PCOO Sec. Andanar initiates relief efforts for NorMin, Caraga media workers

CAGAYAN DE ORO CITY – Cabinet Officer for Regional Development and Security for Region 10 (CORDS X) and Presidential Communications Secretary Martin Andanar has extended aid to media workers in the regions of Northern Mindanao and Caraga.

Personnel from the Philippine Information Agency Region 10 (PIA 10) on April 22 facilitated the delivery of half of the intended 1,000 packs of rice to Butuan City, while the remaining 500 packs are allocated for Region 10.

“At this time of health emergency due to the COVID-19 disease, we recognize the need to extend a helping hand to our fellowmen and give assistance in any way we can,” Sec. Andanar said.

In his statement, Sec. Andanar said that the efforts of frontline media workers in delivering timely and accurate information to the public at this time of crisis are well-recognized, as they also suffer from the impact of COVID-19 in the country.
“We also recognize the invaluable service of all media members in this concerted fight against the COVID-19 disease,” he said.

“They are front-liners who are working hard to keep the public informed and updated, at a time where reliable and vetted information is much needed in order to allay the fears and concerns of the people. We pray for the continued safety and well-being of our fellow media,” he added.

The PCOO chief also reminded the public to remain indoors in order to stay safe and as their display of appreciation for the efforts of frontline workers in battling the pandemic.

“May we all continue to show compassion to those in need and appreciation for those in the frontlines. By staying home and keeping safe, everybody’s efforts will not be in vain,” he urged.

Drug suspect evades arrest in Malaybalay

MALAYBALAY VITY (Apr. 26) – A drug suspect evaded arrest in a buy-bust operation at Purok 3, Brgy. San Jose, Malaybalay City, Bukidnon afternoon on April 24.

Col. Roel L. Lami-ing, provincial director of Bukidnon Police Provincial Office (BPPO), said personnel of Malaybalay City Drug Enforcement Unit conducted the operation with PDEA Pre. Ops no. 30002-042020-0149 at the place against Junrey Ortega, a drug listed, legal age, married, and a resident of Brgy. Dalwangan, Malaybalay City.

Ortega, who sensed he was dealing with a police officer, pulled his handgun tucked on his waist and shot the police officer who acted as poseur buyer but missed.

However, the windshield, including the front door window of the unmarked vehicle of the responding backup policemen owned by a police officer, were hit.

The suspect fled at the scene and successfully evaded arrest. Policemen tried to catch the fleeing suspect but failed to get him.

Policemen recovered during the operation a sachet of suspected shabu as buy-bust item, P500 buy-bust money, another four sachets of suspected shabu with an estimated total weight of 10 grams with an estimated market value of ₱68,000.00, an improvised glass tube with attached plastic hose color green and a Sunglass case color black.

The physical Inventory was made at the place of operation in the presence of a Barangay Kagawad of Brgy. San Jose and a representative from media.

The recovered evidences were brought to Malaybalay City Police Station for proper disposition and later were turned over to Bukidnon Provincial Crime Laboratory Office in Malaybalay City.

Policemen are preparing a case for Violation of Article II, sections 05, 11, and 12 of R.A. 9165 known as Comprehensive Dangerous Drugs Act of 2002 and Multiple Frustrated MURDER.

DSWD-10: Excluded from SAP may be reconsidered thru CICs

CAGAYAN DE ORO CITY (Apr. 28) — For those who were not included in the Social Amelioration Program (SAP), Glofelia Uayan of the Department of Social Welfare and Development (DSWD)-10 said the local government units (LGUs) are provided with the COVID Intake Card (CIC) so a new listing will be obtained for additional funding.

During the NorMin COVID-19 Response Task Force press conference, April 28, Uayan said the LGUs have the discretion on how they will administer the distribution of the CICs.

“Para ni siya sa mga left out. Dili ta makaingo’g kanus-a kay ato pa man siyang irequest ug (This is intended for those who were left out from SAP. We can’t determine when the beneficiaries will be provided with the assistance since we will still request for) fund to the Department of Finance for additional funding,” Uayan cited the target of CICs.

For complaints on the unqualified beneficiary or ‘politicking,’ Uayan said concerned citizens may complain to the Department of the Interior and Local Government (DILG).

