Valencia Celebrates International AIDS Candlelight Memorial 2023

The City Government of Valencia, through the City Health Office, joins the rest of the country in celebrating the International AIDS Candlelight Memorial 2023 with the theme: “Spread Love and Solidarity to build stronger communities. A day and opportunity to go INWARD, LISTEN, LEARN and ACT” held at the City Health Office Facade, Valencia City

A short prayer by Dr. Mary Claire Ida B. Ricare was offered to our departed loved ones due to AIDS, which was then followed by candle lighting and was graced by our very active and supportive City Councilor, Chairman of Health, Sanitation, and Medical Services, Hon. AdMIS made significant progress to enhance operations of CGM

The City Administrator’s Office – Management Information System Division (AdMIS) has made significant progress in deploying various modules and programs to enhance the City Government of Malaybalay operations

The City Administrator’s Office – Management Information System Division (AdMIS) has made significant progress in deploying various modules and programs to enhance the City Government of Malaybalay operations.

This division, headed by Salick O. Darangina, recently submitted accomplishment updates, particularly on the existing and newly developed and deployed software.

The division’s overall objective is to deliver excellent services in programming, server and system maintenance, installation and repair, reformatting, and technical support for computer-related components. They also assist with live coverage, internet connection setup, and network issue resolution for all offices under the City of Malaybalay.

One notable achievement is the implementation of the Traffic Management Center (TMC) Module, which serves as a foundation for handling traffic violations and recording violators.

This system aims to promote transparency and discourage negotiations by enforcing penalties consistently.

In addition, AdMIS is preparing to launch the Online Business Application, pending approval from the Department of Information and Communications Technology (DICT) for hosting. This application will provide a convenient platform for businesses to apply online, streamlining the process and improving efficiency.

Quicker, more efficient revenue generation data

Darangina reported that they have updated the Integrated Revenue Generation System (IRGS). This software has been used since 2013 by the City Treasurer’s Office, the Business Permits & Licensing Division (CMO-BPLD), and the City Assessor’s Office. The most recent update integrated the building permits, zoning certification, and locational clearance, resulting in more efficient revenue management for the City Government of Malaybalay (CGM).

Darangina added that the system also included improvements such as a link between business permits and tax declarations, updates to the IRGS data access manager, and optimization of login speed. Apart from this, an added feature to the system allows for the classification and organization of businesses with a Philippine Statistics Authority (PSA) category for the nature of business. This addition enhances the management and analysis of businesses.

Data-specific PSB rating system

The AdMIS also takes pride in having developed the software and has since implemented the same in selecting newly-hired employees of the CGM. Dubbed as the Selection Board Rating System, this software evaluates applicants’ education, work experiences, and qualifications fairly. This system, developed and refined by Darangina, effectively selects candidates for various positions.

An improved human resource management

Since its rollout in 2011, the AdMIS has consistently kept watch and continuously improved the Human Resource Management Information System (HRMIS), which is being used by the CHRM Office. This software has all the records of permanent employees, including service records, personal data, SALN, and others. In 2021, a new module was added specifically for the payroll of casual employees, generating user credentials and payroll reports. Other modules were developed for bonuses and the deduction of Pag-big MP2 contributions. Sherilyn Kaye Rain B. Dalope oversaw the development of this system.

New software for procurement and social services rolled out. To keep track of the City Government’s procurement procedure, use of acquired items and determine their usage, a logistic system was developed by Teofilo Piodos, another AdMIS programmer. The City General Services Office is now using this procurement inventory system. With the system modules now in place, the CGSO can easily track and manage the procurement processes and carry out their inspections and warehousing mandates.

On the other hand, Piodos and John Julian Dominic Gallardo developed a separate software intended for the City Social Welfare and Development Office to create their records effectively. The CSWD System, which was deployed in the 2021 system, includes modules for Solo Parents, Senior Citizens, and persons with disabilities. Additionally, the Assistance for Families in Crisis Situations (AFCS) system was created to track financial transactions and the organization’s budget. Another system attached to social services is the City Health Office Information System (CHOIS). Developed by AdMIS programmer Geraldine R. Nemenso and deployed to the CHO in 2022, this program includes modules for sanitary clearance, health certificates, and generating office reports.

Other new systems

AdMIS is also actively developing other programs to meet the specific needs of different city departments. For instance, the eVetTrack system is being developed to cater to the inventory management requirements of the City Veterinary Office. Similarly, the eMedTrack system is being designed for the City Health Office to enhance its operations in tracking medical records and data.

