25 former rebels enroll in TESDA Welding Course under E-CLIP in Bukidnon

MALAYBALAY CITY, Bukidnon – Twenty-five former rebels, referred to as Friends Rescued (FRs), were formally enrolled in a Shielded Metal Arc Welding (SMAW NC I) course under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) on August 18, 2025, in Barangay Halapitan, San Fernando, Bukidnon

According to a press release from the Police Regional Office 10, the 1003rd Maneuver Company, RMFB 10, facilitated the Training Induction Program (TIP) in partnership with the Technical Education and Skills Development Authority (TESDA)–Bukidnon.

 

The 38-day training aims to provide the former members of the New People’s Army (NPA) with technical skills that can open pathways to stable employment, livelihood, and reintegration into mainstream society.

 

As part of the program benefits, participants will receive a daily allowance during the training and a welding machine upon completion, enabling them to start their own livelihood ventures.

 

Present at the activity were Police Major Alain G. Jamero, company commander of the 1003rd Mobile Company; Mr. Daniel Cañete, administrator of TESDA Provincial Training Center–Bukidnon and guest speaker; Ms. Melody Gonzaga, community employment training coordinator of LGU San Fernando; personnel of the 1003rd MC, R-PSB San Fernando and Cabanglasan Cluster; and 2Lt. Mamer Oliverio, executive officer of Alpha Company, 89th Infantry Battalion.

 

Police Brig. Gen. Rolindo M. Suguilon, regional director of PRO10, lauded the initiative, saying it reflects the government’s Whole-of-Nation approach to peacebuilding.

 

“This training is more than just providing skills; it is a symbol of hope and transformation. By empowering our Friends Rescued to earn a decent livelihood, we strengthen their reintegration into society and build stronger, more resilient communities,” he said.

 

He also assured continued PNP support, in close coordination with the AFP, TESDA, and local government units, to sustain peace and development in Bukidnon and the rest of Northern Mindanao.

 

“Together with our partners, PRO10 reaffirms its commitment to lasting peace, livelihood, and stability. This is a step forward in ensuring that former rebels are not only welcomed back to the fold of the law but are also given the means to lead dignified and productive lives,” he added. (melbmadera)