As for the SAP validation, DSWD-10 channelled such to the LGUs. Some barangays have their volunteers to conduct the validation while other LGUs have the DSWD workers, including the municipal action team to handle the work.

In choosing the beneficiaries, DSWD strictly follows the national guidelines and such indicate that only families could become a beneficiary. “So kung duna’y single nga naapil, pwede na nila ireklamo (If there is a single person included as SAP beneficiary, a complaint can be sent to DSWD),” Uayan added.

In terms of SAP distribution, DSWD requires LGUs to complete the payment by April 30 as the department’s secretary also needs to report to the president.

As of April 27, nine municipalities in Bukidnon have already distributed the SAP to 61,269 beneficiaries with a total disbursed amount of P367 million. For Camiguin, 16,083 have been provided with the P6,000 SAP, each with a total disbursement of P96 million.

In Lanao del Norte, 23 LGUs have already distributed to 116,827 beneficiaries and disbursed a total of P700 million. In Misamis Occidental, 9 LGUs have disbursed P238 million to 39,818 beneficiaries.

Bukidnon logs 2 probable COVID-19 cases

MALAYBALAY CITY (BukidnonNews.net)— Bukidnon has logged two probable COVID-19 cases after they tested positive for antibodies that may be linked to the dreaded disease, officials said.

At the emergency meeting called by Gov. Jose Ma. Zubiri Jr on April 25, Dr. Sulpicio Henry Legaspi Jr, chief of the Bukidnon Provincial Medical Center, reported to more than a hundred government officials and stakeholders.

Dr. Legaspi said: “We have one who tested positive for rapid antibody test…And just yesterday we have one also who turned positive for a rapid antibody test. So, all in all, we have two probable cases of Covid-19…”

However, in an interview with Bukidnon News, the BPMC chief said the result is inconclusive.

“The rapid antibody test only captures the antibodies, not the virus itself,” he said.

“So even if it targets COVID-19, it can also capture antibodies from other pathogens or viruses.”

Antibodies are proteins created by the immune system to fight off viruses and bacteria.

Dr. Legaspi said confirmatory tests will still be done using real-time polymerase chain reaction (RT-PCR) test, which DOH called the “gold standard” for testing.

He announced in the meeting, “Ang isa ka pasyente nakuhaan na nako ug swab. And amo nang gipadala sa SPMC. Ang kanang isa, I scheduled her next Monday.”

The Southern Philippines Medical Center in Davao City remains the only COVID-19 testing laboratory in Mindanao.

In the meeting, Gov. Zubiri first mentioned the identities of the patients. He said: “Right now we have one positive…and then…The girlfriend and the soldier who might also be positive.”

When asked for the status of the two, Dr. Legaspi said the soldier is admitted at the BPMC while the girlfriend is home quarantined.

However, Dr. Ricardo Reyes, chief of the Provincial Health Office, clarified April 27 that while the first probable case is the 27-year-old soldier from Quezon, the second is from another town and is not the soldier’s girlfriend.

According to him, the girlfriend is yet to be tested.

Dr. Reyes earlier said the province has one confirmed, two probable, and 16 suspected cases. The latter have flu-like symptoms but are still untested.

The Department of Health recently modified the classification of cases dropping persons under monitoring (PUM) and replacing persons under investigation (PUI) with the suspect and probable categories.

Bukidnon reopens biz industries, lifts strict quarantine order

MALAYBALAY CITY, Bukidnon (April 27/PIA) — Governor Jose Maria R. Zubiri Jr. on April 25 signed Executive Order No. 21 (EO 21) that lifted the strict general community quarantine (GCQ) to allow the reopening of selected local businesses and trade that would at least reinforce the province’s resources in the midst of coronavirus disease 2019 (COVID-19) pandemic.

In an emergency meeting with the 22 mayors and other stakeholders in Bukidnon, the governor poured his heart out as he reaffirmed that COVID-19 is eating up the province’s coffers.

He said that the P700 million he spent was a scant sum to help those who lost their jobs and livelihood due to the imposed community quarantine.

“The province spent hundreds of millions of pesos to help our poor residents, but that was not enough. We need to reopen up selected business industries but we must do what we did in the past such as keeping people in their homes, adherence to the rules on social distancing, and wearing of facemasks, among other health advisories and precautionary measures on COVID-19 prevention,” Zubiri said.