By request of the Public Employment Services Office, Nemenso also developed the job application registry (JAR) in 2020. This system records job applications and generates reports. Also developed for the CEEDMO was the Collection System, which manages vendor & stall information in the public market. AdMIS programmer Jason D. Manghano reports that this software also generates rental bills and provides various payment modes.

Hardware section updates

In the AdMIS – Hardware Section headed by Melvin Gutierrez, the team accomplished tasks such as printer installation, configuration, troubleshooting, reformatting, and repair of personal computers, laptops, and CPUs, and installation, configuration, and repair of system software and programs. Gutierrez reported they continue to cater to different offices and CGM unit requests such as set up of network connections and conduct fiber fusion, CAT 5E termination, and troubleshooting.

Under the guidance of Marc Dennis Daniot and Jason Manghano, the maintenance/connectivity team also fulfilled various requests, including installing wireless access points, resolving fiber optic line breakdowns, configuring Mikrotik routers and switches, setting up wireless connections for live coverage, and conducting network training. They also terminated fiber optic cables, provided LED display modules, and migrated connectivity to Power over Ethernet (POE) switches.

Darangina also reported, “Recognizing the growing importance of mobile applications, AdMIS is working on developing mobile applications for the data tracking system. This initiative will enable us to access and use the system easier, providing enhanced convenience for both clients and staff.”

“Furthermore, MIS is planning to upgrade several existing systems within the City Government of Malaybalay,” added Darangina. This endeavor, he said, aims to improve functionality and efficiency, aligning with the broader goal of digitizing government processes and services.

City Nutrition Committee evaluates 46 brgys for ‘2022 Green Banner Seal of Compliance

To promote healthy living and proper nutrition among its constituents, the City Nutrition Committee recently searched the 2022 Green Banner Seal of Compliance recipients in 46 barangays on March 21-31, 2023

The two-week search was carried out through the Monitoring and Evaluation on Local Level Plan Implementation (MELLPI), which assessed the program efficiency of barangay nutrition committees concerning program outreach, budget allocation, expenditure, and policies issued.

It also measures the change in nutritional status among preschool and schoolchildren for three years. Alongside MELLPI is the BNS Evaluation that measures the Barangay Nutrition Scholar’s performance in the nutrition program management and monitoring and referral of the malnourished children at the barangay level.

The Green Banner Award is given to a barangay that successfully implements its nutrition program. They will receive the award during the City Nutrition Awarding Ceremony in July 2023.

The City Nutrition Evaluation Teams were the members of the City Nutrition Committee, which was represented by Achille Cabanelez of the City Planning and Development Office, Raffy Rubillos of the City Treasurer Office, Maridol F. Guinita, Gecel Ocon and Myrasul Bernaldez of the City Agriculture Office, Joni Esther P. Parrado of City Administrator’s Office, Lou Francis Alesna of City Budget Office, Dionesio Alesna of City Accounting Office, Tessie Anian and Manelyn Ybiernas of City Disaster Risk and Reduction Management Office, Keziah Fatima Un and Hazel Rusiana of DepEd-Bukidnon, Milfe Padan of the City Social and Welfare Development Office, Eza Canonigo, Jezza Nina Marie Vega, Maria Melita Rosalejos, Jeycel Lumalang, Bernandita Mendoza and Eden Rose Ganancial of City Health Office-Nutrition Section.

The City Nutrition Committee also reiterated its commitment to promoting proper nutrition and healthy living among its constituents and called on all barangays to continue their efforts. With the successful search for the 2022 Green Banner Seal of Compliance Awardee Barangays, it is hoped that more barangays will be motivated to promote healthy living and proper nutrition. CHO-PopDev intensifies info drive on young adult’s sexuality, reproductive health

The City Health Office – Population & Development (POPDEV) of Malaybalay conducted the “Adolescent Sexuality and Reproductive Health (ASRH)” class at Saint Michael High School, Barangay Linabo last March 30, 2023

The one-day activity was attended by 355 students who actively participated. Various topics presented were discussed by two POPDEV speakers, Ms. Fruitelyn Z. Vicente and Mr. Edel L. Singson who have significant knowledge in the field of sexual health education.

The activity began with an introduction by the speakers, who emphasized the importance of discussing the topic of adolescent sexuality and reproductive health. They explained that many young adults are unaware of the risks and consequences of engaging in sexual activity.

Further, it provides the youth with accurate information and knowledge so they will be able to grasp informed decisions.

In addition, the CHO-POPDEV aims to intensify the conduct of information, education, and communication campaigns among adolescents’ reproductive health and the delays of sexual debut as the number of teenage pregnancy cases here in our City is significantly increasing.

