800 NorMin families to get food credits under ‘Walang Gutom’

CAGAYAN DE ORO CITY (July 16, 2024/PNA) – The Department of Social Welfare and Development in Northern Mindanao (DSWD-10) on Tuesday started the implementation of the Walang Gutom Program (WGP), which will initially benefit 800 families

During the launch, DSWD-10 Director Ramel Jamen said the initial beneficiaries were identified as those from Talakag, Bukidnon, and Iligan City.

Each family will receive PHP3,000 worth of food credits monthly through the electronic benefit transfer card that DSWD-10 will issue.

Suppliers who are also beneficiaries of the Sustainable Livelihood Program will accept the food credits.

“We would need constant communication for this program to prosper. If we have a problem in our supply distribution, we can look for alternatives,” Jamen said.

According to the Philippine Statistics Authority, 1.4 million Filipino families are categorized as food-poor In Northern Mindanao.

The WGP targets to serve over 9,000 beneficiaries in Bukidnon and Lanao del Norte, including Iligan City.

The program aims to reduce involuntary hunger and malnutrition in low-income households and empower them to become productive citizens. (Nef Luczon/PNA)

Gov’t ramps up key infra projects in northern Mindanao

CAGAYAN DE ORO CITY (May 17, 2024/PIA) – The government is doubling down on infrastructure development in northern Mindanao to drive progress across the entire region

During his speech at the distribution of financial aid for farmers and fisherfolk affected by El Niño in the cities of Iligan and Cagayan de Oro, President Ferdinand R. Marcos Jr. emphasized key infrastructure projects poised to elevate the region into a global gateway, a leading agricultural center, and a key industrial, tourism, and trade hub in the country.

Among these projects is the P8-billion Panguil Bay Bridge project, linking Tangub City in Misamis Occidental and Tubod in Lanao del Norte. The government has also allocated nearly P2 billion for the implementation of the Iligan City Coastal Bypass Road. These projects are expected to stimulate economic activity and enhance regional accessibility.

“Nariyan din ang patuloy na paggawa ng pagsasaayos ng mga daan, kabilang na ang CDO Coastal Road at CDO Diversion Road upang makatulong sa pagpabilis ng biyahe ng ating mga kababayan, gayon din ang mga pangunahing produkto na sa ating mga merkado,” the President said.

(There are also ongoing road improvements, including the CDO Coastal Road and CDO Diversion Road, which aim to expedite travel for our citizens and transport essential products to our markets.)

Marcos also highlighted plans for expanding, rehabilitating, and developing airports across Northern Mindanao, particularly those in Lumbia, Laguindingan, Ozamiz City, Camiguin, and Bukidnon. The projections indicate that these initiatives will stimulate economic growth and create fresh prospects for the local population.

“Upang mapabuti ang lagay ng transportasyon sa Cagayan de Oro at sa Northern Mindanao, isinasagawa na po natin ang ilang improvement at saka development project. Isa na rito ang pagpapalawig ng Laguindingan Airport na may halagang halos labing tatlong bilyong piso,” he said.

(To enhance transportation in Cagayan de Oro and Northern Mindanao, we are implementing various improvement and development projects. One of these is the expansion of Laguindingan Airport, with a cost of nearly P13 billion.)

The President further reaffirmed his administration’s commitment to fast-track the completion of the P700-million Cagayan de Oro Port Expansion Project, aimed at optimizing port operations and facilitating efficient transport of goods and passengers.

Acknowledging the lessons learned from the COVID-19 pandemic, Marcos stressed the significance of investing in healthcare infrastructure. He said plans are underway to establish trauma and multi-specialty Centers at the Northern Mindanao Medical Center, ensuring continued access to quality healthcare for all residents.

He also expressed support for irrigation and flood control projects aimed at addressing water scarcity and flood issues. “Masaya akong ipaalam na ang Flood Risk Improvement and Management Project para sa Cagayan de Oro River ay atin pasisinayaan. Katuwang ang iba pang irrigation at water project, inaasahang magiging malaki ang ginhawang dala nito sa CDO,” he announced.

(I am pleased to announce the inauguration of the Flood Risk Improvement and Management Project for the Cagayan de Oro River. Alongside other irrigation and water projects, it is expected to greatly alleviate concerns in CDO.)

The president stated that the completion of two solar pump irrigation projects in the municipalities of Salvador and Sapad, which cost nearly P30 million, is the top priority in Lanao del Norte.

As northern Mindanao embarks on the journey of infrastructure development, Marcos reiterates his confidence in the region’s ability to overcome challenges and progress with unity and concerted efforts between the government and its people.

