95 Football Clubs join 4ID’s 3rd Diamond Cup Football Festival

Football enthusiasts coming from different parts of the country gathered as 95 Football Clubs vied to become best of the best in the recently concluded 3rd Diamond Football Cup Festival as part of the celebration of the city’s Higalaay Festival 2023 held at the 4ID Headquarters, Camp Evangelista, Patag, Cagayan de Oro City on August 26-27, 2023

Said activity aims to provide an avenue for athletes to showcase their prowess in football while simultaneously building their physical fitness, honing their skills, and cultivating values that go beyond the boundaries of the field.

The participants competed in seven (7) different categories – Mixed Under 9, Mixed Under 12, Boys under 16, Women’s Open, Men’s Open, Above 35 and the Above 45.

Councilor Malvern “Bernie Bitok-Bitok” Esparcia, the Cagayan de Oro City Council’s Chairperson for the Committee on Sports served as the Guest of Honor and Speaker during the opening ceremony. In his message, He highlighted the significant role of sports in the character development of the youth especially in these modern times when children are into mobile games and other sorts of technologies. He also emphasized the vital role of the parents and coaches in molding and teaching the children the true meaning of camaraderie, friendship, and sportsmanship.

Meanwhile, Major General Jose Maria R. Cuerpo II, the Commander of the 4ID thanked the local government unit of Cagayan de Oro for always supporting such endeavor which also aims to create stronger ties between the 4ID, its partner stakeholders, and the civilian populace. In his inspiring message, He said, “Let us remember, competitions like the Diamond Cup Football Festival are not just about winning or losing, they are about fostering a sense of unity, promoting healthy competitions, and building lasting friendships. Let this festival serve as a testament to promote sportsmanship, resilience, and unwavering dedication to the beautiful game of football.” (4ID)

DA-10 leads final review for Muleta Convergence Area Dev’t Plan

PANGANTUCAN, BUKIDNON — In its concerted efforts to advance a clean and sustainable water resource for agriculture, industry, and economy, the Regional Convergence Initiative – Technical Working Group (RCI-TWG) spearheaded the final review and critiquing of the Muleta Watershed Convergence Area Development Plan (CADP) on August 24, 2023

The meeting follows the CADP writeshop conducted by the National Convergence Initiative for Sustainable Rural Development (NCI-SRD) in Dalwangan, Malaybalay City last May 16 to 19, 2023.

Members of the RCI-TWG in attendance include the Department of Agriculture – 10 (DA-10) headed by Regional Executive Director Carlene C. Collado as lead convener, Department of Agrarian Reform (DAR-10), Department of Environment and Natural Resources (DENR-10), and officials of the local government unit (LGU) of Pangantucan.

Discussed during the meeting were salient points of the Muleta CADP, presented by Pangantucan Municipal Agriculturist Teodoro B. Quirante III, including the watershed profile, major goals and strategies of the CADP, and the budgetary requirements for implementation from 2023 until 2027.

DA-10 Executive Assistant III Joel S. Rudinas enjoined the RCI-TWG to continuously offer their inputs to improve the plan and underscored the potential benefits of the CADP for the community of Pangantucan when approved.

“Through this CADP, we hope to convey that this kind of investment is urgent, very important, and very necessary because we have a vision and an end in mind. We are more excited about this project on account of the fact that there is an opportunity where we can work together [to] build up development in these areas,” Rudinas said.

Pangantucan Municipal Administrator Ian Boy A. Garcenila thanked the support of the RCI-TWG in developing the said plan toward progress and the development of their community.

Comments and suggestions from members of the RCI-TWG will be incorporated into the final document before the final presentation to the National Steering Committee for review and approval in October this year. (DA RFO-10)

Napahigayon ang maong pang-apod-apod pinaagi sa Public Employment Service Office (PESO).

Adunay 169 ka estudyante nga benepisyaryo sa SPES, samtang adunay 145 ka benepisyaryo sa WAP.

Ang mga nakabenepisyo sa SPES nakadawat ug 60% sa ilang suweldo alang sa pagtrabaho sulod sa 20 ka adlaw. Sila nakadawat sa P6,827.00 matag isa, ug ang nahabilin nga 40% itugyan kanila sa mga mosunod nga semana.