He clarified that the province should soften some restrictions by opening up other business industries such as production, manufacturing, construction, quarrying, e-commerce, delivery, repair services, maintenance, and housing provided that they operate in accordance with the Department of Health’s prescribed standards.

Zubiri, meanwhile, reported that the latest resolution of the Inter-agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) provides that Bukidnon is classified as a “low-risk area” on COVID-19 transmission because the province has only one confirmed COVID-positive since the pandemic broke out.

Therefore, the province shall remain under general community quarantine, and shall adopt the guidelines set by the IATF for “low-risk areas,” he added.

The new guidelines under EO 21 require that the public may go out for necessities but those aged 0-20 and 60 years old and up, shall stay at home.

It added that workers and employees residing outside Bukidnon shall be allowed entry only upon presentation of ID, passes, and health certificate as proof that the person is not a suspect of COVID-19.

All non-residents of the province shall be denied entry except when they are health workers; authorized government officials; traveling for urgent and medical reasons; persons transiting to seaports/airports for essential travel; those providing basic services and public utilities; and labor and workforce of businesses authorized to resume operations.

Public transport vehicles may resume operations provided that they travel within the province only and carry passengers at 50 percent of their normal capacity.

Likewise, motorcycles are allowed to carry one passenger upon showing proof that they belong to the same household.

The EO added that schools, amusement centers, tourism services, and other similar services shall continue to be closed.

In same way, it says that mass gatherings and religious activities shall continue to be prohibited.

Sen. Migs, Cong. Manuel donate 2K COVID-19 test kits to BPMC

MALAYBALAY CITY (Apr. 20) – Senate Majority Leader Juan Miguel F. Zubiri and his brother Bukidnon 3rd District Representative Manuel F. Zubiri are donating 2,000 COVID-19 antibody diagnostic kits to Bukidnon Provincial Medical Center in Brgy. Casisang, Malaybalay City.

The staff of Senator Zubiri headed by Engr. Rene Escrupulo and Staff of Rep. Zubiri headed by Ms. Nora Villapaz led the turn-over of the testing kits on April 20, afternoon.

Dr. Sulpicio Henry M. Legaspi Jr., BPMC chief of Hospital, accepted the two boxes of donated COVID-19 testing kits in the presence of some BPMC and health officials in Bukidnon.

Escrupulo said the 2,000 COVID-19 antibody diagnostic kits are manufactured by the company Xiamen Boson Biotech Co. Ltd. based in Fujian, China. He said the 2,000 testing kits cost P3 million.

The 1,000 of the testing kits came from Sen. Zubiri, and the other 1,000 came from Rep. Zubiri.

Dr. Legaspi said the testing kits will be used to COVID-19 suspected patients in Bukidnon.

He said, currently, there are six suspected COVID-19 patients at BPMC COVID-19 ward.

The Senator is also donating test kits to Misamis Oriental, Surigao del Norte, and the Bangsamoro Autonomous Region in Muslim Mindanao.

A report from Philippine News Agency (PNA) said the Senator had donated a total of more than 6,000 antibody diagnostic kits to various hospitals in Mindanao.


Earlier this month, he donated test kits to the Philippine General Hospital as well.

“Kung sa Metro Manila lang tayo mag-focus, hindi natin matatalo itong COVID,” Zubiri said in a statement.

He said, “The longer we hold other regions back from massive testing, the higher the chances that the virus will continue to spread there, even with community quarantine. We can’t afford for that to happen. Dapat maagapan natin as soon as possible.”

The donated test kits are the rapid antibody test kits recently promoted by President Rodrigo Duterte during his weekly briefings. These kits can be used without testing laboratories.

“I know the gold standards of testing for COVID-19 are the PCR test kits, like those we donated to PGH. But in the absence of accredited laboratories across the country, these rapid test kits will have to do for now,” Zubiri said.

“I am prioritizing these areas of Mindanao, as the DOH has yet to accredit a single testing lab in these areas. This is one of my biggest frustrations, as there is only one accredited laboratory in Mindanao, located in Davao City and nowhere else at the moment. The DOH should cut the bureaucratic tied tape and at least focus on regional laboratories and testing centers.”

