Andanar to tap DAP, UPLB, NBSC for GCA operations

MANOLO FORTICH, Bukidnon, Feb. 9 (PIA) – Communications Secretary Martin Andanar plans to tie up with the Development Academy of the Philippines (DAP), University of the Philippines-Los Baños (UPLB), and Northern Bukidnon State College (NBSC) to keep the programs of the Government Communications Academy (GCA) attuned to the needs of government information officers.

Andanar, on Feb. 6, met up with Mayor Clive D. Quiño here together with the Engr. Ronaldo C. Pahang of the 3rd Engineering District of the Department of Public Works and Highways (DPWH) and Northern Bukidnon State College President Catherine Roween Almaden conducted a site inspection of the upcoming Government Communication Academy (GCA), which will be established here.

GCA’s construction would start within the year with an estimated budget of P50 million for its first phase.

The said training facility would be constructed near the campus of the Northern Bukidnon State College (NBSC), formerly known as Northern Bukidnon Community College.

“I am very excited about the construction of this academy. This would be the first Government Communications Academy of the Philippines that will be constructed right here in region 10 – Manolo Fortich, Bukidnon to be exact,” Sec. Andanar said.

This project will be implemented into two phases: the construction of the main campus building and a dormitory/hostel that will house those coming from the far areas for Phase 1 and the procurement of communication equipment for Phase 2. (JAKAraña/PIA10)

Hedcor’s partner communities receive P4.65M worth of projects for 2020

MANOLO FORTICH, Bukidnon, Feb. 3 (PIA)— Hedcor, the run-of-river hydropower arm of AboitizPower, sets its focus to keeping the lights on by ensuring continued clean energy generation and assisting its partner communities in navigating through the pandemic.

In aiding its host communities, Hedcor—in collaboration with Aboitiz Foundation—realigned its 2020 budget to support the country’s COVID-19 response efforts.

In 2020, Hedcor turned over P4.65 million worth of community projects. Of this total, P2.5 million was allocated to prioritize the immediate needs of Hedcor’s beneficiaries. This was able to assist 38 barangays and 16 cities and municipalities from the provinces of Benguet, Mt. Province, Ilocos Sur, Bukidnon, and Davao.

Of the assistance, P1.04 million was allocated for sacks of rice and ready-to-eat goods, as well as bottles of disinfectants and hand soaps provided for LGUs.

More than P600,000 worth of medical supplies such as surgical masks, gloves, goggles, alcohol, and thermal scanners were also turned over to front liners of Hedcor’s partner local government units. Moreover, around P500,000 were allocated for medical equipment of Quarantine Control Point front liners.

The rest are allocated for education-centered programs such as tertiary and high school scholarships and school supplies donations.

On top of the P4.65M worth of assistance, Hedcor also assisted its host communities to avail of the accumulated P18.2 million of generation shares under the ER 1-94 policy of the Department of Energy (DOE) Electric Power Industry Reform Act (EPIRA). The ER 1-94 program supports Hedcor’s host communities to get a share of one centavo for every kilowatt-hour (P0.01/kWh) generated by Hedcor’s plant facility in the area.

Originally, the generation shares of ER 1-94 program prioritizes projects on electrification, development and livelihood, reforestation, watershed management, health, and environmental enhancement. Due to the outbreak, however, DOE issued Circular 2020-004-00080 dictating that the ER 1-94 funds received by host communities may now be used in full for efforts towards managing the effects of COVID-19. Execs ink MOA for IPs village in Malaybalay

MALAYBALAY CITY (Feb. 10) – Officials have signed the Memorandum of Agreement (MOA) for P50 million Daraghuyan Tribal Village to be constructed inside Daraghuyan Tribe Ancestral Domain area in Brgy. Dalwangan.

The signing ceremony for the 80 housing units was held at Loiza’s Pavilion, Brgy. Casisang in the city on Feb. 10.

City Mayor Florencio T. Flores Jr. represented the City Government, Bae Inatlawan Adelina Tarino, for the recipient Daraghuyan Tribe and representing the National Housing Authority (NHA) Engr. Madeleine Gilda S. Abbellera, NHA district manager of Bukidnon, Misamis Occidental, Lanao del Norte District Office.

Mayor Flores expressed his gratitude to NHA for assisting the housing plan and pledged the project’s full support.

Bae Tarino, in her message, acknowledged the efforts of the previous and current administration for the realization of the project.

The plan reached the Sangguniang Panlungsod in 2016 during the administration of Former Mayor Ignacio W. Zubiri but realized in the current term of Mayor Flores.

On the other hand, Abbellera clarified that in 2016 the allocation was only P10 million, but it was doubled this time.

“Housing project for Indigenous People (IPs) is one of the priorities of President Rodrigo Duterte. The P20 million grants will be downloaded to the Local Government Unit of Malaybalay as the implementing agency of the project,” Abbellera said.

She said each housing unit is worth P250,000.

