction on the COVID-19 pandemic, which crippled economic activities throughout the country and affected government revenues starting in March 2020.

The DBM computed this year’s NTA based on tax collections three years ago.

“As we all know, most local government units, with the exception of highly urbanized cities like Manila, Cebu, Davao, and Cagayan de Oro, are NTA-dependent,” said the governor, urging all those present to “make our tourism vibrant for us to generate more revenues.”

This year’s reduced tax share is even more apparent in Cagayan de Oro City, with its share reduced by over P404 million from 2022’s P2.759 billion.

Cagayan de Oro Mayor Rolando Uy, backed by an ordinance, granted tax relief to delinquent real property and business taxpayers and offered incentives for early and advanced payments of tax obligations. Cagayan de Oro’s 2023 annual budget is over P7.5 billion.

So far, the City Treasurer’s Office has collected P576 million in tax delinquencies and advanced tax payments, aiming to generate about P5.41 billion from local revenues on top of its NTA.

Northern Mindanao’s NTA this year, as indicated in DBM Local Budget Memorandum No. 87, is P36.111 billion, which is 14.6% lower than 2022’s P42.307 billion or a difference of P6.2 billion.

Reductions in NTAs have also started to affect the provincial governments of Bukidnon, Camiguin, Lanao del Norte, and Misamis Oriental, as well as their cities, municipalities, and barangays.

Under Section 284 of the Local Government Code of 1991, local governments are entitled to a 40% share in the national internal revenue taxes based on the collection of the third fiscal year preceding the current fiscal year.

When the law was implemented, all local governments started receiving Internal Revenue Allotments (IRA) – now called NTA – from the DBM.

In its April 10, 2019 resolution in the case of “Congressman Hermilando I. Mandanas et al. vs. Executive Secretary Paquito N. Ochoa, Jr., et al.” (Mandanas-Garcia case), the Supreme Court en banc declared the phrase “internal revenue” unconstitutional.

The SC also ordered the secretaries of finance and budget and management, the commissioners of the Bureau of Internal Revenue and the Bureau of Customs, and the National Treasurer to include all collections of national taxes in the computation of the base for the just share of the local governments.

Starting in 2022, the phrase “National Tax Allotment” was used instead of “Internal Revenue Allotment” as a result of the ruling.

Based on certifications from collecting agencies, the DBM calculates and allocates the share of local governments using the formula under Section 285 of the Local Government Code.

The DBM then issues a local budget memorandum no later than June 15 of the current fiscal year to inform the local governments of their respective NTA shares. These NTA shares serve as the basis for the preparation of local government annual budgets. (Rappler.com)

Pangantucan town receives P14.5-M agri assistance from DA-NorMin

PANGANTUCAN, BUKIDNON – The Department of Agriculture – Regional Field Office 10 (DA-RFO 10), under the helm of DA-10 Regional Executive Director Carlene C. Collado, turned over and committed various agricultural interventions to the Local Government Unit (LGU) of Pangantucan during the 25th Farmers’ Week celebration (Silver Anniversary) on June 27, 2023, at the Municipal Grounds, Poblacion here

DA-10 Regional Technical Director for Operations Carlota S. Madriaga handed over the certificate of turnover amounting to P14,588,508.00 of agri assistance from the agency’s different banners and special programs.

According to RTD Madriaga, said intervention aims to modernize and industrialize agriculture’s value chains in an inclusive way to enhance productivity, uplift rural people from poverty, improve livelihoods, and increase farmers’ income.

Included in the package of agri assistance are the following: Rice Program (P5,961,936.00): Public Hybrid Seeds, Commercial Hybrid Seeds, Inbred Rice Seeds, and Inorganic Fertilizers; Corn Program (P6.7-M): Hybrid Yellow Corn Seeds, Inorganic Fertilizer (14-14-14), Bio-N Fertilizer; Livestock Program (P1,385,512.00): Forage Seeds, LN2 Tank, Semen Straws, Native Swine, Free Range Chicken, Duck, and Village-type Feed Mill with Multi-Crop Drying Pavement.

