CHO-PopDev intensifies info drive on young adult’s sexuality, reproductive health

The City Health Office – Population & Development (POPDEV) of Malaybalay conducted the “Adolescent Sexuality and Reproductive Health (ASRH)” class at Saint Michael High School, Barangay Linabo last March 30, 2023

The one-day activity was attended by 355 students who actively participated. Various topics presented were discussed by two POPDEV speakers, Ms. Fruitelyn Z. Vicente and Mr. Edel L. Singson who have significant knowledge in the field of sexual health education.

The activity began with an introduction by the speakers, who emphasized the importance of discussing the topic of adolescent sexuality and reproductive health. They explained that many young adults are unaware of the risks and consequences of engaging in sexual activity.

Further, it provides the youth with accurate information and knowledge so they will be able to grasp informed decisions.

In addition, the CHO-POPDEV aims to intensify the conduct of information, education, and communication campaigns among adolescents’ reproductive health and the delays of sexual debut as the number of teenage pregnancy cases here in our City is significantly increasing.

This can only be attained through the help of the local stakeholders and the cooperation of all concerned individuals. (PR)

8 guerilla fronts dismantled, 800 rebels ‘neutralized’

MALAYBALAY CITY – In partnership with the Task Force on Ending Local Communist Armed Conflict (TF-ELCAC), the Army’s 4th Infantry Division (4ID) said it has dismantled eight New People’s Army (NPA) guerilla fronts and “neutralized” more than 800 rebels operating in Northern Mindanao and Caraga in the past two years

In a statement on March 29, 2023, Maj. Gen. Jose Maria R. Cuerpo II, commander of the 4ID, said since 2021, an NPA sub-regional committee and an independent rebel platoon were also dismantled.

Among those dismantled were the NPA North Eastern Mindanao Regional Committee and North Central Mindanao Regional Committee (NCMRC).

“The people are fed up and tired of the deception and exploitation of the NPA. People are more interested and focused on the peace and developmental projects, as well as the various services that the government has delivered,” Cuerpo said.

In addition, 362 government-initiated encounters have led to the neutralization of 885 NPA combatants.

In military parlance, “neutralize” includes the capture and surrender of an NPA rebel, as well as the seizure of firearms.

Cuerpo said the 4ID managed to seize 766 firearms and overran 234 NPA hideouts during the period.

The latest in the series of encounters transpired in remote Barangay San Juan, Bayugan City on March 27, which resulted in the death of two more rebels.

“More (NPA) members and even leaders have given up and surrendered,” Cuerpo said.

With the support of residents, the Army official assured that the 4ID would continue its intensified focused military operations against the communist rebels and collaborate with other government agencies under the TF-ELCAC.

New surrenders

Meanwhile, the Police Regional Office 10 (Northern Mindanao) on Monday accepted the surrender of three NPA rebels in its headquarters in Cagayan de Oro City who also brought with them their firearms.

The surrenderers were only identified as “Janile,” 27, a political guide; “Arwin,” 25, a female supply officer; and “Aya,” 21, another female rebel acting as a medical officer.

NorMin police seize P2.2-M ‘shabu,’ marijuana in March

CAGAYAN DE ORO CITY – The Police Regional Office (PRO) 10 (Northern Mindanao) has seized suspected shabu and marijuana plants with an estimated street value of PHP2.2 million for this month alone

In a statement on the afternoon of March 30, 2023, the PRO-10 said their latest operation led to the confiscation of suspected shabu valued at PHP737,800 in the towns of Maramag and Valencia towns in Bukidnon.

On March 29, 2023, operatives of the Bukidnon Provincial Drug Enforcement Unit arrested Orlando Obial, the sixth most wanted drug personality in Maramag town.

Recovered from him were shabu valued at PHP329,000 and other drug paraphernalia.

Meanwhile, the PRO-10’s Special Operations Unit – Provincial Drug Enforcement Group also uprooted more than PHP1.5 million worth of 7,500 marijuana plants in Barangay Guinuyoran, Valencia City on March 24.

No cultivator was apprehended but all uprooted marijuana plants were burned.

Gen. Lawrence Coop, PRO-10 director, has warned cultivators to stop growing marijuana plants as this is considered illegal under the Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

“The penalty of life imprisonment to death and a fine ranging from PHP500,000 to PHP10,000,000 shall be imposed upon any person who shall plant, cultivate, or culture marijuana, opium poppy, or any other plant regardless of quantity,” he said.

In this city, anti-narcotics operatives also conducted a buy-bust operation resulting in the arrest of Christopher Lorenzo of Barangay Carmen earlier this week.