DA, PhilRice apprise Bukidnon LGUs on Masagana Rice Program

CAGAYAN DE ORO CITY – The Department of Agriculture – RFO 10 through Regional Executive Director Carlene C. Collado convened the local government units of the province of Bukidnon for a coordination meeting on the Masagana Rice Industry Development Program (MRIDP) on August 17 in Dalwangan, Malaybalay City, Bukidnon

Around 20 LGUs attended the activity and were briefed on the program that prioritizes the welfare of the farmers, boosts the rice value chain, and improves agricultural production.

Sailila E. Abdula, PhD, Branch Director of DA-Philippine Rice Research Institute (DA-PhilRice) Midsayap and the Program Director of the Mindanao Cluster for the MRIDP discussed the program’s four core strategies: resiliency and stability in climate change adaptation; unity and convergence in farm clustering and consolidation; motivated and enthusiastic farmer-entrepreneurs in the rice value chain; and timeliness and relevant focus on digital transformation.

Significantly, convergence, cooperation, and stakeholder coordination will materialize the four strategies.

As he emphasized, the transformation of Philippine agriculture needs to focus on the market, innovations, scale, mainstreaming, and outcome.

In Northern Mindanao, the provinces of Bukidnon and Lanao del Norte will be pilot-tested in the program, being the rice producers of the region.

Chona H. Nacalaban, DA-RFO 10 Rice Program Focal Person, shared that in 2022, region 10 ranked fourth in yield per hectare, contributing 4.12 percent to the national production with a sufficiency level of 87.55 percent.

The province of Bukidnon’s 2022 production of 295,686 metric tons has a sufficiency level of 216.51 percent, while Lanao del Norte (2022 production) with 113,903 metric tons of production with a sufficiency level of 90.3 percent.

A provincial rice development plan will be crafted to provide direction in attaining the objectives of the program with the assistance of the Provincial Agriculture Office of Bukidnon, DA-10’s Field Operations Division through its Chief, Eduardo N. Pit, PhD and Provincial Operations Center in Bukidnon. (DA RFO-10)

Empowering Bukidnon: DOST advances innovative tech in DRRM

MALAYBALAY CITY – The Department of Science and Technology, in collaboration with Senator Juan Miguel Zubiri’s Office, the Office of Civil Defense, and the provincial government of Bukidnon, organized a comprehensive four-day workshop focused on enhancing the province’s Disaster Risk Reduction and Management (DRRM) Contingency Plans

To elevate existing local DRRM plans, particularly in tackling threats like landslides, flash floods, and earthquakes, the Department of Science and Technology (DOST) convened the four-day contingency planning at Hotel de Susana in Valencia City.

This collaborative effort shall empower Bukidnon’s two cities and 20 municipalities by equipping them to develop or enhance their contingency strategies on DRRM.

These strategies encompass a spectrum of innovative technologies, including data analysis, hazard identification, early warning systems, modeling and simulation, risk assessment, communication and coordination, response planning, and infrastructure resilience. These aspects play a crucial role in crafting effective contingency plans.

“There is no such thing as natural disasters; they are, in fact, natural hazards,” affirmed DOST Secretary Renato Solidum Jr. during a press conference held during the four-day DRRM event in Valencia City.

The event’s prime goal is the upgrading and enhancement of current local DRRM plans, specifically in addressing risks posed by natural hazards.

The Contingency Planning seeks to integrate DOST technologies for application by local government units (LGUs) in risk reduction undertakings such as prevention and mitigation.

Meanwhile, DOST announced the upcoming Climate and Disaster Risk Assessment (CDRA) training this September.

The CDRA is a tool for studying and assessing risks and vulnerabilities of exposed elements associated with natural hazards and climate change. It will be merged into the Comprehensive Land Use Plans of the LGUs.

DOST Secretary Renato Solidum Jr. holds a press conference, which is part of the four-day DRRM event in Valencia City, emphasizing the science and technology’s crucial roles in creating effective contingency plans such as data collection and analysis, hazard identification, early warning systems, modeling and simulation, risk assessment, communication, resources allocation, training and education, response planning, and infrastructure resilience. DA, NorMin LGUs ensure compliance for fund transfers, liquidations of agri projects

MALAYBALAY CITY, BUKIDNON – In an effort to ensure compliance with existing accounting and auditing rules and regulations for fund transfers and liquidations of agricultural projects granted to Local Government Units (LGUs), the Department of Agriculture – Northern Mindanao (DA-10) headed by Regional Executive Director Carlene C. Collado, holds its annual LGU Coordination Meeting recently at the Northern Mindanao Agricultural Crops Livestock Research Complex, in this city

Spearheaded by the DA-RFO 10’s accounting section, the coordination meeting is an avenue for bilateral dialogue to address challenges encountered by DA and the LGUs in terms of inventory and liquidation of agri projects funded under the agri department’s banner programs and special projects this year and the preceding years.

