Pipila ka kalohokan sa Kaamulan 2024 gipangandaman sa NCIP Bukidnon

Gipangandaman sa National Commission on Indigenous Peoples (NCIP)-Bukidnon Provincial Office ang pipila ka mga kalihukan nga gisalig kanila sa Provincial Government of Bukidnon (PGB) alang sa nagsingabot nga Kaamulan 2024

Sumala sa press release sa PAIA, isa ka Meeting uban sa Indigenous People’s Mandatory Representatives (IMPRs) ang gipangunahan sa NCIP Bukidnon niadtong Enero 26, 2024 nga gipahigayon sa Provincial Office niini sa Malaybalay City, Bukidnon.

Sa pagpakisayud ni Melinda Tulba, OIC sa Bukidnon Provincial Office, siya miingon nga “Yearly nga activity sa Bukidnon ang Kaamulan. Ang among participation sa NCIP isip lead agency nga magtabang sa atong mga kaigsoonang lumad, ang pagtan-aw sa kaayohan ug pagplastar sa mga kaigsoonan nga magpartisipar.”

Sa maong tigum sa IPMRs, gi-usa-usa pag-presenta ang mga kalihukan sa Kaamulan 2024, ug gipalawoman ang pagtuki sa Culture and Arts Exhibits, ingon man ang mga gabayan sa bag-o nga Laga ta Kaamulan, ug uban pa.

Sa Culture and Arts Exhibits, gisiguro sa pagkuha ang commitment sa matag IPMR sa 22 ka mga LGUs sa Bukidnon kabahin sa adlaw nga sila mag-presenta.

Gikahinaman usab sa mga tribal leaders ang maong pagpasundayag, sanglit ning higayona, aduna na’y nakataganang pondo isip pa-premyo kanila.

Mamahimong criteria sa gipangandaman nga Municipality/City ICCs/IPs Cultural Presentation ang mosunod: Exhibits nga 40 porsyento nga naglangkub sa kamahinungdanon sa butang sa kultura, pagkatinuod sa produkto o ginama sa IP, ug pagkanindot sa presentasyon.

Saysenta-porsyento usab sa Presentation sa ilang mga kulturanhong sayaw, kanta, mga traditional nga mga estorya, panultihon, ug mga kasaysayan nga nahimong tamdanan sa matag tribu.

Mitambong sa maong tigum si Regional Director Ordonio P. Rocero, Jr. sa NCIP Region X, kung diin mipadayag sa iyang pagdayeg sa kalig-on sa tribu sa Bukidnon.

Anaa usab si Provincial IPMR Atty. Arbie S. Llesis, kinsa mipadangat sa iyang pakigtimbayayong sa NCIP-Bukidnon ug gidasig ang kahiusahan sa pito ka tribu.

Debt relief for 5,000 farmers in Bukidnon under new agrarian law

MALAYBALAY CITY (Dec. 01, 2023/PIA) – Over 5,000 agrarian reform beneficiaries (ARBs) will benefit from Republic Act (RA) 11953, known as the New Agrarian Emancipation Act (NAEA), following the recent launch of the Condonation Response Desk (CORD) by the Department of Agrarian Reform (DAR) in Bukidnon

Regional Director Zoraida Macadindang of DAR-Northern Mindanao said President Ferdinand R. Marcos Jr. signed the NAEA into law on July 9 this year, which condones all loans, including interest, penalties, and surcharges incurred by ARBs from land awarded to them.
She said the CORD serves as a command center to expedite the processing of necessary documents for ARBs in the province’s 20 towns and two cities in compliance with the new law.
“The CORD aims to liberate ARBs from debt bondage, giving them leeway to boost productivity. Agrarian reform lawyers will be stationed at the quick response centers to aid in processing the applications of ARBs for debt condonation and amortization under RA 11953, or the NAEA,” Macadindang said.
The law’s benefits for ARBs include exemption from payment of estate tax and mandatory inclusion in the Registry System of Basic Sectors in Agriculture to give them easy access to support services of the Department of Agriculture.
Lawyer Mitchell Talatala, representing Malaybalay City Mayor Jay Warren Pabillaran, said the city government wholeheartedly backs the DAR programs.
“The New Agrarian Emancipation Act has waived debts and fees, including real property tax condonations, for our agrarian reform beneficiaries. It made a significant impact on their lives,” Talatala said.
Meanwhile, DAR-Bukidnon Provincial Agrarian Reform Officer Jammal Pangandaman asserted that the new agrarian reform law empowers farmers to affirm and protect their rights.
“Agrarian reform is not just a set of policies. It is a social justice movement. It revolves around empowering farmers, the marginalized, and landless individuals,” he said. (By Bernadith G. Epan edited by RLRB, /PIA-10/Bukidnon)

Pagpreserbar sa kultura ang punto nga gipadangat ni Kitaotao Municipal Mayor Edwin Abucayan, pinaagi sa panaghiusa sa katawhan, atol sa 2023 Indigenous Peoples Month Celebration and 26th IPRA Commemoration niadtong Oktubre 31, 2023 sa Covered Court sa Barangay Sinuda, Kitaotao, Bukidnon

Sumala ni Mayor Abucayan nga ang kultura sa tribu angayang ikinabuhi ug ipreserbar gumikan kay pinaagi niini, dali ang pagsulbad sa mga problema nga moabot, ngalan nga kini ang kalag, prinsipyo ug baruganan sa katawhan sa lungsod, pinaagi sa panaghiusa.