SP approves the implementation of Community-Based Drug Rehabilitation Program

The Sangguniang Panlungsod (SP) approved Resolution No. 2023-0299 – A separate Memorandum of Agreement (MOA) between the City Government of Malaybalay (CGM) represented by City Mayor Jay Warren R. Pabillaran with Mt. Calvary Baptist Church-Malaybalay City and the Journey Home Wellness Center relative to the implementation of Community-Based Drug Rehabilitation Program

On March 14, 2023, City Mayor Jay Warren R. Pabillaran endorsed the SP requesting legislative authorization relative to the said MOA.

Dangerous Drugs Board passed Board Resolution No. 4, Series of 2016, entitled “OPLAN SAGIP-Guidelines on Voluntary Surrender of Drug Users and Dependents and Monitoring Mechanism of Barangay Anti-Drug Abuse Campaign” wherein LGUs were mandated through their Anti-Drug Abuse Councils (ADACs) to facilitate the establishment of a community-based treatment program and rehabilitation and intervention to surrenders found to be low-risk or having a moderated substance use disorder.

The LGU has implemented of Community-Based Drug Rehabilitation Program (CBDRP) which provided community-based treatment and support services to Persons Who Used Drugs (PWUD) as part of continuum care.

The LGU also continues to strengthen the Dangerous Drug Abuse Prevention and Treatment Program by sustaining the brief Intervention, referral to treatment, aftercare, and reintegration program for PWUD.

Mt. Calvary Baptist Church-Malaybalay City, being a religious institution, is capable of providing psycho-socio-spiritual support to PWUDs through the use of spiritual doctrines and spiritual/faith-based structured interventions aimed at influencing the well-being of the PWUDs.

Journey Home Wellness Center is a treatment center for people who suffer from alcoholism, drugs, and other addiction and provides recovery programs, services, and treatment to drug dependents directed towards physical, emotional, psychological, vocational, social, and spiritual rehabilitation and has advocated for drug abuse prevention.

The parties agreed to the terms and conditions stated in the said MOA.

After thorough deliberation during the 36th regular session on March 28, 2023, Hon. KathleenCecille C. Pagaling, Chairman of the Committee on Health and Social Services recommended and duly seconded to pass a resolution authorizing Hon. City Mayor to enter into and sign the said Memorandum of Agreement. (PR)

City of Malaybalay celebrates its 25th Charter Day

In celebration of the 25th charter day, the City Government of Malaybalay spearheaded a program on March 22, 2023, at the Bukidnon Folk Arts Theater, Kaamulan Grounds, this city

The 22nd of March calls for a citywide special nonworking holiday to particularly look at how far it has gone since the Malaybalay City Charter Day proclamation. Since the year Malaybalay was proclaimed one of the cities in the Philippines, the city’s growth has been nonstop.

In its 25th year, the theme “SAKA ta Malaybalay” focuses on the resounding tourism sector of the city. It is an abbreviation for sports tourism, adventure tourism, cultural tourism, and agri-ecotourism as a new tourism promotional branding of the city.

City Mayor Jay Warren Pabillaran joins the celebration along with City Vice Mayor Estilito Marabe, the city’s councilors, department and division heads, city employees, men in uniform, and barangay captains and its councils.

In his welcoming remarks,City Vice Mayor Mayor Marabe stressed that “a city should be competitive. Kay if dili kita magsugod, dili kita mo asenso. We will not wait for things to happen in Malaybalay; we should make things happen in Malaybalay. Dili na nato hulaton ang mga butang nga atong gi pangandoy, kinahanglan sugdan nato karon.”

Also, for this year’s celebration, the city conducted a series of activities that invited its private organizations, government sector, public schools, and generally any willing Malaybalaynons to participate.

In his State of the City Address, City Mayor Pabillaran highlighted the SHIELD development program accomplishments, plans, and various awards received by the city. “A flagship program that aligns with the development agenda of this administration for the people As I said during the inauguration, I cannot do it alone. I need the help of my fellow public servants. I need the help of all barangay officials. I need the help of God and my ancestors. Ang pinaka importante ako nangayog tabang sa mga, tao sa inyo. The people whom I served.”

“Malaybalay is what we have. We may have inherited it from our ancestors, but our ultimate responsibility is to make it a better place. A community we can be proud of and a more memorable place for the next generation. And I cannot do this alone. I have to share this vision.” he added.

A token of recognition was also given to the late municipal mayor and congressman, Hon. Reginaldo Tilanduca, who authored the cityhood and has contributed so much to making the city of Malaybalay we see today.

In her closing remarks, City Administrator Atty. Anna Marie R. Bergado delivers a short and concise message for everyone. “I became a living witness to the grandeur and beauty of Malaybalay. It may be corny to say pero na in love, gyud ko sa atong lugar. Sometimes we don’t realize it. Most of our tourists see what a treasure we have here in Malaybalay, and I know a lot of you share this feeling, this love, or this passion. And if we have loved, we will go a long way. Maka saka ta sa pinakataas nga bukid. We’ve come a long way since 25 years ago, and we will continue for the next 25 years to come. Saka nata Malaybalay.”