This can only be attained through the help of the local stakeholders and the cooperation of all concerned individuals. (PR)

CHO celebrates Rabies Awareness Month; Malaybalay records zero case of human rabies in 2022

Rabies is one of the deadly diseases and considered one of the public health concerns

As part of the health promotion and advocacy of the Rabies Prevention Control Program of the Center for Health and Development – Northern Mindanao in coordination with Bukidnon Provincial Health Office and Malaybalay City Health Office (CHO), a Rabies Awareness Caravan was conducted on March 16, 2023, at Loiza’s Pavilion, Casisang, Malaybalay City.

This activity aims to increase awareness about rabies infection, prevention, control, and elimination.

The said event started with a motorcade from City Health Office to Capitol then Loizas Pavilion where a forum was held.

A total of 145 participants attended the launching each represented by Barangay Kapitan, Kagawad on Health, Chief BPSO, Midwife, and BHW president from all Poblacion 1, selected Poblacion 2, and Highway District Barangays.

Provincial Health Office II, Dr. Gary Guido C. Tabios, Jr., welcomed the guests and participants. Then followed by an inspirational message from Dr. Vincent C. Raguro, MPH (Provincial Department of Health Office Bukidnon – Development Management Officer V).

With the theme “Rabies- Free na Pusa’t Aso, Kaligtasan ng Pamilyang Pilipino”, speaker Ms. Jenny Alabado, RMT, Regional Rabies Coordinator stressed that “Rabies is a horrific way to die. Once symptoms show, it is 99.9% fatal. However, it is 100% preventable.”

Meanwhile, speaker Dr. Enrique Miguel Degamo, MPH, MO III, added that Dogs are primarily responsible for rabies virus transmission to humans.

Among the topics tackled, Dr. Mary Ann S. Valdez, Veterinarian IV, Malaybalay City Veterinary Office also discussed about RA 9482, or Anti- Rabies Act of 2007, prescribing penalties for pet owners violating this act.

Provincial Health Office Rabies Prevention and Control Program Coordinator, Mr. Carlo C. Calleja, have reported Rabies Case Status of Bukidnon and Malaybalay City has Zero case of Human Rabies for year 2022.

The activity was facilitated by the City Health Office Rabies Team, Dr. Susan Marie S. PunongBayan, Nurse Coordinator Maila A. Manuel, Assitant Nurse Coordinator Frances Charmaine Lazalita, Marlyn Bagonoc, staffs Noel Michael Mutya, Daphne Castillo with the help of the National Health Worker Support System – Nurse Deployment Program of the Department of Health.

Further, Dr. Susan Punongbayan reminded us about ONE Health approach that helps protect the health of all living beings and imparted a closing phrase “Kagat Aso, Patay Tao.”

In addition, the City Health Office – Rabies Prevention and Control Program continues to provide services through the presence of our Animal Bite Center which is open every Monday and Thursday at the CHO, and via information dissemination by doing lectures and distribution of leaflets with the help of the Midwives, Human Resource for Health and Community Volunteer Health Workers in the Barangays.

Malaybalay City Veterinary Office also assisted during the activity to provide free Dog vaccination. (PR)

Learning package for parents to strengthen knowledge on adolescent sexuality, other health-related concerns

The City Health Office – Population & Development (POPDEV) of Malaybalay conducted “Learning Package for Parents’ Education (LPPeD)” class on March 9, 2023, at Barangay 1, Malaybalay City

It was attended by 14 parents together with the barangay health worker, barangay population volunteer, and the assigned midwife.

The 1-day activity was designed in order for parents to be equipped with the necessary knowledge on adolescent sexuality and other health-related concerns. Further, it was also intended for couples especially parents with adolescent children.

It aims to highlight the role of parents as the primary source of accurate and sound information on the subject as they prepare their children to become responsible adults and citizens of the community.

The program envisions reinforcing the bond between the parents and their children. It captures full understanding and appreciation of the importance of communication, and family relationships along with their adult children.

LPPeD is one of the demand generation activities under the Adolescent Health and Development program of the Commission on Population and Development (POPCOM). (PR)

CHO conducts person with disability registration, consultation

The City Health Office (CHO) recently conducted registration and consultation to persons with disability on March 01, 2023, at Maligaya Covered Court. The activity was held through disability evaluation by CHO Medical doctor to determine medical impairment and its impact on the ability to perform activities of daily living (ADL)

The City Health Office – Person with Disability program, which was led by Dr. Ann Michelle Go, with the assistance of Nurse Coordinators Shelleme O. Macatol and Gazel Dela Cruz and together with the staff from City Social Welfare and Development Office, have already visited five other Barangays starting January 2023.