While Luzon, particularly Metro Manila, holds the majority of the country’s COVID-19 cases so far, Mindanao has not been spared from the virus. There have been over one hundred and thirty (130) positive cases in Mindanao as of writing, an alarming number given the limited testing capacity in the region so far.

Zubiri, who himself had been diagnosed with COVID-19 and recovered from it, voices sympathy for health care workers in Mindanao.

On March 16, Zubiri tested positive for COVID-19 after sitting on a Senate hearing where an infected person attended. The senator tested negative for the virus during the second testing on April 12.

He said, “so many nurses, doctors, hospital workers back home have reached out to me, asking if there’s a way we can help them. Nasa frontlines sila araw-araw, risking their own wellbeing for us, and yet they can’t get tested because of a shortage of kits. It’s disheartening. I hope some of the test kits that we’re sending out can be allocated for our health workers so that they can continue with their noble duty to our people.”

“We really need nationwide testing. That’s the only way we can properly identify the scope of this virus, and the only way we can begin to eliminate it,” the Senator added.

Bukidnon’s 5th most wanted man falls

MALAYBALAY CITY (Apr. 20) – Cops arrested Bukidnon’s No. 5 most wanted person at Public Market, Brgy. Poblacion, Sto. Niño town in South Cotabato province at around 9:20 a.m. on April 19.

Col. Roel Lami-ing, provincial director of Bukidnon Police Provincial Office (BPPO), identified the wanted man as Danny Jintola, 49, married, and a resident of Sitio, Manubiray, Brgy. Lampanusan, Kalilangan, Bukidnon.

Policemen arrested him by warrant of arrest for the crime of Murder with criminal case no. 26062-14 issued and signed by the Assisting Judge of RTC 10, 10th Judicial Region, Branch 10, Malaybalay City, Bukidnon dated November 14, 2014, with no bail bond recommended.

Personnel of Tracker Team of Bukidnon PPO, Kalilangan Municipal Police Station (KMPS), Sto. Niño MPS, SCPIB, and 2nd SCPMFC arrested the suspect in a joint manhunt operation. 

2 Bukidnon sugar mills resume operation

MALAYBALAY CITY (Apr. 20) – The two sugar milling companies in Bukidnon have resumed its regular operation starting April 20.

This happened after Gov. Jose Maria R. Zubiri Jr. gives the go signal for the resumption of the milling operation of BUSCO Sugar Milling Co. Inc. in Quezon town and Crystal Sugar Co. Inc. in Maramag town on April 16.

The management of Busco Sugar Milling Company through its Planter Relation Officer informed sugar cane planters that they are accepting cane deliveries starting at 8:00 a.m. on April 18.

Busco said in support of Gov. Zubiri’s desire to prevent the spread of COVID-19, they will continue to take all precautionary measures. Busco added that they need everyone to wear masks and practice social distancing.

Busco aimed to mill 100,000 to 110,000 tons of sugar canes weekly.

The operation of the two milling companies was halted on March 28 after the implementation of the general community quarantine in Bukidnon due to the COVID-19 pandemic. Both sugar milling firms said that the slack time should be used to disinfect their premises.

In the latest order of the Governor, the stricter General Community Quarantine in Bukidnon will last up to April 26.

A report of Inquirer.net on April 15 said that the Department of Agriculture (DA) appealed to Bukidnon Gov. Zubiri to lift his orders, shutting down sugar mills and plantations in the province because “such restrictive policy would only result in an artificial shortage and thus price spikes.”

DA Secretary Wiliam Dar said, “such LGU policies counter the DA Memorandum Circular No. 7, issued on March 17, 2020, implementing a Food Resiliency Protocol approved by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).”

Zubiri has recently issued a directive placing the entire province of Bukidnon under stricter General Community Quarantine or total lockdown from April 13 to 26 after recording its first COVID-19 case. This time, borders were shut to both residents and non-residents of the province.

Among Gov. Zubiri’s countermeasures against the spread of COVID-19 is the shutting down of agri-related businesses such as sugar mills, pineapple, and banana plantations for two weeks or from April 13 to April 26.

Essential establishments, including groceries, banks, hospitals, and pharmacies, among others, remain operational.