The city has a lot more space to improve, develop, and prosper.

This year, Charter Day is celebrated more simply as it celebrates the city’s progress while remembering the past, acknowledging the present, and armoring the future for all Malaybalaynons. (PR)

Malaybalay city gov’t honors the late Cong. Warly Tilanduca

The City Government of Malaybalay on March 22, 2023, recognized the late Congressman, Hon. Reginaldo “Warly” N. Tilanduca for his outstanding contribution to the City of Malaybalay, during the 25th Charter Day culminating program held at Kaamulan Folk Arts

Tilanduca, a three-term lawmaker during the 10th congress, representing the second district of Bukidnon authored House Bill No. 6275 for the Cityhood of Malaybalay.

He was a staunch public servant who also served as the Malaybalay Sangguniang Bayan member (1976-1980) and municipal mayor (1980-1986; 1988-1992) before he was seated in the congress. He chose to stay as a true son of Malaybalaynon in exchange for a lucrative profession as a renowned lawyer and certified public accountant.

25 years have passed and people have witnessed the progress and development. It is rightful and just to recognize the pride of Malaybalay, dubbed as the father of the City who authored the said house bill.

On February 11, 1998, the late former President Fidel V. Ramos approved and signed into law as cited in RA 8490, converting the municipality of Malaybalay into a chartered city.

The City and her people then celebrated Charter day on March 22. 25 years ago the voice of the people were heard through a referendum making Malaybalay the first component City in the province of Bukidnon.

In the program, City Mayor Jay Warren R. Pabillaran together with the City Officials presented and gave the token of recognition to the sister of Congressman Tilanduca, Ms. Aida Tilanduca-Solis.

Ms. Solis thanked the city government for remembering her brother’s stint as a public servant and leader. She expressed that the latter has great dedication and love for Malaybalay along with his great vision for the city. (PR)

DA-10, URC strengthens sustainable potato project in Bukidnon

CAGAYAN DE ORO CITY – To scale up the potato production in the province of Bukidnon, the Department of Agriculture – Regional Field Office 10 in partnership with the Universal Robina, Corp. turned over potato seed tubers to the different farmers’ associations (FAs) in Bukidnon on March 23, 2023

A total of 27,000 kilograms (kg) of Granola potato seed tubers were given out to nine farmer groups in Bukidnon and DA-10’s Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC) as buffer stock.

Project recipients include FAs from Impasug-ong – Kibenton High-Value Crops Farmers’ Association (3,000 kg), Kubayan Agri Farmers’ Association (3,000 kg), and Intavas Agri Farmers’ Association (3,000 kg); Sumilao – Sumilao Farmers’ Indigenous Association (3,000 kg), Lupiagan Igorot Farmers’ Association (3,000 kg), and Licoan Growers’ Association (3,000 kg); Lantapan – United Ifugao Association in Mindanao (3,000 kg), and Cawayan Farmers’ Association (3,000 kg); and Malaybalay City – Imbayao Community Participatory Action Research (2,500 kg) and DA-10’s NMACLRC (500 kg).

“We are here, continuing our company’s commitment to farming communities to address challenges in terms of getting potato seeds, help with farmers’ livelihood and contribute to the improvement of the national productivity of potatoes,” shared URC Vice-President for Procurement Rebecca E. Yap.

OIC-Regional Technical Director for Research and Regulations Cora A. Dumayaca expressed her gratitude to URC for the continued partnership and remarked, “This is very beneficial to our farmers as potato seeds constitute 60% of the overall cost of production. We hope that the associations will be able to sustain their production.”

On receiving the project, Crisilda D. Paguyod, Licoan Farmers’ Association president, thanked DA-10 and URC, especially that acquiring potato seeds has been one of their challenges.

She further added that Granola is well suited in their area and that the seeds they received will be distributed to 20 farmer-members of their group. (DA RFO-10)

DA-10 veggie seeds aid food security efforts in Mt. Kalatungan

CAGAYAN DE ORO CITY — In an effort to meet the need for food security among the region’s indigenous peoples communities, the Department of Agriculture – Regional Field Office 10 (DA RFO-10) headed by OIC-Regional Executive Director Carlene C. Collado turned over assorted vegetable seeds to the Xavier Science Foundation (XSF)

A total of 60 packets of vegetables (pinakbet and sinigang) were handed over by DA-10 High-Value Crops Development Program (HVCDP) Kersten S. Pagalan to XSF project staff Mark Auditor at the agency compound.