Some 207 LGU accountants and agriculturists from the provinces of Camiguin, Misamis Oriental, Bukidnon, Lanao del Norte and Misamis Occidental attended the meeting.

DA-RFO 10 Administrative and Finance Division chief Patrick Ian F. Pedarse said the meeting aims for DA and the LGUs to level off on a mechanism for optimal utilization of DA funds.

He also acknowledged the LGUs’ roles as DA’s partners in extending its services to the peripheries of the agriculture sector to provide sufficient and affordable food for all.

Ways forward for the resolution of identified issues in complying with the reportorial requirements and timelines for the submission thereof were consensually agreed upon in the meeting and adopted as guidelines in accounting and liquidating DA projects granted to the LGUs and their constituents. SP Malaybalay passes MMT Ordinance

The Sangguniang Panlungsod approved Ordinance No. 1021 Series of 2023 – An ordinance institutionalizing the creation of the City Government of Malaybalay Environmental Multi-partite Monitoring Team (CITY MMT)

During the 45th regular session on May 30, 2023, Hon. Alan Ryann O. Legaspi presented the proposed ordinance for the creation of CITY MMT, defining its powers, duties, and responsibilities, declaring certain acts prohibited and providing penalties, allocating funds for the purpose therefor, and other purposes.

The Local Government Units are mandated to ensure the implementation of reasonable and practicable measures to protect, restore, and enhance the quality of the environment in line with the principles of ecologically sustainable development.

The Department of Environment and Natural Resources issued an Administrative Order No. 2003-30 acknowledging the role and participation of the Local Government Units, including the community, People’s Organizations, and Non-Government Organizations, in the implementation of the Philippine Environmental Impact Statement (EIS) System. This system was established under Presidential Decree (PD) No. 1586, Presidential Proclamation No. 2146, defining the scope of the EIS System and pursuant to Administrative Order No. 42 issued by the Office of the President on November 2, 2002.

The City Government of Malaybalay is committed to promoting the preservation, protection, and revival of the ecosystem through prevention, control, and abatement of air, water, and land pollution and aims to minimize environmental damage while fostering the sustained development of the city.

The creation of a Multi-partite Monitoring Team is mandated to monitor persons and entities compliance with the Certificate (ECC) granted to them and ensure a rational balance between socio-economic development and environmental protection for the benefit of present and future generations.

After thorough deliberation during the 54th regular sessions of the 9th Sangguniang Panlungsod on August 1, 2023, the said ordinance passed and was approved on the third reading. Hon. N. Mindanao dev’t projects priority under DOST ‘iSTART’ program

CAGAYAN DE ORO CITY – Development projects of local government units (LGUs) in Northern Mindanao are the primary targets of the Department of Science and Technology’s (DOST) Innovation, Science and Technology for Accelerating Regional Technology-based Development (iSTART) program

In a statement on August 03, DOST-Region 10 Director Romela Ratilla said iSTART seeks to synergize the government’s efforts to ensure sustainable and inclusive development.

“The iSTART program stands as a shining example of how science, technology, and innovation can transform lives and drive development,” she said.

Ratilla said the program is a DOST-led platform for strategically aligning the agency’s programs and projects with local development plans to support balanced development by accelerating regional growth through science, technology, and innovation (STI).

Among its specific objectives is to assist LGUs in developing a technology-based development plan for agriculture-based, manufacturing, and service sectors by engaging researchers, scientists, and engineers in the planning process.

The program also seeks to attract new technology-based investments per the validated plans in collaboration with the LGUs.

Ratilla said the DOST-10 trained local planning officers in the five provinces and four cities of the region are regularly apprised of the tools and processes for mainstreaming science, technology, and innovation in local development.

The Bukidnon Provincial Planning and Development Office’s representative, Norberto Baltazar said iSTART will provide insight into how the program can bring more value to LGUs.