Bisita sa kasaulogan sa tribu si Chairperson Jennifer Pia ‘Limpayen’ Sibug-Las sa National Commission on Indigenous Peoples (NCIP), diin gipahinumduman niini ang 4 bundles of rights diha sa IPRA Law ug 11 building blocks sa ICCs/IPs. Sa iyang pakigpolong, gipalawman niini ang kabahin sa customary law, nga angayang respituhon ug pakisayran sa lumadnong katawhan ang balaod sa tribu. Nga ang komunidad kinahanglang magkahiusa diha sa pagrespito sa katigulangan.

Sa report ni Datu Cosme Lambayon, municipal IPMR gisiguro niini nga sa mga planong kalambuan sulod sa ancestral domain, moagi gayud sa Free, Prior, and Informed Consent (FPIC). Gipasabot usab niini nga ang ancestral domain – pribado apan gipanag-iyahan sa komunidad nga iya sa Federation of Matigsalug Manobo Tribal Council Inc., buot ipasabot iya sa tanang henerasyon, busa dili mamahimong mabaligya.

SP Malaybalay passes MMT Ordinance

The Sangguniang Panlungsod approved Ordinance No. 1021 Series of 2023 – An ordinance institutionalizing the creation of the City Government of Malaybalay Environmental Multi-partite Monitoring Team (CITY MMT)

During the 45th regular session on May 30, 2023, Hon. Alan Ryann O. Legaspi presented the proposed ordinance for the creation of CITY MMT, defining its powers, duties, and responsibilities, declaring certain acts prohibited and providing penalties, allocating funds for the purpose therefor, and other purposes.

The Local Government Units are mandated to ensure the implementation of reasonable and practicable measures to protect, restore, and enhance the quality of the environment in line with the principles of ecologically sustainable development.

The Department of Environment and Natural Resources issued an Administrative Order No. 2003-30 acknowledging the role and participation of the Local Government Units, including the community, People’s Organizations, and Non-Government Organizations, in the implementation of the Philippine Environmental Impact Statement (EIS) System. This system was established under Presidential Decree (PD) No. 1586, Presidential Proclamation No. 2146, defining the scope of the EIS System and pursuant to Administrative Order No. 42 issued by the Office of the President on November 2, 2002.

The City Government of Malaybalay is committed to promoting the preservation, protection, and revival of the ecosystem through prevention, control, and abatement of air, water, and land pollution and aims to minimize environmental damage while fostering the sustained development of the city.

The creation of a Multi-partite Monitoring Team is mandated to monitor persons and entities compliance with the Certificate (ECC) granted to them and ensure a rational balance between socio-economic development and environmental protection for the benefit of present and future generations.

After thorough deliberation during the 54th regular sessions of the 9th Sangguniang Panlungsod on August 1, 2023, the said ordinance passed and was approved on the third reading. Hon. PMNP launched in Bukidnon to combat malnutrition in children

MALAYBALAY CITY – The Department of Health and the Department of Social Welfare and Development (DSWD), as lead agencies, recently launched the Philippine Multisectoral Nutrition Project (PMNP) in Bukidnon

The PMNP brings together various stakeholders and involved government agencies to address critical health issues focusing on maternal and child healthcare that carries the theme “Sa Healthy Pilipinas, Lahat Malakas! Converging Governance and Empowering Communities Against Maternal and Child Malnutrition.”

“Hindi pwede sila, hindi pwedeng tayo, kundi tayong lahat. Kaya sama-sama nating i-angat ang nutrisyon ng mga kabataan dahil we are chosen, because we can! Kayo ay napili para maging piloto sa ibang lokal na pamahalaan sa Region 10. (None of them can do it, and neither can we alone. If we all come together, we can totally make it happen! Let’s team up and boost the nutrition of the youth because we’ve been chosen for this mission. Let’s make a positive impact together),” Abdullah B. Dumana Jr. Undersecretary for Field Implementation and Coordination Team-Mindanao said.

Among 17 target regions, Northern Mindanao is one of the PMNP recipients.

Lanao del Norte and Bukidnon provinces were identified as implementing sites. Four Bukidnon towns: Talakag, Cabanglasan, Kalilangan, and San Fernando, were identified as pilot areas.

The four-year PMNP seeks to enhance the nutritional status of children aged five and below, including pregnant and lactating women, through a comprehensive approach covering health and nutrition services, food security, livelihood, water, sanitation, hygiene, and behavior change communication.

Bukidnon is one of the recipients of this project geared towards adopting a bold and multisectoral approach to achieve nutrition-specific and nutrition-sensitive interventions across various barangays in identified areas of the province.

DOH and DSWD, along with NNC, DA, DILG, NEDA, DBM, DOST, NCIP, and National Commission on Muslim Filipinos, jointly urged the LGUs, private sector, and communities to actively participate in addressing the prevalence of childhood stunting and nutritional deficiencies.

DOH Undersecretary Dumama Jr. led the Pledge of Commitment signing that conveyed the active participation of Gov. Rogelio Neil Roque, DILG Regional Director Wilhelm Suyko, and representatives from various partner agencies, all coming together to demonstrate their dedication to the cause. (BGE/PIA-Bukidnon)
