MALAYBALAY CITY (BukidnonNews.Net/28 April 2026) The Civil Aviation Authority of the Philippines (CAAP) has opened bidding for another package of works under the Bukidnon Airport Development Project, as the government moves to complete the long-delayed airport in Don Carlos by November 2026

CAAP set an Approved Budget for the Contract of ₱48,675,796.40 for the Continuation of
Construction of Airport Facilities under Bid No. 26-09-04 Alpha, funded through the Department
of Transportation’s (DOTr) 2025 General Appropriations Act, based on a CAAP invitation to
bid.
The procurement follows the January 30, 2026 test landing at the Bukidnon Domestic Airport led
by Transportation Secretary Giovanni Lopez, which confirmed the runway’s operational
readiness, according to a Philippine Information Agency report.
During the visit, Lopez set a November 30, 2026 deadline to complete the 149-hectare facility.
Initial operations are expected to begin with turboprop aircraft by December 2026, with larger jet
services to follow once all support facilities are fully integrated, PIA reported.
Under the bid terms, the contractor must complete the works within 360 calendar days, including
15 non-working days due to weather. Bid documents have been available since April 13, with a
pre-bid conference held on April 21 and bid submission and opening set on May 5, 2026 at 9:30
a.m. at CAAP’s Pasay office.
Based on project layout plans, the airport is designed as an integrated facility, including runway
pavement systems, site grading, drainage and utility networks, fire protection systems, and
operational structures such as a control tower, cargo building, and a passenger terminal with
provision for future expansion.
PIA reported that Lopez inspected key components of the project, including the passenger
terminal, runway extension, cargo terminal, control tower, and fire station, while project officials
said most vertical structures are targeted for completion by the third quarter of 2026.
Based on CAAP data cited in an earlier MindaNews report, the DOTr has released about ₱2.816
billion from 2019 to 2022 for the project’s four phases, with completion targeted in 2026.
Located in Barangay Maraymaray in Don Carlos, southern Bukidnon, the airport is among the
national government’s infrastructure projects in Northern Mindanao, according to project
documents.
Project plans date back to at least 2011, when a feasibility study was initiated to establish a more
centrally located airport in Mindanao, according to project background documents.
The airport, estimated at ₱2.8 billion, is expected to improve access to the landlocked province,
which currently relies on road travel to nearby gateways. Government agencies said the facility
aims to reduce travel time and support the movement of passengers and goods, according to PIA.