The said provision is in support of the foundation’s food security program dubbed as ‘Mt. Kalatungan BioCon: Creating Innovative Environmental Solutions and Sustainable Livelihoods’ which aims to promote sustainable agriculture and increase access to fresh food through community gardening.

It further addresses the escalating climate and biodiversity challenges in the 21 barangays within the Mt. Kalatungan Range Natural Park landscape.

“We are coordinating with six indigenous peoples organizations (IPOs) in Talakag, Pangantucan, and Maramag for the project implementation, and are aiming to establish at least 10 family beneficiaries of the said initiative,” Auditor said.

He added that XSF is grateful for DA-10’s eagerness to partner with and support the initiative for the IP communities in Northern Mindanao. (DA RFO-10)

DSWD prepositions food packs in N. Mindanao with El Niño threat

CAGAYAN DE ORO CITY – The Department of Social Welfare and Development in Northern Mindanao Region (DSWD-10) prepositioned Friday 34,518 family food packs (FFPs) amounting to PHP23.4 million amid the looming drought-induced El Niño season

In a statement last March 24, the DSWD-10 said the FFPs delivered to local government units (LGUs) in the region as reserved supply in case calamities will occur.

The agency said the FFPs form part of the disaster management protocols for LGUs to provide augmentation to communities and families in need.

The FFPs also serve as an addition to the 400 metric tons or 10,000 bags of milled rice donated by the South Korean government earlier this week.

The donated rice from Korea will be distributed to DSWD offices in the Zamboanga Peninsula, Davao, and Northern Mindanao.

In Northern Mindanao, DSWD-10 Undersecretary for Disaster Response Management Group Marco M. Bautista said the rice supply will be dispensed to the severely affected families by the shear line flooding last year.

“These are not only food donations but donations for life – as they will serve sustenance for families of the victims. Rest assured that this will be given and distributed to the affected families,” he said.

Malaybalay City saved P57M by broadcasting online bidding sessions – Mayor Pabillaran

MALAYBALAY CITY – Live broadcast of online bidding sessions conducted by the bids and awards committee (BAC) as part of the “initiative for competitive bidding” enabled the local government to save P57 million, City Mayor Jay Warren R. Pabillaran said

”Transparency in the delivery of public service has been my utmost thrust. Every day I commit myself to give everyone a fair share of their taxes,” he said in his State of the City Address during the 25th Charter Day Celebration program on March 22 at the Folk Arts Theatre here.

Pabillaran cited that his first directive was to require the BAC to reach out to more eligible bidders in Malaybalay. All bidding sessions are now broadcast live via social media, he said.

”I firmly believe that transparency deters corruption. For corruption weakens the rule of law and erodes the confidence of our people in our government,” he added.

The mayor said the city government appropriated a total of P651 million for 253 infrastructure projects in 2022.

He said the projects included buildings, roads, bridges, water systems, flood control, electrification, and other infrastructures.

He noted that through the concerted effort of different offices and divisions, Malaybalay increased its Consolidated Gross Local Income to P221 million in 2022, “the highest” so far for the city.

Pabillaran highlighted the accomplishments so far of his administration’s SHIELD flagship programs and reported the savings under “Integrity in governance and public service”.

In his inaugural speech in June 2022, the mayor presented his six-point governance agenda dubbed “S.H.I.E.L.D.” or kalasag in Binukid. The acronym represents the thrusts of his administration: Safety, Health, Integrity in governance, Environment, Leading to agricultural eco-tourism, and Development in infrastructure.

Pabillaran started serving as mayor from March 2022, when, as vice mayor, he assumed the post by succession, following the death of Mayor Florencio T. Flores Jr. He won the mayoralty race in May 2022.

He called for cooperation in boosting the faith and wisdom of the people in governance and public service.

He said the city bagged last year the Seal of Good Financial Housekeeping from the Department of the Interior and Local Government for its transparent, accountable, and timely financial reports.

Valencia City, Bukidnon’s other component city, and 15 of the province’s 20 towns also passed the evaluation for the seal.

Pabillaran also noted that the year-round one-stop-shop business registration also increased the number of establishments that registered thereby spurring economic activities after the pandemic.

Innovation in the assessment process by the City Assessor’s Office resulted in P55 million worth of real property tax in 2022, he said.

He thanked the city council for the live broadcast of its sessions and urged its members to build on the spirit of unity based on commonalities.

”We may have different approaches but our priorities do not need to contradict,” he added.

Malaybalay became a component city of Bukidnon through Republic Act No. 8490. It was Republic Act No. 8813 that declared March 22 as the Charter Day of the city.

The local government recognized the role of former Malaybalay mayor and 2nd District representative Reginaldo N. Tilanduca, who authored the conversion of Malaybalay into a city.
