SAN FERNANDO, Bukidnon — More than 1,000 Overseas Filipino Workers (OFWs) and their
families accessed government and private-sector services through the ‘Alagang OWWA Serbisyo
Caravan’ in San Fernando on October 9, including welfare assistance, healthcare, legal
consultations, and livelihood support.

Led by the Department of Migrant Workers (DMW) Region 10 and the Overseas Workers
Welfare Administration (OWWA), the caravan supported President Ferdinand R. Marcos Jr.’s
directive to make government services more accessible by bringing multiple agencies and their
programs directly to remote communities.

The one-stop service center allowed attendees to renew their OWWA membership, seek legal
and medical consultations, apply for financial and cooperative programs, and explore local
reintegration opportunities, saving them trips to separate offices.
Under the theme “Serbisyong may Puso para sa OFW,” participating agencies also provided
documentation, social protection, and other welfare services.
The caravan helped attendees access digital government platforms, including the OWWA e-Card,
Digital National ID, eTravel, and eGov AI. On-site assistance helped participants navigate these
platforms and complete the required processes. The e-Card also allows eligible OFWs to access
applicable benefits and discounts.
OWWA beneficiary Charlloyd Catherine Tayong thanked OWWA for the initiative, saying it
made government services more convenient by bringing assistance directly to the community.
“I applied for an e-Card that I can use to avail of discounts as an OFW. This OWWA service is
important because I no longer need to travel far to process my requirements. They came directly
to us,” Tayong said.
Participating government agencies included the Philippine Army’s 89th Infantry Battalion,
Technical Education and Skills Development Authority (TESDA), Department of Trade and
Industry (DTI), Philippine Health Insurance Corp. (PhilHealth), Bureau of Internal Revenue
(BIR), Department of Information and Communications Technology (DICT), Department of
Labor and Employment (DOLE), Pag-IBIG Fund, Social Security System (SSS), Department of
Social Welfare and Development (DSWD), Philippine Statistics Authority (PSA), Public
Attorney’s Office (PAO), Philippine Information Agency (PIA), Department of Agrarian Reform
(DAR), Bureau of Fisheries and Aquatic Resources (BFAR), Land Bank of the Philippines, and
Land Transportation Office (LTO).
Private institutions also participated. The Bank of the Philippine Islands (BPI), BDO Unibank,
First Community Cooperative (FICCO), Oro Integrated Cooperative (OIC), and Dream Vision
Optical offered financial literacy assistance and eye care services.
San Fernando Mayor Rogelio C. Yeke thanked OWWA and its partner institutions for bringing
government services to the municipality.
“This coordinated effort eased the burden on OFW families who would otherwise travel to
access assistance,” the mayor said.
OWWA Director Anna Dominique M. Consulta reiterated the agency’s commitment to providing
immediate assistance and long-term economic opportunities for migrant workers and their
families.
For OFWs and dependents who failed to complete their applications during the daylong activity,
Consulta said assistance remains available at the Bukidnon OWWA Satellite Desk inside the

Provincial Public Employment Service Office (PESO), Old Hospital, Capitol Compound,
Malaybalay City.
“They may submit pending documents, follow up on claims, or complete their transactions at the
nearest OWWA office,” she said. (BGE/PIA-10/Bukidnon)
