Army urges remaining NPA rebels to surrender, rebuild lives

MALAYBALAY CITY, Bukidnon — The Philippine Army has called on the remaining members of the New People’s Army (NPA) in Bukidnon to surrender and take advantage of government programs offering amnesty, livelihood assistance, housing, and legal support

Brig. Gen. Seigfred C. Tubalado, commander of the Army’s 403rd Infantry “Peacemaker” Brigade, reiterated the call in support of President Ferdinand R. Marcos Jr.’s directive to promote reconciliation and nation-building over armed conflict.

“We do not want to fight. We want those still in the armed movement to surrender because the government’s support systems are ready for those who wish to rebuild their lives,” Tubalado said in a radio interview in early August aired over 15 Kapisanan ng mga Brodkaster ng Pilipinas-member stations.

He dismissed claims by active rebels that surrenderers are tortured, abused, or detained, saying those who yield are treated humanely.

Tubalado said surrenderers undergo medical examinations and receive Safe Conduct Passes while their amnesty applications are processed. Each is given P15,000 in immediate cash assistance and P50,000 in livelihood support, including small business training.

He said former rebels may also receive payment for surrendered firearms, based on each weapon’s type and condition. In some cases, he said, high-powered firearms have resulted in payments of several hundred thousand pesos.

The National Housing Authority and the Philippine Army reported that more than 100 houses have been built in Malaybalay’s Pineville Subdivision and other areas, providing shelter for former rebels and their families.

“These programs are part of the government’s convergence efforts, where agencies pool resources to address the root causes of conflict. Communities have welcomed the initiative, with many former rebels now working as farmers, small business owners, and active members of society,” Tubalado said.

Among the surrenderers is Arnel Arcaya, also known as “Sky,” a former NPA leader. After surrendering, he received cash aid, farm tools, and training in corn and vegetable farming.

“I plan to build a small farm business to support my children’s education. Returning to civilian life allowed me to pursue a peaceful and productive livelihood,” he said.

Tubalado said that while insurgent activity in Bukidnon has declined, small groups remain in upland areas. He said the Army continues to work with local governments and communities to strengthen peace and reintegration efforts.

“Force will never win peace. Only compassion, unity, and trust can. We urge those still in the mountains to surrender and start anew,” Tubalado said. (Michael B. Daming/PIA-10/Bukidnon)
