MALAYBALAY CITY, Bukidnon – Thirty-nine former members of the New People’s Army (NPA), now referred to as “Friends Rescued,” received a total of ₱2.586 million in government assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP), helping them take another step toward rebuilding their lives and reintegrating into society
In a statement, the 89th Infantry (Makatao) Battalion said the financial assistance was released during the second batch distribution of the Department of the Interior and Local Government (DILG)-administered E-CLIP package on June 4, 2026, at the headquarters of the Bukidnon Police Provincial Office (BPPO) in Malaybalay City.
The beneficiaries also received food packs from the Provincial Government of Bukidnon, in addition to Immediate, Livelihood, and Reintegration Assistance, to support their reintegration into mainstream society.
Of the total beneficiaries, 26 were former rebels assisted by the 89IB under the leadership of Lt. Col. Antonio G. Bulao I. The battalion continues to facilitate access to government programs and reintegration opportunities through its peacebuilding initiatives.
In a message delivered by Atty. Lisha Villacanas on behalf of Governor Rogelio Neil P. Roque, the provincial government reaffirmed its commitment to helping former rebels successfully reintegrate into society and become productive members of their communities.
A highlight of the activity was the administration of the Panunumpa sa Pakig-ugong by Brig. Gen. Seigfred C. Tubalado, commander of the 403rd Infantry Brigade. The oath-taking symbolized the beneficiaries’ renewed commitment to peace and their decision to contribute to community development and nation-building.
Meanwhile, Police Col. Oliver S. Navales, provincial director of BPPO, welcomed the beneficiaries and emphasized the importance of government programs that encourage former rebels to become active partners in sustaining peace and development.
Prior to the distribution of assistance, the Provincial Agriculture Office conducted an orientation on aquaculture opportunities to provide beneficiaries with additional livelihood options as they reintegrate into their respective communities.
In her closing message, DILG Bukidnon Provincial Director Rhona Pedraza-Abadilla underscored the shared responsibility of government agencies and local communities in sustaining peace. She echoed the province’s vision of “Kalinaw, Kadasig, ug Kalambuan,” stressing that lasting peace creates opportunities for progress, while development helps preserve the gains of peace.
Officials said the initiative goes beyond the distribution of financial assistance, reflecting the government’s continuing commitment to reconciliation, inclusive development, and the successful reintegration of former rebels into society. (melbmadera)