He emphasized that with the collective support, assistance, and unity of the people, coupled with the government’s swift responses to citizens’ needs, their endeavors will succeed in addressing not only drought and water issues but also contributing to the nation’s advancement. NorMin 2023: New chapters, calls for justice

CAGAYAN DE ORO CITY (Dec. 27, 2023) – Northern Mindanao will always have a story to tell every year. In 2023, the region did not disappoint, bringing in a considerable amount of national attention

In particular, Misamis Occidental province had more of that this year.

The aftermath of the December 2022 shear line floods compelled President Ferdinand R. Marcos Jr. to visit the province and Gingoog City in Misamis Oriental as well, in early January.

Marcos’ meetings with regional and local officials with Cabinet members have created long-term policies, especially in adding disaster-resilient infrastructure projects and social welfare programs.

Since then, the provincial government has rolled out cash assistance in partnership with the Department of Social Welfare and Development for flood-affected residents.

Crime, deaths

Misamis Occidental also brought stories that call for justice – one being the death of community broadcaster Juan Jumalon, who was killed while livestreaming inside his house in Calamba town on Nov. 5.

His death prompted a series of condemnations from media groups, public officials, and even Marcos himself.

Suspects were identified, and murder charges were filed.

The incident led Gov. Henry Oaminal to direct the provincial police and the Police Regional Office (PRO-10) to arrest the culprits and revisit the investigation of other assassination attempts.

These included the Oct. 15 blast in Clarin which hit his convoy; the Oct. 23 shooting of Calamba Municipal engineer Jopson Baones; and Oct. 28 grenade-throwing incident at the house of Calamba Mayor Luisito Villanueva.

Almost a month after Jumalon’s murder, the province will again mourn the death of Riza Ramos Daniel, 49, who was killed in a blast inside the Mindanao State University-Main Campus gymnasium in Marawi City, Lanao del Sur on Dec. 3.

Daniel was the mother of El Dritz, who was also injured in the blast, both of Tangub City. El Dritz was a third-year Computer Studies student at MSU-Main. Daniel decided to work in Marawi City to be closer to her son.

MSU-Marawi incident

The incident in MSU-Main brought the provincial government of Lanao del Sur and the Marawi City government together to coordinate with the police and military.

Within the week, the Islamic State militants claimed the attack, followed by the arrest of suspects Kadapi Mimbesa and Arsani Membisa, who are said to have links with local terrorist group, Dawlah Islamiyah. Both had prior arrest warrants for murder and kidnapping charges.

Other than Daniel, the three other fatalities were students Janine Arenas and Junrey Barbante, and faculty member Evangeline Aromin. The blast also injured some 50 people.

Change of command, anti-insurgency

Meanwhile, this year saw major changes in the region’s military and police leadership.

Maj. Gen. Jose Ma. Cuerpo II replaced Maj. Gen. Wilbur Mamawag as the commander of the Philippine Army’s 4th Infantry Division (4ID) in March. Brig. Gen. Ricardo Layug also replaced Brig. Gen. Lawrence Coop as PRO-10 director in October.

As soon the two assumed office, they had their hands full in continuing the mandates of the national government in securing the peace and order situation in the region.

The 4ID under Cuerpo continued its operations against New People’s Army (NPA) rebels, and even on Christmas Day, Dec. 25, troops under the 403rd Infantry Brigade killed 10 rebels in Bukidnon.

Cuerpo said the Army has maintained its position of allowing NPA rebels to surrender or face a military operation, wherever they may be in Northern Mindanao and Caraga regions.

PRO-10 also accepted rebel surrenderers who brought in firearms and ammunition. Those who surrendered were assisted in the programs of the Task Force to End Local Communist Armed Conflict.

On anti-drugs, Layug said the police has continued its anti-illegal drug campaign with a series of buy-busts in partnership with the Philippine Drug Enforcement Agency.

With the introduction of “Buhay Ingatan, Droga’y Ayawan” of the Department of the Interior and Local Government, PRO-10 followed suit in promoting a holistic approach to addressing illegal drug issues.

Village polls

Layug and Cuerpo would again have their hands full in the Barangay and Sangguniang Kabataan elections (BSKE) that were finally held on Oct. 30 after several years of delay.

Police and military troops were deployed to keep the peace.

While reports of vote buying by the local chapter of the National Citizens; Movement for Free Elections, and tensions among supporters in Nunungan, Lanao del Norte, both PRO-10 and 4ID reported a “generally peaceful” BSKE.

On election gun ban operations, PRO-10 reported that from August 28 to October 30, a total of 77 operations were launched that resulted in the arrest of 90 persons, confiscation of 55 firearms, 41 deadly weapons, 367 rounds of ammunition, and an explosive.

But in Lanao del Sur province, which is part of the Bangsamoro Region, the BSKE was marred with heated confrontations among political supporters, voting delays in precincts, and occasional violence that led to a death in the town of Butig.