“The project that will be completed within 210 Calendar Days will be covering about two hectares inside the Ancestral Domain of Daraghuyan Tribe in Brgy. Dalwangan. The housing is a single detached type (with division inside for two bedrooms) with 80 sq.m. lot area, 20 sq.m. ground floor area and 10 sq.m. second-floor area, will have CHB walling and with corrugated sheet roofing,” Abbellera said.

Parts of the housing project are water and power line connections.

She said just recently; the city government is in the process of creating an access road to the project area.

She added the construction of the housing project will begin 60 days after the fund is downloaded to the city government.

The NCIP approved the Bukidnon-Daraghuyan Certificate of Ancestral Domain Title, covering 4,203 hectares in March 2010.

Malaybalay City based athletes, head coaches to get recognition, cash incentives

MALAYBALAY CITY (August 24, 2020) – All city-based athletes and head coaches can get recognition and cash incentives as Mayor Florencio T. Flores Jr. approved Ordinance No. 946, series of 2020 that was passed by the city council on August 4, 2020.

The ordinance authored by Councilor Dave Julian Balore emphasized that there is a need to provide incentives for the identified sports programs to motivate local athletes in achieving excellence by joining their chosen event of discipline.

Top three medalist athletes in regional, national and international events can get their cash incentives. Provided, that the competitions mentioned above are duly sanctioned by their respective national sports associations, the Philippine Olympic Committee of the Department of Education.

In recognition of accomplishments of resident individuals or teams representing the City of Malaybalay in sports competitions, the City Government of Malaybalay shall present a Plaque or Certificates of Recognition in Bukidnon language with English translations to the individual athletes and coaches who have achieved the level of accomplishments. The Sangguniang Panlungsod shall also pass a resolution commending the achievements of the athletes and coaches, and athletes and coaches can get their cash incentives.

For the regional competition, a champion or gold medalist for individual event can get P3, 000 cash incentive, P2, 000 for silver medalist and P1, 000 for bronze medalist. The Champion for team category can get P6, 000 cash, P4, 000 for Silver and P2, 000 for bronze.

The champion or gold medalist for individual event for the national competition can receive P5, 000 cash, P3, 000 for silver and P2, 000 for bronze. For the team category, the champion or gold medalist can get P10, 000 cash, P6, 000 for silver and P4, 000 for bronze.

For the international competition, individual event gold medalist/champion/titleholder can get P100, 000 cash, P75, 000 for silver and P50, 000 for bronze. And for a team category, medalist/champion/titleholder can get P150, 000 cash, P100, 000 for silver and P75, 000 for bronze or third placer.

The incentives for the coaches shall be equivalent to 50 percent of the cash incentives of the gold, silver and bronze medalists.

Athletes and coaches must submit needed documents to the Malaybalay City Sports and Athletic Council subject for evaluation.

The 28-year old female patient identified as local case No. 41 was exposed to a customer who dined in their family-owned restaurant along Sayre Highway in Brgy. Bagontaas on August 13, 2020.

A customer from the town of Manolo Fortich subsequently tested positive for COVID-19 on August 17, 2020.

The patient and those in close contact with the customer voluntarily submitted themselves to the City’s Isolation Facility on August 17, 2020, for evaluation and monitoring.

Valencia City Task Force against COVID-19 said those in close contact with the customer; only the patient tested positive for COVID-19.

3 NorMin provinces get P5.6-M agri aid

CAGAYAN DE ORO CITY (Aug. 25, 2020) – The Department of Agriculture (DA) 10 (Northern Mindanao) will distribute some PHP5.6 million worth of basic farm inputs as an aid for three provinces in the region that were affected by the coronavirus disease 2019 (Covid-19), an official said Tuesday.

These are Bukidnon, Lanao del Norte, and Misamis Occidental, said Azbie Talib, DA-10 focal communicator for the agency’s Special Area for Agricultural Development (SAAD) program.

“The provinces will receive farm inputs composed of 20,192 packs of vegetable seeds, 1,125 packs of sweet corn seeds, and 2,500 bags of organic fertilizers,” the agency said in a statement.

The intervention will be fully distributed before the end of the month, it said.

At least 30 towns in the region will benefit from the intervention, Talib said, as he called on farmers in the area to increase production to mitigate the impact of the ongoing health crisis.

He said DA-10 had refocused PHP11.2 million of its 2020 budget for SAAD to fund the procurement of basic inputs for crops and livestock production this year. (Nef Luczon/

DA-PhilMech distributes P41.5 M worth of Agri machinery units to Bukidnon Farmers

DALWANGAN, Malaybalay City (Aug. 25, 2020) — Ten farmer-cooperative associations (FCAs) in Bukidnon have received P41.5 million worth of agri-machinery units from the Department of Agriculture – Philippine Center for Postharvest Development and Mechanization (DA-PhilMech) on August 18, 2020.

The activity was held at Northern Mindanao Agricultural Crops and Livestock Research Complex (NMACLRC), Dalwangan, Malaybalay City, Bukidnon.