Further, the assistance comprises the following: High-Value Crops Development Program (P212,350.00): Mini Chainsaw, Technology Demonstration for Coffee and General High-Value Crops; Special Area for Agricultural Development (SAAD) Phase 1 (P328,710.00): Hybrid Yellow Corn Seeds, Complete Fertilizer, Urea Fertilizer, Open Pollinated Variety (OPV) Vegetable Seeds (Pinakbet), OPV Vegetable Seeds (Sinigang), Vitamin A, D and E, Vitamin B Complex injectable, Ivermectin injectable, Wound Spray; Balik Probinsya, Bagong Pag-asa Program (P75K): Egg Layer Production Package.

Likewise, Dir. Madriaga also handed over the certificate of commitment to LGU Pangantucan for the Integrated National Swine Production Initiative for Recovery and Expansion (INSPIRE) Program Swine Clustering, consisting of 1 unit Biosecured and Climate-Controlled Finisher Operation Facility, Swine, Feeds, Weighing Scale, Drugs and Biologics, overall costing P5.5-M.

Meanwhile, Municipal Vice-Mayor Manolito G. Garces extended his gratitude to DA and the Philippine Coconut Authority (PCA), one of its attached corporations, for supporting their Municipality, especially their farmers.

“It is very timely and relevant, as we also celebrate our Farmers’ Week here in our Municipality. This intervention will surely benefit our farmers by boosting their agricultural productivity, and we, in the LGU, will also take part in achieving our goal of sustainable agriculture,” the Pangantucan official remarked.

On the other hand, RTD Madriaga also expressed her appreciation to LGU Pangantucan, including the participating Rural-based Organizations (RBOs), Farmers’ Cooperative Associations (FCAs), and barangay councils for supporting activities that honor farmers for their tireless efforts in providing food for our everyday needs.

Further, she urged the farmers to continue their hard work and for the LGU to continue supporting them by patronizing their produce, encouraging them to work more efficiently with their farming operations.

During the event, Bukidnon PCA Division Chief I, Ma. Chyrelyn A. Pace also turned over 50 pieces of coconut seedlings (Catigan Dwarf) and bared other interventions their agency can offer.

DOST, LGU Pangantucan to improve science, tech info access in GIDA areas through STARBOOKS

In partnership with the Local Government Unit of Pangantucan and the Department of Education Division of Bukidnon, the Department of Science and Technology provides seven STARBOOKS units in seven public high schools in Pangantucan. STARBOOKS is the country’s first digitized library

The school beneficiaries are Pangantucan National High School, Bacusanon National High School, Bangahan Integrated School, Kimanait National High School, Langcataon National High School, San Isidro High School, and Pangantucan Bukidnon Community College.

The project holds immense potential for the 4,944 high school students, 1,389 college students, and 890 teachers who have long depended on limited books and unreliable internet access. These schools predominantly serve Indigenous Peoples (IP) students from the Manobo tribe.

During the turnover ceremony, Dr. Lanila M. Palapar, Assistant Schools Division Superintendent, encouraged the attending teachers to embrace continuous learning and engage with new technologies.

“Let us not stop learning for ourselves and for our students,” Palapar emphasized, highlighting the importance of keeping pace with the evolving educational landscape.

The significance of the STARBOOKS project was further highlighted by the Science Research Specialist of DOST Bukidnon, Grazelle Dela Cruz, who showcased its vast array of resources that will now be readily available to students and teachers alike. STARBOOKS is a digital library that offers free access to hundreds of thousands of theses, K-12 modules, DRRM materials, research papers, theses, dissertations, and S&T news.

The Science and Technology Research-Based Openly Operated Kiosk (STARBOOKS) is an innovation of the DOST Science and Technology Information Institute.

Expressing gratitude for the initiative, Dr. Ellen A. Azuelo, Education Program Supervisor and also the project leader, commended the DOST for its efficient and comprehensive project implementation process.

LGU Pangantucan’s Executive Assistant, Rolando Franco, also encouraged the other schools in the MunicipalityMunicipality to avail of the same project for inclusive education opportunities.

Dr. Ligaya S. Gonzales, School Principal of Pangantucan National High School, expressed hope that this intervention from the DOST would be followed by further support for STEM education in Pangantucan, fostering a solid foundation for the high school learners’ academic journey.

By providing accessible and up-to-date information, the project aims to empower students to pursue STEM courses and become valuable contributors to the S&T human capital of the country.
