Safe Conduct Passes issued to 74 former rebels in Bukidnon

MANOLO FORTICH, Bukidnon — Seventy-four former combatants of the New People’s Army
(NPA) referred to as “Friends Rescued” received Safe Conduct Passes (SCPs) during a ceremony
in Manolo Fortich, Bukidnon on Aug. 11.

The SCPs were distributed at the Masikhay Hall of the 1st Special Forces Battalion in Barangay
Mampayag as the beneficiaries continue their transition toward reintegration into their
communities.
The DSWD-10 said the SCP is a document that provides the Friends Rescued freedom of
movement and protection from arrest while their applications for government amnesty are being
processed.
The issuance of the passes marks an important step in the beneficiaries’ return to civilian life,
giving them an opportunity to reunite with their families and rebuild their lives, the agency said.
The activity was carried out through the joint efforts of the Philippine Army’s 4th Infantry
“Diamond” Division, National Amnesty Commission, local government units, DSWD-10 and
other partner agencies.
In her message, DSWD-10 Regional Director Glofelia J. Uayan welcomed the issuance of the
passes, describing the development as more than the release of an official document.
“This is not merely the presentation of an official document. It is also a symbol of hope, courage
and an opportunity for a new beginning — a step toward our collective journey to peace,
reintegration, and the belief that every individual deserves a chance to rebuild a life of dignity
and purpose,” Uayan said.
The DSWD-10 said it would continue to support the Friends Rescued throughout the
reintegration process through social protection programs, psychosocial support, sustainable
livelihood opportunities and community-based reintegration assistance.

The agency said the interventions are intended to help the beneficiaries regain stability, reconnect
with their families and communities, and establish sustainable means of rebuilding their lives.