DA-RFO 10 Regional Executive Director Carlene C. Collado and Regional Technical Director for Operations Carlota S. Madriaga with DA-PhilMech Head Facility Management and Field Operations Division Joel V. Dator led the turnover and awarding of certificates to FCAs.

Said FCAs coming from the cities of Malaybalay and Valencia and the municipalities of Impasugong, San Fernando, Cabanglasan, Quezon, Pangantucan and Kalilangan availed the machinery units, which include four-wheel drive tractor, float-assist tiller, rice precision seeder, walk-behind transplanter, four-wheel riding-type rice transplanter, rice reaper, rice combine harvester and mobile rice mill.

The Public Affairs, Information and Assistance (PAIA) Division of the office of the Provincial Governor in a statement identified the FCA beneficiaries as San Martin North Main Canal Irrigators Association, Inc., Capuna Irrigator’s Association, San Juan – Impasugong La Fortuna Irrigators Association Inc., Nala Irrigators Association, Inc., Cabanglasan Net Working Community Association Inc., Veterans’ Plan Irrigators Association Inc., Araneta Farmers Agrarian Reform Beneficiaries Association. Multi-Purpose Cooperative, Combenio Saranay Muti-Purpose Cooperative, Pangantucan Rice Producers Association (PRPA), Incorporated, and Bagong Buhay Riceland Farmer Irrigators’ Association Inc.

RED Collado emphasized that the first batch of distribution of PhilMech mechanization program is 40 percent of the 2019 budget, while the 60 percent amounting to P152.8 million is under procurement phase and may be distributed within the year which will benefit around 38 FCAs.

The first batch of mechanization program in Region 10 has a budget of P103.7 million.

Rice mechanization is one of the components of Republic Act No. 11203 or the Rice Tariffication Law, which stipulates the creation of the Rice Competitiveness Enhancement Fund (RCEF) that would be funded from rice tariffs collections, with P10 billion allocation annually from 2019 to 2024 or a period of six years.

DA-PhilMech Director Baldwin G. Jallorina, in his written message, said ‘Farming and fishing are the main economic activities of the region. Kaya nararapat lamang na bigyan natin ng priority ang rehiyon na ito na may malaking kontribusyon sa food security ng bansa.”

Mechanization component of the RCEF aims to improve rice production in the country thru mechanization that would reduce production and postharvest losses up to 20 percent and eventually increase production.

Based on PhilMech study, postharvest losses for rice is at 16.47 percent from harvesting, piling, threshing, drying, milling, and storage.

Of the total amount, P5 billion was allocated for mechanization of rice farms, P3 billion for provision of high-yielding inbred rice seeds, P1 billion for credit support, and P1 billion for extension support and education of rice farmers.

The province of Bukidnon contributes around 50-60 percent of rice sufficiency in the region with 98,000 hectares of the rice harvest area.

“With these new machineries, we can prepare our lands faster and reduce costs in land preparation,” said Eriberto Bangis, President of San Juan Impasugong La Fortuna Irrigators Association, Inc. in Impasugong, Bukidnon.

He added that the most important help the program will provide to the group is ultimately an increased income for the association and its members.

Bukidnon 4th District Representative Rogelio Neil P. Roque appealed to the FCAs to take care of the agri-machinery units and to graduate from government’s dependence so that other farmers can avail of the programs and projects.

Bukidnon COVID-19 patients now at 83 as of July 28

MALAYBALAY CITY (July 27) – The confirmed coronavirus disease 2019 (COVID-19) patients in Bukidnon has ballooned to 83.

According to Bukidnon COVID-19 Case Bulletin released by the Provincial Health Office (PHO) as of July 28, 2020, at 4 pm.

Of the 83 total patients, the confirmed on-going quarantine patients are 56. Twenty-seven (27) patients have been declared recovered. Still, the province has no confirmed death due to the virus.

The data said the City of Malaybalay is leading with the most cases in Bukidnon by having 26 confirmed cases. It is followed Valencia City with 21 cases, Quezon and Don Carlos have seven each, four in Kadingilan, the towns of Pangantucan, Maramag, Manolo Fortich, and Kitaotao have three each, two each for Sumilao and San Fernando, while Libona and Lantapan with one each.

The towns of Baungon, Cabanglasan, Damulog, Dangcagan, Impasug-ong, Kalilangan, Kibawe, Malitbog, and Talakag are still COVID-19 free.

Dennis P. Sangalang, city health officer of Malaybalay, said of the 26 patients in Malaybaay, 15 of them have recovered from the virus while 11 are still in strict isolation.

Sangalang disclosed the information in a press conference held at Loiza’s Pavilion in Brgy. Casisang, Malaybala City in line with the observance of the National Disaster Resilience Month on July 29.

He said most of the cases are attributed to the returning Locally Stranded Individuals (LSI) and while some are Returning Overseas Filipinos (ROFs). (Mel B. Madera)