Rice, economy

The limited rice supply and increase in its prices prompted the national government to issue Executive Order 39, which put a ceiling on prices and provided assistance to affected farmers and small-scale retailers.

Bukidnon province, the region’s food basket, was also affected by drought that some had attributed to the effects of the El Niño phenomenon being experienced in the country.

However, according to the Department of Agriculture, the lean months between August and September would be offset by the fresh harvests that came in October.

And so it did, as the Philippine Statistics Authority Region 10 released its monthly inflation reports and regional economic status in the following month, showing a rosy picture of the regional economy. The National Economic and Development Authority-Region 10 forecasts a stable overall economy for 2023.

Based on the 2022 gross regional domestic product, NEDA-10 Director Mylah Faye Aurora Cariño said Northern Mindanao achieved a GRDP of 7.2 percent or PHP935 billion, compared to the 6.3 percent growth in the previous year, which was impacted by the coronavirus disease 2019 pandemic. Gov’t expands cash, rice aid to Bukidnon

The government has expanded its cash and rice aid program to cover Bukidnon province following its successful implementation in Metro Manila and Laguna last week

Speaker Martin Romualdez said the activity coincided with the Bagong Pilipinas Serbisyo Fair being held in Bukidnon.

The Cash and Rice Distribution (CARD) program was rolled out in response to a call by President Marcos for the government to create a system meant to give the “poor and vulnerable” families opportunities to enjoy a better quality of life through the legislative districts.

Romualdez, the chief proponent of the CARD program, said some 3,000 beneficiaries were given aid in Bukidnon, in collaboration with the Department of Social Welfare and Development (DSWD).

The Speaker was assisted for the Bukidnon leg of the CARD program by congressional Reps. Jonathan Keith Flores and Laarni Lavin Roque, Gov. Neil Roque, and Davao de Oro Rep. Maria Carmen Zamora.

The CARD Program was earlier launched in Metro Manila, covering all of its 33 legislative districts, with each having 10,000 beneficiaries for a total of 330,000 residents.

At least 5,000 residents in Biñan City and Sta. Rosa in Laguna were likewise assisted by the CARD program.

The beneficiaries, notably senior citizens, persons with disability, solo parents, and indigenous people, received at least P2,000 worth of cash and rice assistance, consisting of a 25-kilo sack of rice and P1,000 cash to buy other food essentials.

Romualdez said the CARD program would cover the whole country to serve constituents of the 250 congressional districts, reaching out to at least 10,000 beneficiaries per district.

This would translate to 2.5 million indigent and vulnerable Filipinos benefitting from the CARD program. (Manila Standard)

303 micro rice retailers in Bukidnon received cash subsidy

A total of 303 micro rice retailers from the cities and municipalities of Bukidnon have received Php15,000.00 cash subsidy from the Department of Social Welfare and Development (DSWD)-10

In collaboration with the Department of Trade and Industry (DTI), the Economic Relief Subsidy (ERS) cash aid was successfully distributed to the eligible beneficiaries.

In accordance with Executive Order No. 39 issued by President Ferdinand Marcos Jr., this economic assistance aims to support retailers who abide by the government’s mandated rice price cap.

During the Consumer Welfare Month press briefing last October 2, DTI Bukidnon Provincial Director Famelah Raquel Villanueva stated that the DSWD has already released financial assistance in Bukidnon amounting to P4,546,00.

On October 4, 2023, President Ferdinand “Bongbong” Marcos Jr. announced that he lifted the price cap on rice, almost a month after its implementation.

In a report from CNN Philippines on the same day, according to a Department of Trade and Industry (DTI) official, micro rice retailers who have not yet received the government’s 15,000 cash aid will continue to receive the subsidy even though the price cap on rice has been lifted.

On September 5, Marcos, who currently heads the nation’s agriculture department, issued Executive Order (EO) 39, which established price caps on regular and well-milled rice throughout the whole country.

In response to rising commodity prices, the president has set a price ceiling for regularly milled rice at P41 per kilogram, while the price ceiling for well-milled rice at P45 per kilogram.

On October 4, the Manila Bulletin reported that despite the lifting of Executive Order No. 39, the DTI promised that the one-time cash aid distribution would continue until each beneficiary of the Sustainable Livelihood Program-Economic Relief Subsidy (SLP-ERS) listed by the DTI received P15,000.

With this year’s theme “Gen S: Generation on Sustainable,” Junar Merla, Chief of the DTI Bukidnon Consumer Protection Division, highlighted the significance of celebrating Consumer Welfare Month in accordance with Presidential Proclamation (PD) 1089 series of 1997, which aims to increase consumer awareness by disseminating pertinent information to both the public and private sectors.