This year, the team have already catered to a total of 275 clients and were also accepting walk-in clients daily at the City Health Office.

Also, the aim of this activity was to provide the rehabilitation, self-development, and self-reliance of disabled persons and their reintegration into the mainstream of society and for other purposes highlight the rights and privileges of disabled persons.

In addition, the CHO – PWD Program team will continue to provide services to Persons with disabilities in the local community. Their upcoming schedule will be on March 07, 2023, at Barangay Patpat and daily at the City Health Office. The team is committed to helping individuals who already have disabilities recover and prevent others from developing them. (PR)

City Health Office conducts food safety orientation for food handlers

The City Health Office recently conducted a food safety orientation for food handlers on February 8, 2023, at the Enhanced Screening Area and Bukidnon Provincial Medical Center, in this city. The event was held to educate food handlers in the city on the importance of proper food handling and storage practices to prevent foodborne illnesses

A total of 106 food handlers, the majority of whom were local eatery owners, city food vendors, and BPMC kitchen cooks, attended the orientation. Sanitary Inspector Jenny Jumamoy, Nurse Fiona Helena Maquiling, and Hezron Belonio from the City Health Office’s environmental sanitation program discussed the dangers of foodborne illnesses and the steps that can be taken to prevent them.

The participants were also taught about the proper way to handle food, including washing their hands regularly, wearing gloves while handling food and keeping food at the right temperature to prevent spoilage. The speakers also stressed the importance of maintaining clean and sanitary working conditions to prevent contamination.

In addition to the Food Handlers Class, some food handlers shared their experiences and best practices for food safety, which provided valuable insights for the other food handlers in attendance.

At the end of the orientation, participants received certificates of completion and were encouraged to continue learning about food safety. The City Health Office also stated that they will be conducting similar orientations in the future to ensure that all food handlers in the community are aware of the importance of food safety.

This food safety orientation is a testament to the City Health Office’s commitment to promoting public health and ensuring that residents have access to safe and healthy food. The City Health Office hopes that this initiative will help reduce the number of foodborne illnesses in the community and promote a healthier food environment for all. (CHO-NADA)

Nagpasiugda ang Malaybalay City Health Office (CHO) team og isa ka medical mission niadtong Enero 19, 2023 sa covered court, Brgy. Sinanglanan, Malaybalay City

Base sa pahibalo sa lokal nga panggamhanan, gawas sa konsultasyon ug tambal, ang CHO team naghatag usab sa mga katawhan og kahibalo sa peligro nga sakit nga posible makuha panahon sa baha.

Ang CHO team nagpakita sa ilang suporta ug nagpaambit sa ilang mga kahibalo bahin sa epekto sa Leptospirosis atubangan sa mga residente sa maong barangay.

Uban usab ang CHO nurses ug mga kawani, ilang gipasabot nga mag-amping kanunay kung musuong sa bahaon nga lugar. Ang maong kondisyon pwede matambalan pinaagi sa pag inom og antibiotic. (Omar Rashid Z. Abdullah)

Medical mission for flood victims held at Brgy Sinanglanan

The City Health Office, headed by Dr. Dennis P. Sangalang, recently conducted a medical mission for flood victims in Barangay Sinanglanan on Jan. 19, 2023. The team consisted of doctors, nurses, and other medical professionals who volunteered their time to provide much-needed care to those affected by the floods

The medical mission was set up in the covered court, where the health workers were able to provide a range of services, including medical consultations, laboratory tests, and vaccinations. They also distributed essential medicines and provided information on proper nutrition, disease prevention, and hygiene to help prevent the spread of illness.

The team worked determinedly to help as many people as possible, seeing over 188 patients in just one day. Many patients had been temporarily displaced from their homes and without access to medical care for some time. The health workers provided much-needed relief to those suffering from various health issues, including respiratory infections and skin diseases sustained during the floods.

The medical mission was a huge success, with many patients expressing gratitude for their care. The health workers were able to provide a lifeline to those affected by the floods, and both the local community praised their efforts.

The health workers were not only providing medical care but also inviting resource speakers from different sections in the City Health Office to provide education on how to keep healthy, and well-nourished, and prevent leptospirosis, which Nurse Fiona Dapigran, Jenny Jumamoy from Sanitation, Jezza Nina Marie Vega, and El Jene Lopena from Nutrition rendered.