Accordingly, a total of about 19,000 employees are working at the two sugar mills and several banana and pineapple companies in Bukidnon.

Gov. Zubiri denies ordering Del Monte to halt operations

BUKIDNON Gov. Jose Maria Zubiri Jr. on April 16 clarified that he did not order a multinational company and a group of banana growers to cease their operations while the enhanced community quarantine is still in effect in the province.

Zubiri’s pronouncement came amid the show-cause order of the Department of the Interior and Local Government (DILG) directing the governor to explain why he allegedly violated some provisions in the inter-agency task force guidelines in the implementation of the community quarantine measures to prevent the spread of the coronavirus disease (COVID-19) in the country.

Zubiri made it clear during a hastily called press conference that he did not order agri-business firms to stop operating as part of executive order 20 (EO 20) he signed.

EO 20, which took effect April 13 up to April 26, strictly regulates the movement of transportation and people in and out of Bukidnon as it urges residents to stay in their homes.

On March 17, Zubiri placed the entire province under the general community quarantine.

On March 21, the provincial government raised it to enhanced community quarantine.

The executive order, Zubiri said, allows “essential establishments and businesses” to continue operation, provided they will institute their several precautionary measures.

Based on EO 20, those considered essential are groceries, supermarkets, wet markets; water refilling stations; food delivery services, courier services, and other delivery services; hospital, medical laboratories, pharmacies, and drugstores; banks, automated teller machines, savings, and credit cooperatives, money-transfer service; gas stations and LPG stations; funeral parlors; and public utility services.

The intention of EO 20, Zubiri said in his April 15 reply letter to Interior Undersecretary Epicamo Densing III, is to “ensure the prevention of the rise of PUM [persons under monitoring] and PUI [persons under investigation] cases as well as to ensure that no COVID-19 positive case will occur in the Province of Bukidnon.”

“Unfortunately, even before the effectivity of the said EO20, a positive case of COVID-19 in the City of Valencia was confirmed. It is only therefore necessary that Strict Home Quarantine, as suggested by the mayors and issued through EO 20, be implemented,” he added.

“I would like to state for the record that I have never ordered any agricultural banana and pineapple plantation to stop their operation,” Zubiri said. “Neither did the EO 20 categorically state the closure of Banana and Pineapple Plantations.”

Zubiri’s statement was also in reaction to the complaint that was relayed by agri-business entities to the DILG.

In the show-cause order, DILG said both the Pilipino Banana Growers and Exporters Association Inc. (PBGEA) and Del Monte Philippines Inc. raised their concerns on EO 20, “since the aforecited provision did not include banana and pineapple industries in the enumerated establishments and business.”

In his reply to the DILG order, Zubiri has emphasized that “these big pineapple and banana companies and exporters are not basic and essential commodities. Their product is not even for us. They are for export. Large banana growers and exporters cannot affect our food security.”

“What is more alarming are their current working conditions, particularly in their packing houses. The workers are almost shoulder to shoulder in handling their assigned tasks, and social distancing is very difficult to observe,” he said.

“The above observations are not even mine. These are the observations of the 22 mayors of 20 municipalities and two cities in the province when we had our meeting before the subject issuance of EO. No 20,” Zubiri pointed out.

“To reiterate, the issuance of our latest Executive Order No. 20 as well as the general plea for the workers to stay at home for two weeks was made due to the clamor of all the 20 municipal and 2 city LGUs in the province and purely for the more pressing health concerns of our constituents,” he said.

Zubiri said, “Everything was taken into consideration” when the EO is issued, including the food assistance to all households in the entire province of Bukidnon.

“The undersigned appropriated more than 700 million pesos for food assistance during the effectivity of the EO 20,” he said.

Each municipality and city, he said, gave a counterpart aggregating about P300 million “to ensure that all households will be given food assistance so much so that the total food assistance combined for the entire province exceeds P1 billion.”

This, Zubiri said, was “intended not only to ensure that nobody goes hungry during the effectivity of EO 20 but also to ensure the safety of all the people of the province of Bukidnon and protect them from infection of COVID-19.”

The governor, however, has assured that his office “will be addressing the concern of these companies,” referring to PBGEA and DMPI.
